Distortions of universal interest or general interest through the public services which should be the main orientation of the state often occur due to the behavior of bureaucrats in Indonesia who tend to act cooperatively only on particular interests like Marx's criticism of Hegel regarding the role of bureaucrats. In fact, universal interest is the main instrument to create the general welfare. The rampant of discriminatory treatment towards certain class communities just aggravate the pathology of bureaucracy in Indonesia. As a result, the bureaucrats as agent of universal interest now they can’t afford to be fair and do their job as well as agent of general interest. It’s causing that bureaucrats are more suitable to be called “Birogog” which means bad office leaders. Families of children with autism spectrum disorders (ASD) experience significant stress event. Families are broadly viewed as a deficient, high risk in which families are susceptible to multiple problems. The mechanism of strength and vulnerability in these families are poorly understood. This study explores how the family of the child with ASD build resilience that was provided from the Muslim family point of view of a child with ASD in using Islamic values. Using the case study method, one family of a child with ASD discuss meaningful insights into how Islamic values support their way to be resilient. The findings of this study can help Muslim families better understand the resilience which contributes to positive parenting for their special need children. The era of autonomy has made the paradigm of the village community that development should start from the level of the \"grassroots\" community. This is supported by the Village Fund program which is a stimulator of infrastructure development and can also be a driver of the development of other sectors. One form of village development policy is the presence of Village-Owned Enterprises (BUMDes). But new problems emerged in Pawindan Village, which was dominated by the existence of pre-prosperous communities and dominated by less productive communities from the economic sector and community waste issues that had not been managed and organized properly. The method used is descriptive qualitative research with data analysis using data triangulation techniques. The interplay between democracy and technology has formed the dialectic interaction among political party, government and society. Democracy itself depends on participation of citizens which requires space, time and place. The presence of citizens‘ participation has transformed from conventional to the virtual form through social media. Penetration of social media has reshaped the political realities which influenced by digital communication of the users. Thus this research attempts to examine how digital democracy shapes and influence participation, party campaign, and power relations in the West Java gubernatorial elections 2018. This research employs a qualitative approach based on case study analysis which provides an in-depth understanding of a case or cases. The case study research is one of the qualitative traditions of inquiry. Data are collected through interviews and literatures. As a tool of analysis, the researcher uses Manuel Castells idea with social network approach to explain participation, party campaign, and power relations in the West Java gubernatorial election 2018 which was held on 27 June 2018. Respondents in this study are guestsof the Sharia hotel of Seven Dream in Jember by a number of 75 respondents. Data collection techniques in this study use the method of observation, structured interviews, literature study and questionnaire. Data analysis technique uses qualitative descriptive analysis by interpretive approach. Testing the validity of data uses test internal validity by triangulation. Based on the results of data analysis known that consumers in Jember hospitality service users generally perceive good on Shariah-based hotel management. Instead of being an example of the uniqueness of local democracy in Indonesia, village head election democracy is colored by the practice of money politics. In every village head election, including in Batu city, it is always colored by the presence of Botoh or gamblers. In some studies, Botoh is interpreted as a broker or broker in financing the political costs of a village head candidate. Their position is in outside the structure of government. Their presence in the practice of village head election gambling is suspected because of economic motives. This research offers different things. Understanding botoh is not only those who are outside the government structure, but they are also people who are inside the government structure. Based on these conditions, this study wants to answer how the dynamics of botoh in the practice of village head election gambling at the local level. The research in this paper uses a type of qualitative research with a descriptive approach. In collecting data researchers used interview techniques with an open model, participatory observation and documentation. Data analysis using an interactive analysis model, this study tries to display descriptive data. The technique of taking informants is done by purposive sampling and snowball The involvement of botoh or gamblers in each organization of village head elections is due to their perception of the meaning of village head elections as a gambling arena. Their orientation in the administration of pilkades as a venue for capital accumulation. Unlike the botoh motives, some botohs are in the government structure, they are politicians who have the interest to finance the winning of village head candidates, with the hope that besides economic motives, the victory of village head candidates who are supported guarantees the continuity of their power structure. Meanwhile, the development of tourism villages cannot be separated from the presence of Tourism Awareness Groups (Pokdarwis), which based on regulation, communities are allowed to participate as perpetrators of tourism village development other than the village government. Pokdarwis is an independent organization, so it is not unsual if Pokdarwis are finally vacuumed in developing tourism destinations, one example of which is PokdarwisSukodono Village, Dampit District, Malang Regency, which vacuumed after it has been running in an effort to manage CobanPandawa tourist attractions in Sukodono Village. This phenomenon is interesting to study because Pokdarwis should be able to be present as a medium to increase tourism-based village development, but on its journey it is vacuum operating. Structural theory Anthony Giddens is considered appropriate as an effort to analyze the above phenomenon, where Pokdarwis is seen as an agency in tourism village management practices, the structure is interpreted as a rule that intersects Pokdarwis which will then be seen in the dialectic process between the two elements. The research aimed to identify the problems that caused the Pokdarwis vacuum and how to increase the role of Pokdarwis in managing CobanPandawa tourist attractions by revitalizing the organization. The study was conducted with a qualitative descriptive method. Data search is done through interviews and field observations. There needs to be a collaboration between local governments, private agencies, and other community groups to develop this concept. However, the collaboration model seems to be very rarely studied in smart city envolve in local government. This paper uses a descriptive qualitative method, with a positivist approach. The results of the study explained that the Government of Baubau City was developing an online application for Information Management and Documentation Officers, that application provides information about which a number of data on finance, market prices, spatial data, and other public information were presented to support government transparency. Besides having developed links that the public can access various information on policies, programs, news, government activities, including online-based reporting systems, including development planning program (MUSREMBANG) now can be online. It's just that the implementation process is still oriented to the local government, while the private sector and the community have not fully contributed so that this service has not been optimal in providing effective and efficient services.
