Attention is focused on the fact that when managing property it is necessary to take into account not only leasing, but its sale and natural loss (dismantling). This happens both due to the aging and wear and tear of buildings, and a decrease in the number of state and municipal enterprises and organizations located in them. The management of federal (state), regional (state) and municipal property on the territory of a single municipality has its own characteristics. The difference in management systems for such a feature relates to their level of responsibility. But the general problems are identical, these are the aging of buildings, which can lead to accidents in the housing and communal services system during their operation, and the lack of demand for buildings and premises. In particular, the situation regarding the ownership and use of buildings and premises is aggravated by their unilateral transfer from one level of ownership to another. Property management at any level should not only be of an economic nature (rent, sale), but also used for its intended purpose, for the exercise of their powers by authorities (federal, regional and municipal). And also, be of a social nature, including the conclusion of public- and municipal-private partnership agreements for the joint operation of buildings (premises) and (or) land plots. The development of digital technologies, using the example of the mechanism for managing municipal property, shows the need to use new technologies in the work of local authorities. The main requirements for changing the property management mechanism are the modern use of communications and the provision of services by local authorities. The following problems have been identified: 1) the actors' misunderstanding of the category of bondage of the transaction and their endless appeals to the court without proper grounds; 2) abuse by professional lenders of the norms of the law; 3) the problem of the complexity of proving truly bonded transactions. {"title":"APPROACHES TO THE STUDY OF THE FUNCTIONING OF THE COMPLEX OF CREATIVE INDUSTRIES IN THE ECONOMY","authors":"I. Makieva","doi":"10.22281/2542-1697-2024-03-02-09-16","DOIUrl":"https://doi.org/10.22281/2542-1697-2024-03-02-09-16","url":null,"abstract":"The increase in the share of creative industries in the GDP of the Russian Federation up to 6% over the last year indicates the need to determine a methodological basis for studying these industries. The currently prevailing sectoral approach does not allow to give details of the internal connections of the creative industries and, accordingly, does not contribute to the unambiguous determination of the object and subject of this research. Formulation of the scientific research problem. Sectoral analysis and calculation of a set of general economic indicators does not allow to take into account the nature of relations between participants in creative industries and the complexity of the formation of a creative product. Well-known metrics, including quantitative and structural analysis of organizations according to the codes of All-Russian Classifier of Types of Economic Activity (RCEAP), calculations of value added and marginality level do not allow to obtain comparable results for all kinds of activities classified as creative industries. In this regard, the scientific task of the study was formulated consisting of identifying approaches to understanding the functioning of creative industries from the point of economic activity, allowing to overcome the identified limitations. Results achieved. The complex of creative industries, operating in a constantly modifying structure of collaborations, creative projects, acts of short-term cooperation between organizations and individual participants, theoretically represents a network structure and can be most fully studied within the context of the existing network methodology. The development of network analysis makes it possible to study the functioning of creative industries as a set of entities acting in a complementary manner. Conclusions. Understanding the complex of creative industries as a network structure allows to consistently solve the problem of determining the composition and structure of a creative network, determine the parameters of participants based on the possibilities of dominance, coordination of networks participants, as well as define the nature of connections between participants in a creative networks and calculate the indicators that determine the features of the formation of consumer value, and correlate with certain parts of the creative network, which will ultimately make it possible to determine the most effective tools for stimulating the development of network structures of industries and increase the benefits of their formation within regional and national economies","PeriodicalId":430494,"journal":{"name":"Economics. The article deals with such problems as anxiety about the future, difficulties in finding a job, pressure from society and parents, psychological problems, an increase in the number of addictions and problems with adaptation to social and cultural norms. The fall of the socialist system and the emergence of new states led to changes in the educational sphere, including in the field of legal education. The article analyzes the key changes and challenges faced by educational institutions during this period. As a result of the study, the main trends in the organization of legal education were identified, such as the revision of curricula and programs, the integration of international human rights standards into national educational programs, as well as the active introduction of interactive teaching methods. The importance of strengthening interaction between educational institutions, government bodies and society to create the best conditions for legal education is analyzed. In addition, the article discusses changes in the content of education: from the formation of new curricula to the introduction of advanced teaching methods and new approaches to assessing educational outcomes. An important part of the article is also a discussion of the significance of the development of civil society and the formation of respect for human rights and freedoms through the education system in the post-Soviet context.
