The main aim of this paper is to reinforce the community by proposing the multi-purpose centers, and to rehabilitate the disappeared CCs in the planned residential districts of Khairkhana by rooting the key issues based on Russian planning system. Most CCs converted to stand-alone buildings, useless lands and even disappeared from the area due to serious impacts of land use changes. Reinforcing the current CCs and rehabilitating the old and disappeared CCs help us in strengthening the correlation between community residents, confronting the critical issues and recovering the real form of Khairkhana Planned Residential District. Therefore, we used the following criteria to analyze the issues within the study area: 1) Population: There are big differences between the number of residents and the number of CCs. we analyze the number of CCs according to the number of residents in different periods. 2) Land Use Change: CCs are in a severe condition. We analyzed each pattern (Stand-alone Buildings, Bared- lands and Different Functional) by number in the study area. 3) Physical condition: We analyzed the relationship between the Russian Structure Layout and CCs in Khairkhana micro-districts to find the physical status of current Layout. 4) Sustainability: we reviewed the Islamic and Western CCs to clarify their importance in sustainability and development of a community. Finally, we talked about activities’ situation and proposed an alternative method to reinforce the community and to rehabilitate the disappeared CCs. The use of agricultural-based biofuels has been expanding worldwide, biofuel farming associated with LUC should be measured as the direct land use change (dLUC); when a biofuel feedstock (e.g., jatropha) directly displaces another land use. The indirect land use change (iLUC); when a productive land use displaced by a biofuel feedstock propels the conversion of native vegetation elsewhere. Few studies have been carried out in Tanzania to investigate the effect of agriculture-based biofuel on LUC, the objective of this study was to investigate the LUC resulting from jatropha production introduced in year 2009 by Sunbiofuel Company in villages within Kisarawe District, Coast Region. Remote sensing and geographical information system (GIS) techniques on Landsat multidate satellite imagery and secondary data were used to establish patterns of direct and indirect LUC. Multidate satellite images were classified and analyzed to study the LUC at three epochs; before cultivation (year 1985), immediately after starting production (year 2010) and year 2011. The study revealed a significant increase in cultivated land, a decrease in forested land and encroachment into forest reserve. It was concluded that the conversion of land used for crop production into jatropha farming caused direct and indirect LUC in the area. The marine shrimp Litopenaeusvannamei is the main species in this activity. Shrimp farming uses brackish water from mangrove ecosystems as its main resource due to its ideal quality. However, this practice causes several environmental impacts such as the deforestation of mangrove forests for implementing ponds and also legal conflicts that currently favor this type of aquaculture activity in areas with environmental restrictions.
