The needs of these groups vary with respect to position accuracy, position update rate, and type of communication. The authors describe the requirements, specifications, and performance of VELOC. The authors present a practical application of an attitude match algorithm useful for correcting boresight errors of an airborne LOS (line-of-sight) tracking sensor system. In order to provide high-quality information to other sensor and/or weapon control system, the tracker must be accurately aligned to a common attitude coordinate frame. It operates by comparing computed attitude from a high-quality aircraft INU, with the attitude computed using a gimballed gyro package inside of the sensor system. The residual attitude differences measured during aircraft and gimbal maneuvers are a direct indication of mechanical misalignment, tracker initial attitude errors, gimbal biases, and gyro uncertainties, and are used in a Kalman filter to estimate these quantities. A detailed analysis of a transfer alignment and instrument calibration filter for a gimballed sensor has been carried out. Given the special requirements of the payload area of the Super Loki sounding rocket the author examines two options for the telemetry package. The first option consists in relying totally on GPS (Global Positioning System) antenna and a translator attached to the vehicle. This translator will continuously download the navigation messages picked from GPS satellites to a ground station. On the ground these navigation messages can be analyzed. The second option consists in using commercially available small accelerometers or gyroscopes to develop a quasi-inertial navigation unit. This unit either processes the accelerometer's output onboard or downloads it to a ground station for further analysis. A comparative study has been performed to analyze these two options to select the optimal in terms of weight, performance, and cost. The hardware mainly consists of an X-Y plotter and microcomputer, while the software consists of system program and database to accommodate the information of correcting the chart. In the database, the information given by Japanese Notices to Mariners, which is published by the Japan Maritime Safety Agency, is arranged into a compact form. This compactness allows the system to be run even on a microcomputer, to be simple in configuration, and to be operational onboard. The performance of the system is discussed in comparison with manual correction, and the application of the system to actual correction is investigated. The results show that the system works on 96% of the items of the Japanese Notices to Mariners. Attention is given to its positioning, communication, digital mapping, and dispatch center components. The positioning module is a robust GPS (Global Positioning System)-based system integrated with dead reckoning devices by a decentralized-federated filter, making the module fault tolerant. The error behavior and characteristics of GPS, rate gyro, compass, and odometer sensors are discussed. The communications module, as presently configured, utilizes UHF radio technology, and plans are being made to employ a digital cellular telephone system. Polling and automatic smart vehicle reporting are also discussed. The digital mapping component is an intelligent digital single line road network database stored in vector form with full connectivity and address ranges. The current Global Positioning System (GPS) relativity corrections were based on an earth-centered inertial reference frame. The derivation assumed that the receiver obtained inertial GPS coordinate time from the satellites. However, the receiver has been treated tacitly as being stationary in the inertial frame. The problem is that relativity effects in GPS are compensated only for the moving satellites relative to the frame. It is shown that relativity effects for a ground-based receiver include gravity and earth rotation.
