Such behaviour was firstly described by Gardner in 1985 who called it a parental alienation syndrome. Ever since the concept has been developing through contributions from other experts, so that now it is called parental alienation, and its causes, signs and possible treatment approaches have been described in detail. If timely and adequate help is not provided, alienated children may develop problems in social and physical functioning, as well as psychogenic disorders. A family mediator who is trained about this problem can contribute to its early detection and to the provision of adequate help, because he/she can recognise the problem and refer the parents to court without wasting time on family mediation in the cases in which that is an inadequate intervention. The aim of this paper is to present insights into parental alienation and to explain the role of the family mediator in the assessment and treatment of the same. In 2017 a mother killed her threeyear-old son, and in 2019 a father attempted to murder his four minor children. When such things occur, the media and the public try to determine why they were not prevented and who is responsible for their prevention, and the ones who are most frequently considered as responsible are social workers. The aim of this research is to analyse discursive constructions (narratives, rhetorical techniques) within media articles on social workers on the occasion of high-profile cases of child abuse. Discursive psychology was used as an analysis method. 76 articles published on the most frequented news portals in Croatia were analysed. The portals were selected on the basis of the number of actual users according to the data by Gemius Rating and a Reuters survey of users’ self-reports about visiting web sites. The analysed articles were published in the period from May 24, 2017 to October24, 2018 and in the period from February 28, 2019 to July 1, 2019. Results indicate that in reporting on critical events of child abuse the most frequent narrative in the media is “inadequate action of social workers”. In that narrative the media and the public criticise social workers for failure to provide adequate protection to children and consider that they are not professional enough. In response to that narrative, there are narratives about “social workers as the victims of inadequate system”, “social welfare system in crisis”, and “positive attitude towards social workers”. Within these narratives, social workers and professional organisations educate the public on shortcomings and difficulties within the social welfare system that hinder the work of social workers, which can lead to violations of the users’ rights. They also call upon relevant authorities to undertake necessary reforms. Social workers are characterised as professional and committed to their work. Two additional narratives also appear: “problems in public services” and “a call for making changes”. In the narrative about problems in public services, lawyers and judges mention problems in court proceedings related to the protection of the rights of children, but they also question the knowledge and professionalism of social workers. In the narrative about the need to make changes, professional organisations demand that the authorities and the public turn towards reforms instead of criticism of social workers. Health equity means that every person should be able to reach their full health potential and that no member of any group should be at a disadvantage in achieving that potential. A health vulnerable group is one that is exposed to health disparities due to lack of resources and/or increased exposure to social risk. In this paper, some of the health vulnerable groups in the Republic of Croatia are singled out – persons of lower socioeconomic status, the elderly, members of national minorities, and members of gender and sexual minorities. This capital project of the Montenegrin Government has significantly improved the way social work centers’ work, because it has supported all business processes and enabled the creation of a single “social card” of the citizens involved in the system of social welfare and child protection services. This paper presents the information system in social work centers and public institutions for accommodation of beneficiaries (which include direct practice, decision-making and case management, information flow management, storage of historical and up-to-date data on beneficiaries and their families), as well as the benefits of this system for beneficiaries, social and child welfare employees and policy makers. SWIS is an important instrument for targeted funding, provision, monitoring and control of material benefits and services provided to families and individuals, and it has improved the capacity of the Government of Montenegro to plan, monitor and manage social and child protection services. The development and introduction of this software required intensive cooperation of experts, employees in the field of social and child protection, software company S&T (Serbia and Montenegro), UNDP and the Directorate for Informatics and Analytical and Statistical Affairs of the Ministry of Labor and Social Welfare. This is done through determining and analysing the procedure and principles of a family group conference, as an alternative to the administrative and/or judicial one in matters of family law and social protection of children and families. For the purpose of reflection and projection, de lege ferenda, on the family group conference in the field of (administrative and judicial) family law and social protection of family members in Croatia, the New Zealand family group conference model, as a starting point for the development of this procedure, and certain European comparative law systems and good practices (the United Kingdom, the Netherlands, Norway) are analysed and discussed in the paper. In particular, open questions about the »right« to the family group conference, the assessment and criteria for referring family members to the conference, including the fact of initiation of the court procedure or if the proceedings are already pending, as well as the legal force or effectiveness of the plans achieved in the family group conference will be discussed. It is based on a review of the literature on social exclusion and the risks of social exclusion, using a qualitative method of document analysis. Social exclusion of children in early and preschool age is defined as a multidimensional construct that includes economic, social, cultural, health and other aspects of unfavourable circumstances and deprivation which individually or in combination may have an adverse impact on child development. According to this definition, risks which can influence the children’s current development, health and quality of life, as well as their adult life, are analysed. The analysed risks include the characteristics of the children themselves, as well as their families and the characteristics of the support system for the child and parents. Based on the analysis of the risks of social exclusion of children of early and preschool age, a model of intervention was suggested, which takes into account a close cooperation of the healthcare system and the system of social care and education. General data questionnaire, Croatian version of the BERS-2 questionnaire, emotional competence questionnaire and family satisfaction scale were used. The conducted factor analyses have shown that the original five-factor BERS-2 structure does not correspond to the data, so a four-factor structure with a reduced number of items in comparison with the original was proposed as an optimum solution. Thus formed results have shown satisfactory psychometric characteristics for four groups of competencies. A significant correlation between the results shown on the BERS-2 questionnaire and school achievement, family satisfaction and emotional competencies indicates the convergent validity of the Croatian translation of the BERS-2. In comparison with boys, girls have achieved significantly higher results on the measures of school functioning and interpersonal strengths, while the measures of interpersonal strengths and involvement with family were assessed similarly by boys and girls. The results were analysed in the context of the data on the original BERS-2 questionnaire, the data on the verification of its features in other research and with regard to the existing knowledge about behavioural and socio-emotional competencies of adolescents. The limitations of the conducted research, as well as the need for further validation of the BERS-2 questionnaire are presented in the final part of the paper. Although research practice dealing with professional stress and mental health of helpers started in the beginning of the 1990s, there is still a lack of qualitative research in this area. Therefore, a qualitative research study was conducted with the aim of describing the sources of professional stress and the needs in protection from professional stress of Social Welfare Centre Zagreb professionals. 11 focus groups were conducted, one for each branch of the Centre, and the total of 85 professionals employed by the Social Welfare Centre Zagreb participated in them. The results identified five sources of professional stress: characteristics of work with clients, working conditions, work organization, interdepartmental co-operation and co-operation with other branches, and co-operation with other institutions. Additionally, three areas of needs in protection from professional stress were identified: the need to improve material and technical working conditions, the need to improve material and safety position and the need for support. The research contributed to the identification of the sources of professional stress and pointed to the weakest links in the operation of social welfare centres on the example of the largest Croatian centre. Therefore, in order to better understand the stressful nature of the job and the needs of professionals employed in social welfare centres, the recommendation is to conduct more qualitative research studies in the future and to encourage usage of the results for positive changes in the practice. On the African continent, the Spanish cities of Ceuta and Melilla that border with Morocco are physically separated from Spain by the Mediterranean Sea. Those two cities became a privileged enclave for immigration control, but also for the detection of vulnerable conditions of the migrant population. This paper has a double objective: to describe the action research developed in the Center for the Temporary Residence of Immigrants in Ceuta and to analyze 49 biographical interviews with women residents of the Center within the framework of saidaction research. The results show the diversity of situations of vulnerability in which migrant women can find themselves in this border context. Hence, it is important to rethink the intervention to avoid secondary victimization within critical and humanistic models of intervention.
