This paper challenges the underutilization of social media to detect people’s’ mood and to predict their actions based on their sentiments. Recent published work has demonstrated utility of sentiments on Twitter to predict outcomes of different events, so to come up with the geographical action prediction tool the authors utilized geocodes, sentiment analysis, probability theory, and logistic regression. The tool informs relevant authorities like governments to know the state of people’s moods. Entities like business enterprises also benefit from this tool in their plans, especially in avoiding unnecessary costs due to infrastructure destruction. The quantitative data collected through a process of questionnaire administration were analysed using Stata 12 software. The results indicate that mobile phone usage for farm and other social purposes has increased with farmers. The farmers also spend almost 40% of their phone bills on farm-related activities and that seeking market information represented 17.32% of the total phone bill in a month. Increased efficiency in input delivery, market access, and output distribution were reported as some of the advantages of using mobile phones. This study was conducted in a region where its general characteristics may not reflect that of the entire country thus generalisation of the study may be limited, so the data should be cautiously use.","PeriodicalId":418993,"journal":{"name":"Int. Various technology adoption models have been proposed to explain the adoption of technologies in different settings, such as organizational and individual, as well as in the voluntary and mandatory contexts. Recently, uptake of mobile phones in achieving organisational targets has been increased in developing countries and Tanzania in particular. This is due to the notable improvements in both hardware performance and sophistications. In organisation context, not all users are willing to use technology as required. In such circumstances, they are mandated to use it in order to fulfil their working duties. This leads to poor uptake of technology and results to unclear understanding regarding to their attitudes towards using it. While some studies have discussed the impact of voluntariness in using traditional desktop computer systems and thin client computing, mobile phone technology has not received the deserved attention. Discussing voluntariness in using mobile phone technology in organisations in relation to other technologies is essential especially due to its usage in both working and private purposes. This paper describes the voluntary aspects of using mobile phones in performing activities of the firms in Tanzania and compares it with desktop and thin client technologies. Also, it proposes possible ways of handling such situation in order to improve its use. Among others, the paper has analysed mandotoriness on usage of mobile technology. Further, it highlights key areas which should be addressed in order to improve the usage of mobiletechnology in organisations and eventually cover the gap caused by such mandatory situations.","PeriodicalId":418993,"journal":{"name":"Int. In this paper we demonstrate how mobile phones are used in providing reliable and quality education to students in disadvantaged areas of Tanzania. The main contribution is on leveraging on the success that Tanzania has had on using mobile banking to the un-banked population. These lessons are adapted to the education sector, where clever/smart integration of existing disruptive technologies such as mobile phones and social networks are be used to provide access to high quality educational contents. Further, the paper shows how educational content can be localized/adopted with a view of empowering teachers and the educational needs of students. The central piece of the proposed system is the ability to add, share and reduce the amount of redundancy. Finally, the author reports on the implementation of the system in a community project in rural Tanzania.","PeriodicalId":418993,"journal":{"name":"Int. J. ICT Res. Afr. Farmers who do not practice regular soil tests are facing numerous difficulties such a lack of accurate statistical information for soil and crop management, increased costs for fertilizers, and environmental degradation. However, traditional laboratory testing is costly and laborious, taking up to three weeks to complete. This study presents a technology which integrated various elements into a portable in-field device that measures soil macronutrients of nitrogen N, phosphorus P and potassium K and soil pH. Then it transmits the measured data wirelessly to remote base station for analysis, presentation and storage in real-time. Farmers can access the information from the base station server through their mobile phones. Firstly, the grower can use the test data to provide important indicators into the levels of nutrients in the soil which can be interpreted to stem over-use or under-use and efficiently manage their fertilizer application. Secondly, the system can decrease response time for the grower to implement alterations in the soil nutrient composition. And lastly, it can increase the awareness of precision agriculture, its benefits and usage amongst the average farmer. The results from this test provide important indicators into the levels of nutrients in the soil which can be interpreted to stem overuse or under-use. The grower can use the data compiled to efficiently manage their fertilizer application.","PeriodicalId":418993,"journal":{"name":"Int. J. ICT Res. Afr. The study adopts a qualitative methodology which involves in-depth, semi-structured interviews and direct observation in order to derive answers to such questions as ‘why' the system is adopted and ‘how' the Nigeria economic conditions influence the system. The article suggests that the main factors which motivate the adoption of e-commerce by small businesses in Nigeria are market expansion and reduced market costs. The findings also indicate that increasing access to the Internet and changing lifestyle enable the success of e-commerce in Nigeria. The implications of the study are discussed.","PeriodicalId":418993,"journal":{"name":"Int. J. ICT Res. Afr. The data used in this study comes from a household survey carried out in Nyabihu District, one densely populated area of rural Rwanda. The findings suggest substantial impact of cellular phones technology adoption by farm households. Using the propensity score matching technique, the author finds that agricultural output for mobile phone users is at least 38 percent higher than non-users, whereas their income levels are 26 percent higher on average. The provision of network infrastructure and electricity at community level will enhance agricultural and rural development through increased adoptions of telecommunication technology by smallholder farmers.","PeriodicalId":418993,"journal":{"name":"Int. However, existing evaluations methods lack the assessment of user-centric factors such as buying decisions, user experience and user interactions resulting in less than optimum recommender systems. This paper investigates the problem of adequacy of recommender systems evaluation methods in relation to user-centric factors. Published work has revealed limitations of existing evaluation methods in terms of evaluating user satisfaction. This paper characterizes user-centric evaluation factors and then propose a user-centric evaluation conceptual framework to identify and expose a gap within literature. The researchers used an integrative review approach to formulate both the characterization and the conceptual framework for investigation. The results reveal a need to come up with a holistic evaluation framework that combines system-centric and user-centric evaluation methods as well as formulating computational user-centric evaluation methods. The conclusion reached is that, evaluation methods for e-commerce recommender systems lack full assessment of vital factors such as: user interaction, user experience and purchase decisions. A full consideration of these factors during evaluation will give birth to new types of recommender systems that predict user preferences using user decision-making process profiles, and that will enhance user experience and increase revenue in the long run.
