The research was conducted at BNN Bogor Regency by taking a sample of 85 respondents who were calculated using the Saturated Sempel formula. Methods of data collection with the questionnaire method where the data processed is primary data obtained by data analysis method with multiple linear regression analysis. To determine employee performance can be measured by the variables of leadership style, work effectiveness, and career development and motivation as interventions. Law enforcement is not a definitive action, but the implementation of a definitive action, namely the application of a right to an event, which can be likened to drawing a straight line between two points. Normative legal research is carried out to produce arguments, theories or new concepts as prescriptions in solving the problems faced. The substance of the narcotics law has not provided a clear picture of the application of the law to drug users who use drugs for themselves, who qualify as drug addicts and victims. Law enforcement against drug addicts and users according to Law Number 35 of 2009 concerning Narcotics includes non-penal policy countermeasures, namely pre-emptive (counseling) and preventive (prevention) efforts. Penal policy countermeasures focus more on repressive actions (direct enforcement). Repressive (direct enforcement) carried out by the Police to provide a deterrent effect for perpetrators of drug crimes. However, in a business context governed by Islamic principles, the concept of business ethics becomes increasingly relevant. This article explores the role of Islamic Business Ethics in the context of franchise expansion in the retail industry, with a focus on economic cycles and sharia business practices. Through a literature review, this article describes how Islamic business ethical values can direct franchise expansion steps, manage risks in fluctuating economic cycles, and implement sharia business practices that are in accordance with Islamic principles. This research discusses the implications of Islamic business ethics in strengthening the foundations of sustainability and long-term success for the retail industry which focuses on the principles of justice, social responsibility and economic balance. The research results show that the application of Islamic business ethics in franchise expansion in the retail industry can improve business performance, strengthen consumer trust, and promote business sustainability.
