We model the change of page as a Poisson process in this paper. And based on it, we propose a parameter-adjustable algorithm after considering the unbiasedness, efficiency and consistency comprehensively. Then, through introducing the probability analysis method and combining with the low-grade reservoir operation, we establish the operational risk assessment model of the untapped low-grade reservoir. The empirical analysis shows that: From 1997 to 2005, the efficiency of tax collection increased in different regions, the average efficiency of sample regions increased from 0.482 to 0.672, and the aggregate level of efficiency was still not high, which showed that there was great potential room to improve tax collection efficiency in China. Although there was large gap among different regions, the statistics showed that the efficiency of tax collection and management underwent narrowing tendency. The increase of the proportion of female staff can improve the efficiency of tax collection and management; the person whose age is between 36 and 45 years old had a higher efficiency; the level of economic development gave positive effects on tax collection efficiency. In this paper, I presented the application of sequential data mining algorithms to analyze computer logs to profile learners in terms of their learning tactic use and motivation in a web-based learning environment (gStudy). The data mining algorithms are employed to discover patterns which characterize learners either across session or groups based on their study tactic choice and goal orientation. This study analyze the situation of China's Haier Group, Korea's Samsung Electronics Co. and US General Electric GE by using Data Envelope Analysis methods, compared to the research and development input-output efficiency of these three enterprises. Both transnational corporations of developing countries and transnational corporations of developed countries take research and development as the main source of technological innovation.
