We compare university pay in PNG with public service, statutory authority, and state-owned enterprise pay. We include allowances in our comparison, among them, importantly, the imputed value of university-provided housing. University salaries are uncompetitive for professors, and uncompetitive for all positions relative to the salaries offered by state-owned enterprises and probably some by statutory authorities. They are relatively competitive for positions below that of professor relative to the salaries offered by the public service. The PNG government will need to raise salaries to improve the competitive position of universities in those disciplines that are facing shortfalls. We investigate both the effect of imposing a minimum wage, and the effect of the policies that tightened enforcement in 2004. We find that the average effect of minimum wage changes is modest and positive, and that there is a detectable effect after enforcement reform. Firms have heterogeneous responses to minimum wage changes which can be accounted for by differences in their wage levels and profit margins: firms with high wages or large profit margin increase employment, while those with low wages or small profit margin downsize. We argue that during negotiations on a central scale employers and employees plausibly take output market effects into account, while they behave competitively during firm-level negotiations. Assuming that in both cases the labour market conflict is settled efficiently according to the familiar Nash bargaining solution, we show that central negotiations lead to a lower employment level but to a higher wage rate, when compared with local labour market bargains. While this is an important theoretical result in its own, it has important effects for both empirical labour market research and labour market policies. It takes up the case of a relatively advanced developing country, Chile, which has a high degree of administrative and bureaucratic capacity. Using micro survey data, the paper establishes the basic facts of compliance with four dimensions of labor law: minimum wage, hours worked, having a contract, and having a pension. On average over the period 1990-2009, we find that the laws were violated in at least one of these dimensions for one third of workers. However, there are large and significant variations over time, across laws and by worker and firm characteristics. Simple tabulation followed by econometric analysis shows that compliance rates are lower for women, foreign born, indigenous and less educated workers; in smaller firms; and in agricultural regions. However, many employers report that there are shortages of skilled workers in these occupations. Federal and provincial governments have targeted many grant and tax credit programs to encourage workers to become apprentices in the skilled trades. However, myriad provincial regulations that limit how many apprentices firms may hire are stymieing these efforts and limiting apprenticeship opportunities. Provinces regulate whether workers must complete a certified apprenticeship in order to legally work in an occupation, as well as the length of apprenticeship terms. This Commentary finds that strict provincial regulations on the rate at which firms may hire apprentices, which is relative to the number of certified workers they employ, reduce the number of people who work in a trade. Furthermore, the trades in provinces with the strictest regulations on hiring have lower levels of young workers while workers who manage to find work in these trades have higher incomes, suggesting that these regulations are acting as barriers to entry. Governments have set these regulations in order to protect workers and the general public by encouraging workers to gain the proper training in skilled trades. However, entry restrictions are not the best means by which to regulate the quality and safety of work for all trades. Instead of regulating the rate of apprentice entry, governments should focus on regulating the quality of work and safety standards when appropriate. In other words, instead of regulating inputs governments should shift the focus of trades’ regulation to outputs. However, every work that children indulge in cannot be categorized as child labor. This article assesses the International norms regarding child labor after understanding the notion of child labor. The article aims to highlight the socio-economic issues responsible for the profusion of child labor in a society. The exploitation of children at work is thus a major problem for human rights activists. Eradicating child labor is only possible with economic upheaval of a society, thus keeping a check on the rights of working children is should be a priority. The ILO conventions help in building up this approach towards child labor. This article thus analyzes the different approaches towards child labor eradication and the prominent hurdles in implementing international and national norms against child labor. A case study of assessing hurdles in laws implementation is done in Pakistan. Pakistan is an economically developing state, that is why the cases of children indulging in health hazard work is prominent. This study suggests that the contribution of these incentives is dubious, if aimed to combat economic and jobs crises as part of the entrepreneurship policy, and can be shaped by various country-specific factors, such as the economic situation and the stringency of labour laws. To provide support for these claims, this paper investigates the underlying determinants of an individual's decision to switch from unemployment to self-employment in Europe and stresses the need to devote special attention to the role of three essential dimensions: (i) the existing heterogeneity within self-employment, by considering self-employed individuals who hire employees (employers) and self-employed individuals without personnel (own-account workers) as separated groups; (ii) the effects of different measures of social capital and network contacts, as forms of micro level institutional factors; and (iii) the explanatory power of cross-country differences in the state of the economy, expenditure on start-up incentives, and the stringency of labour laws, as forms of macro level institutional factors. Existing studies maintained that European economic integration and liberalisation, decline in trade union power, changing work organization and new pay systems would push national wage-setting institutions towards decentralisation. This expectation, however, was not borne out. Instead, change in wage bargaining has been more nuanced and differentiated than anticipated. To overcome the limitations of earlier theoretical conjectures, this paper explores the mediating conditions under which centrifugal tendencies in wage bargaining are likely to be reversed. I argue that ‘employer associability’ and ‘labour-state coalitions’ mediate pressures for convergence to the Anglo-Saxon model of decentralised bargaining. A strong employers association is expected to better appreciate the long run benefits of industry-wide bargaining, but also accommodate its firm-members needs for increased flexibility, striking effective compromises. In the absence of a strong employers association, the state may ‘fill the gap’ of employer associability and the institution is likely to survive due to a labour-state coalition. Unions will likely stem an employers’ offensive, if they are able to speak with a single voice and use their political influence effectively. Most of the spending response is caused by a small number of households who purchase vehicles. Furthermore, we find that the high spending levels are financed through increases in collateralized debt. Our results are consistent with a model where households can borrow against durables and face costs of adjusting their durables stock. In contrast to most previous research, we account for the possibility that the relationship between minimum wages and employment depends on the magnitude of the minimum wage relative to the equilibrium wage in the absence of the legislated minimum. In particular, estimating the employment effects of binding minimum wages requires separation of sample observations into those that are on the labor demand curve but off the labor supply curve, and those that are at labor market equilibria. The paper implements an endogenous switching regression model with unknown sample separation that yields these estimates. The approach also yields estimates of the impact of labor market characteristics on the probability that minimum wages are binding. We also extend the disequilibrium approach to monopsony, which introduces a third regime, between the equilibrium monopsony wage and the equilibrium competitive wage, in which observations are on the labor supply curve but off the labor demand curve and minimum wages are therefore positively related to employment.
