In this paper, we propose a new schema for network selection based on Multiple Linear Regression Model (MLRM). A thorough investigation, on a huge live data collected from GPRS/UMTS networks led to identify the Key Performance Indicators (KPIs) that play the most important role in the handover process. These KPIs are: Received Signal Code Power (RSCP), received energy per chip (Ec/No)and Available Bandwidth (ABW) of the destination network. To extract a handover model from collected data, we study the correlation among values of identified KPIs parameters, before, during and after handover, thanks to a statistical learning approach, using the predictive analytics software SPSS. For model assessment, Pearson Correlation Coefficient and determination coefficient R-squared (R2) are used. Media Independent Handover (MIH) IEEE 802.21 standard is used in this work to retrieve the lower layer information of available networks and announce the handover needs (handover initiation). This manuscript deals with this problem by proposing two major contributions: At first, a new contribution, consists on a new developing of setting of the comparison threshold basing on new decision criterion. In second contribution we use the Waveform techniques in order to detect the existing or not of Primary user's signals(The Primary User is the user who holds the license or the right to use spectrum bandwidth)while a secondary user (an opportunistic user, who would like to use the licensed spectrum bandwidth) is transmitting. It is worth noticing that existing methods require a silence period of secondary users in order to sense the activity of the primary user. Our simulation results corroborate the two proposed approaches. This paper presents an accurate and reliable real time tracking system using GPS (global positioning system) and GSM (global system for mobile communication) services, which was designed and implemented successfully in university of Khartoum labs. The system permits localization of a portable tracked unit and transmitting the position to the tracking centre. The GPS tracking system consists of portable tracked device attached to a person, vehicle or any asset, and the tracking center where the portable device's location should be monitored. The mobile tracked device receives its coordinates from the GPS and sends these coordinates as SMS via GSM modem to the tracking centre, which is simply a personal computer with many interface programs to display the location on Google maps using free version of Google Maps APIs (application programming interfaces). They are particularly crucial with respect to common illness or medical conditions. One strategy that can be used to address these issues is the utilization of healthcare information systems (HIS) for decision support and knowledge management. Indeed, healthcare facilities have at their disposal vast amounts of data which are often organized into useful models. The most critical defy is to generate relevant information from this data. The extracted knowledge should support system to act in an appropriate manner. In this paper, we offer four case studies from the Lebanese healthcare domain (acute appendicitis, premature birth, Osteoporosis, and coronary heart disease) in which prediction systems were developed for decision support using data mining. Our contribution is the application, of our novel reduction technique called Dynamic Rough Sets Attribute Reduction (DRSAR) with multi classifier Random Forest (RF), in HIS. The efficiency of our approach has been carefully tackled within these case studies. Definitely, our algorithms are extendible to deal with mobile/online solutions to support patients as well for clinical diagnosis. As a first step, we also developed web-based interfaces to support patients in calculating risk level for each medical case.
