It shows that both the optimal marginal and average tax rates increase at decreasing rates, and become rather flat at high‐level skills. China's current marginal tax rate increases at a decreasing rate at low‐level skills and increases at an increasing rate at high‐level skills. Secondary time-series data were analyzed using co-integration and ordinary least square techniques. Co-integration results revealed a long run relationship among the variables, the result also showed that there is a significant and positive relationship between electricity consumption and industrial sector performance in Nigeria during the period. The focal points of the model are financial frictions and reallocations of factors of production across firms. The calibrated version of the model elicits the important message that the adoption of a comprehensive financial market reform package abolishing financial distortions will lead to substantial output gains. Reforms per se are ongoing processes where experimental models are being applied around the world, where successful and unsuccessful stories are being written. Albania is among the countries in Southeastern Europe (SEE) undergoing reforms in the public sphere, and the electricity sector is a vivid example of the challenges and obstacles that such implementation faces in the developing world. Starting in the early 2000’s, Albanian electricity reform now faces a failed distribution privatization, inability to fully secure the electricity supply from the domestic generation, and distorted market standing between regulation and liberalization. There is therefore a need to analyze this process and to question whether the reforms are headed in the right direction. Using the rationale provided by Transaction Cost Economics (TCE), I argue that the current model of partial deregulation produces high transaction costs. Using the important southern region of Veracruz, the purpose of this paper is to examine this question over a 48-year period within a single Mexican state. Design/methodology/approach - – Growth is examined using a standard two input stochastic production function (SPF) that creates a measure of technical efficiency. Convergence is measured using a convergence equation from the literature but which also included the results from the SPF analysis to incorporate not only initial levels of inputs but also the ability of a municipio to utilize these inputs. Data collection in Mexico and online included a long run database of 149 municipios in Veracruz from 1960 thru 2008. Findings - – A stochastic Cobb-Douglas technology is found to fit the long run growth of Veracruz province well. In the 1960s, 2000s and the long run (1960-2008), weak evidence for the municipios in Veracruz appear to be converging with a relatively higher level of technical efficiency resulting in slower growth of industrial labor productivity is found. Some very recent improvement in technical efficiency may be the result of institutional as well as economic reforms finally allowing an exiting of inefficient firms that has kept the levels of municipio industrial technical efficiency stagnant for decades at about 70 percent. Research limitations/implications - – Data were limited to 149 municipios because of the need to track long run trends. Data were also limited by the need to use what was available in 1960 in a direct comparison with 2008. The design of the study was to use the technical efficiency index as a proxy for much of the missing data on institutions in the historic period. Panel data were used because the economic census is not done every year plus the turmoil in the Mexican economy in the 1980s thru the end of the 1990s make imputation of missing years at the local level quite difficult. Practical implications - – The paper provides a baseline to analyze the long run intra-regional economic growth of other Mexican states which have a large number of municipios. It begins the exciting possibility of looking at Mexican long run growth from the municipio level which has historically played an important role in Mexico. Originality/value - – This is the first study to examine long run growth within a Mexican state at the municipio level using both the production function and convergence literature. Citrus is a startup payments company based in Mumbai that is trying to change all of this. A senior executive at Sun Direct a prominent satellite television (DTH) operator in South India, credits Citrus with reducing failure rates for online payments to Sun Direct from 30 to 40 percent to less than 25. In revenue terms, this can be huge for companies that depend on online payments. According to Kunal Bahl, CEO of Snapdeal, an ecommerce ‘daily deal’ portal, even a one percent increase in transaction success rate adds about $3 million (19 crores) to Snapdeal’s revenues. Online retail payments have yet to capture the consumer market in India. This is primarily because Indians are uncomfortable with shopping online — they like to see what they are buying, know who they are dealing with and, whenever possible, pay in cash. This crucial question is left aside by the contemporary literature on industrial policy insofar as it assumes that the problem of industrial upgrading and learning is one of states facilitating private firms’ pursuit of their already-established drives. Drawing from five cases in Latin America (two in Guatemala, two in Nicaragua and one in Colombia) where industries voluntarily broke free of inertial trajectories to seek new approaches to business, we find that conditions of “systemic vulnerability” (Doner et al. 2005) – a combination of shocks in demand, sectoral competitiveness and civil/social conflict – force business elites to reconsider their constituents and investment timeframes in a manner analogous to political elites in Doner et al.’s model.
