Gause","doi":"10.1353/scr.2023.a915854","DOIUrl":"https://doi.org/10.1353/scr.2023.a915854","url":null,"abstract":"Abstract:While al-Qaeda is a product of specific circumstances in the Middle East, the bitter irony of its September 11, 2001 attacks on the United States is that American policy in the region before those attacks unwittingly contributed significantly to its birth and development and that American policy subsequent to the attacks created new opportunities for similar organizations to flourish, even as al-Qaeda itself lost ground to those organizations. Organizationally and ideologically, al-Qaeda was the product of the jihad against the Soviet Union in Afghanistan and the successful war against Iraq in 1990-91, the two most prominent success stories in the relationship between Saudi Arabia and the United States. According to this model, a country is \"at war\" when the enemy is explicitly defined as a \"barbarian.\" Additionally, the \"heroism\" of certain categories of individuals involved in discussions of the situation at hand—political leaders such as presidents, police, medical personnel and first responders—is emphasized. But the victims are also foregrounded as well, and presented as having \"sacrificed themselves,\" along the same lines as voluntary combatants. {"title":"Managing Terrorism in Democracies","authors":"Joseph K. Young","doi":"10.1353/scr.2023.a915853","DOIUrl":"https://doi.org/10.1353/scr.2023.a915853","url":null,"abstract":"Abstract:Democratic countries have long dealt with the challenge of terrorism. I discuss the challenges associated with how democracies can manage terrorist violence. I outline what terrorism is and is not and why this matters in understanding how to manage and mitigate terrorism's impacts on democratic countries. Next, I discuss terrorism in democracies like the United States and France and show the reasons why citizens should be concerned and practical in the ways our countries respond to terrorism. Importantly, I discuss the perceived existential threat of terrorism for democracy and argue why this largely overblown. Briefly, I outline the major reasons why scholars think terrorism occurs and how this should link to our policy responses. It argues that President François Hollande was correct when he announced that France was in a \"state of war\" following the 13 November 2015 attacks by Islamist terrorists that killed 180 people and wounded scores more. Following on the model established by Clausewitz defining what it means to be at war, the author enumerates those features in relation to the current situation in France following the attack. Tracing the Corsican independentist movements' use of bombings and assassinations back to the 1970s, then following events as they unfolded from Prefect Érignac's assassination to the recent murder of his assassin Yvan Colonna, the present article analyzes the evolution of the Corsican nationalists' logic, strategy, and tactics while at the same time describing key structures and functions of the judiciary and law enforcement agencies that France deployed in response to Corsican terrorism. It is expected to open in 2027. Since the outset, it has maintained a particular connection with the world of French justice. This is the result of a strong concern on the part of public authorities with the victims in general, a matter in France of the ministry of justice. This concern found an expression in the recent big trials of the perpetrators and accomplices of Islamist terrorist attacks carried out in France since 2012. Thanks to a partnership with the Parisian courts of justice competent to judge the perpetrators of terrorist attacks, over 1,200 items have already been handed over. This flow will continue over the coming months until the MMT opens in 2027. Seized as evidence to establish the truth during the criminal investigation and confiscated during the trial, the seals were to be destroyed as they were no longer useful for judicial purposes. The Museum and Memorial du Terrorisme (MMT) gives them a new lease of life as part of an unprecedented heritage initiative. The MMT aims to retrace the history of terrorism over the last fifty years. This period has been punctuated by numerous trials (in the last four years, 78 criminal cases have been tried).
