The BITE string availability expression is derived using a model with operational constraints posed by both the OS requirements and the support-logistics system. The resultant BITE availability expression is formulated as a function of the BITE string MTBF, mean fault detection delay of the BITE string test scenario and the mean logistics delay of the support system. The OS availability requirement/specifications is partitioned into the constituent elements of MTBF and MTTR where the fault isolation time element of MTTr is coupled to the BITE string availability. Emphasis is on the timely integration of all concerned technical disciplines to ensure that a complete and unbiased information base will be available to program management for decision making. The technical disciplines involved include design, reliability, environmental, quality, test, and field engineering. The ESS development program is characterized by three phases: conceptual definition, implementation, and effectiveness review. State-of-the-art reliability analysis tools implement various decomposition, aggregation, and estimation techniques to compute the reliability of a diversity of complex fault-tolerant computer systems. However, no formal methodology has been formulated for validating the reliability estimates produced by these tools. The author presents three states of testing that can be performed on most reliability analysis tools to effectively increase confidence in a tool. The author describes the logistics analyst's role in establishing and documenting some of this data. Through the use of numerous examples, he illustrates the integration function and demonstrates the impact that reliability and maintainability (R&M) engineers can have in designing a system's support. He shows the interrelationship of failure rate, task frequency, quantity per task, and the maintenance replacement rate and how R&M impacts key initial provisioning requirements encountered in a typical DoD acquisition program. The author highlights how these R&M factors affect other logistic support elements, shows sample calculations, and describes the appropriate coding and entry in the LSAR. The author discusses the design and production of thirteen automatic depot inertial navigation test systems (ADINTS), using the MATE guides. ADINTS is designed with accessible interfaces, large computer memory, reserved rack space and test table flexibility, all of which make it adaptable to many kinds of units under test. Of particular importance in testing inertial products, a real-time-controlled interface is available. The bus architecture complies with the MIL-STD-1553 A/B requirements. The model is used in the daily work when doing different kinds of system reliability analysis. The main applications of SPAREL are discussed. A detailed model description including equipment and maintenance support modeling is given. The mathematical assumptions and the calculation methods are examined. Some program facilities are mentioned, and some examples are presented for a fictitious sample case.
