The importance of research on this topic is that a high level of competitiveness of the company is a guarantee of high profits. In today's conditions, competition is a determining factor in price ordering, an incentive for innovative processes (the introduction of new inventions and technologies into production). It contributes to the crowding out of production of inefficient enterprises, the rational use of resources.\u0000Therefore, a constant competitiveness study is necessary both for the enterprise (in order to improve and maintain its position) and for the state (to control the relevant industry).\u0000The purpose of this article is a practical study of the competitiveness of Kyivstar JSC in the mobile communications market, namely, the identification of the competitive advantages of the company and the formation of the general condition of this market on the basis of a study of the activities of leaders providing mobile communications services in Ukraine. To cover the situation on the market of mobile operators, in addition to Kyivstar, we briefly analyze the activities of the main competitors of MTS (Vodafone) and Lifecell. The article explores the competitiveness of Kyivstar JSC, considers the main methods for researching competitiveness, defines indicators of market share, relative market share, Herfindahl-Hirschman Index, and builds a competitiveness polygon. An analytical study of Kyivstar’s competitiveness in the mobile services market in Ukraine revealed the existence of a number of problems. The competition for highly qualified labour resources is intensifying from year to year. The high developed countries developed the mechanism for increasing the efficiency of the education system and the rapid integration of migrants into the country's multicultural environment, eliminating social, economic, and cultural barriers. The paper aims to analyse the modern education systems in the context of attracting intellectual capital to the country. To identify scientific patterns in research on the outlined issues, the authors conducted a biometric analysis of 804 scientific publications published in Journals indexed by the Scopus. VOSviewer and Scopus Tools Analysis tools are used for bibliometric analysis. The authors determine that the growth of publishing activity on the subject has occurred since 2000. The article identifies the TOP-10 countries and researchers by the number of publications devoted to the study of education and intellectual capital outflows for 1990-2020. The ratio of private and public universities among the studied countries showed that the share of public universities is higher in most countries. One of the criteria for selecting a destination country for educational migration is the education quality in the country. The authors analysed the rankings of countries on higher education quality according to the QS Higher Education System Strength Rankings and the Human Development Index in 2020. In order to compare countries in terms of intellectual capital outflows, the authors analysed the positions of countries in the Human Flight and Brain Drain Index. It is found that the leading countries in the education quality have smaller amounts of intellectual capital outflow. The points of attraction of the Human Flight and Brain Drain Index change in Ukraine were in 2014–2015, after which the value of this index began to decrease gradually. In 2018, the value of this index began to grow, which indicates an increase in brain drain from Ukraine. Therefore, the accuracy and reliability of accounting for transactions related to the accounting, recognition, movement and disposal of such assets in the enterprise depends on the state of legal regulation of such aspects and control over the completeness of the data presented in the report.\u0000This study examines the regulatory requirements for accounting for transactions with fixed assets (including the features of their recognition, comparison of optimal depreciation methods, etc.), scientific views on the classification of fixed assets, and the importance of control to ensure the completeness and accuracy of accounting data.\u0000This article analyzes the features of accounting for fixed assets by life cycles, such as: receipt, productive use and storage, restoration and improvement of quality characteristics and disposal. The issues of types of revenues and values at which such assets should be recognized at the enterprise are considered. Particular attention is paid to the initial cost and methods of depreciation of fixed assets. Whereas the analysis of methods has shown that the straight-line method is simple in comparison with the method of accelerated reduction of residual value, which is the most time-consuming. Whereas the disadvantage of the cumulative method is the monthly determination of the cumulative coefficient, although the amount of depreciation in the straight-line method is constant. It is recognized that the last life cycle of fixed assets affects the financial results of the enterprise due to the deduction of income from disposal of fixed assets of their residual value and indirect costs associated with the disposal of such assets. On the basis of which it is emphasized that the task of control of fixed assets is to assess the feasibility of its acquisition, the reliability of regulatory requirements for accounting and movement of such assets, establishing the correct technical conditions of its operation, determining the documentation of repairs, as well as determining the amount of losses theft in case of detection.\u0000The main problems of accounting and control of fixed assets are presented and ways to improve them are suggested. Establishing international standards and cooperation at the international level allows forming a basis for reducing the manifestations of business misconduct in the global dimension. Innovative methods and algorithms for processing big data allow identifying anomalies, establishing patterns of informal relationships, as well as minimizing the role of human in the system of decision support for corruption. The purpose of the research is to analyze the world's best practices in the introduction of digital technologies and artificial intelligence to reduce corruption in society. In 2021 were published 279 publications, while in 2017 - 198 publications, which indicates the relevance of the chosen field of study worldwide. Half of the scientific work on the impact of digitalization on the fight against corruption belongs to scientists from four countries (USA, China, India, UK). Systematization of scientific literature suggests that the main causes of corruption are lack of strict social and legal control over the activity of authorities, imperfect legal system, low wages, and social services in the civil service, low tolerance of society to corruption. The authors have analysed the current digital tools for combating corruption in Ukraine, the world experience of using artificial intelligence to combat corruption. Estonia is the leader in the introduction of digital information technologies in the economy among the countries of the European Union. The paper analyzes the dependence of the Corruption Perceptions Index on such indicators as the level of digital technology development and the level of e-government. The object of the study was 28 countries of the European Union. The source of primary data was Transparency International (Corruption Perceptions Index), European Commission (Digital Economy and Society Index) and United Nations (E-government Development Index). According to the results of the correlation analysis, the following is established: first, the higher the level of development of digital technologies, the lower the value of the corruption perception index in the country; secondly, reducing the level of corruption depending on the growth of the digitalization of public sector processes. Therefore, studies of foreign practices of personal income taxation are extremely relevant.\u0000The article analyzes the experience of foreign countries in the field of personal income taxation and presents the author's views on the possibility of its implementation in domestic tax practice. Methods of personal income taxation in different countries of the world are considered.\u0000The experience of foreign countries in the taxation of personal income is rich in positive examples. The analysis showed that the lowest income tax rates are characteristic of countries with lower rates of economic development and usually without the use of progressive taxation. High - inherent in the developed due to the presence of a progressive scale of taxation, which allows you to shift the tax burden from the poorer to the more affluent.\u0000Therefore, one of the priority areas in the development of tax policy in Ukraine should be its gradual socialization, which focuses not only on the fiscal function of the tax, which leads to increased tax revenues to the budget of Ukraine, but also the social function of the tax aimed at universal values.\u0000The main direction of further improvement of the domestic legal framework in this area should be to reduce the tax burden on socially vulnerable groups and increase the responsibility of taxpayers for tax evasion. One of the priority areas in the development of tax policy in Ukraine should be its gradual socialization, which focuses not only on the fiscal function of the tax, which leads to increased tax revenues to the budget of Ukraine, but also the social function of the tax aimed at universal values. At the same time, the indirect goal or main task is sustainable economic growth. Accordingly, the study of the principles of operation, features of the application of certain instruments of monetary policy at different stages of development of the financial system and the state of the real sector of the economy determines the importance of transmission (transmission) mechanism. The practical value of the transmission mechanism lies in the reflection of the relationship between monetary policy pursued by the central bank and economic growth of the state. The aim of the research is to analyze the existing approaches to the essence of monetary policy in particular and the transmission mechanism in order to identify the most effective channels for economic growth under the current conditions of the financial system. Methodology and scientific approaches: methods of systematization, comparison, structural analysis, logical generalization, bibliometric analysis were used (using VOSviewer 1.6.15). The analysis of scientific publications allowed to determine the tools and methods of monetary policy, as well as the main transmission channels and directions of their impact on the economy.\u0000The results of the study made it possible to assert the lack of a single effective approach to the implementation of monetary policy that would clearly increase the rate of economic growth. A number of measures depend primarily on the targeting regime chosen by the central bank and the stated principles of monetary policy. With the right tool chosen and the channel of influence determined, the state's economy will respond with positive changes, which will be reflected in increasing GDP, welfare, and as a consequence of increasing domestic consumption and increasing the number of investment processes.\u0000Intensive development of the economy with parallel targeting of inflation will create additional jobs, increase wages, which contributes to the accumulation of resources for investment in the real sector of the economy. The need for transparency of financial relations and the main goals of its implementation are enshrined in the Strategy for Digital Development, Digital Transformations, and Digitization of Public Financial Management until 2025 and approval of the action plan for its implementation, which was approved by the Cabinet of Ministers on November 17, 2021. This determines the relevance of research in this area. The aim of the work is to study the current state of implementation of digital technologies and resources aimed at ensuring the transparency of financial relations at the public and local levels. The article analyzes recent research and publications on the use of digital information technologies and resources in ensuring the transparency of financial relations and found that most researchers consider digital Internet resources as a key factor in implementing such transparency at the public and local levels. The analysis showed that the most widespread in Ukraine is the use of Internet information resources in the field of transparency of the budget process, taxation, and transparency of local finances. Today, the official source of public finance at the state and local levels is the web portal \"Open budget\", which was launched in 2018 at the initiative of the Ministry of Finance of Ukraine. The work also covered the activities of the official state web portal \"Spending\", which covers data on the targeted use of budget funds. The functional capabilities of the electronic office of the taxpayer are considered, which allows for an increase in the level of transparency in the tax sphere. Nagorna","doi":"10.21272/1817-9215.2021.2-15","DOIUrl":"https://doi.org/10.21272/1817-9215.2021.2-15","url":null,"abstract":"The article presents analytical materials of the survey, which was aimed at identifying the migration sentiments of Ukrainian scientists, as well as recommendations for mitigating the impact of migration processes on the economy of Ukraine.\u0000The purpose of the study is to identify various factors influencing the migration intentions of Ukrainian scientists and to develop practical recommendations for leveling their negative effects.\u0000The article contains information on gender, age and professional characteristics of those scientists who intend to leave Ukraine. The key issue of the study is the expectations of Ukrainian scientists about the reality of employment in a foreign research institution or university.\u0000The attitude of respondents to migration in terms of their intentions to carry out scientific or educational activities is considered. The study found that some scientists are ready to leave Ukraine even if they carry out activities not related to science or education. In addition, the results of the research showed the scientists' plans to return to Ukraine after the visit for 1) scientific and educational purposes, 2) the purpose of employment in another field, 3) the purpose of permanent residence.\u0000The survey found that a significant proportion of respondents found it difficult to answer questions related to migration, indicating their intention to stay in the country.\u0000The study also contains information on the impact of mobility for educational or scientific purposes. Thus, the results of the survey indicate the presence of the impact of scientific mobility on the effectiveness of scientists.\u0000The analysis of the data allowed to formulate evidence based recommendations for the development of state migration policy, which would be aimed more at attracting talent from abroad. Therefore, research institutions, universities, R&D centers should work intensively in this direction. Moreover, local businesses may also be in demand for such staff. In this regard, it is recommended that universities and research institutions focus on finding such needs and formulate their staffing proposals. In order to increase the efficiency of mobility, free economic zones and research institutions should develop incentives and create conditions for the implementation of foreign experience in their organizations. It is emphasized that the rapid development of the stock market of Ukraine is now a potential threat to the financial security of the state. The necessity to analyze all possible factors influencing the financial security of the country, including the stock market, as one of the components of the financial and economic system, due to the low level of financial security of the state, is emphasized. One of the main internal problems of the Ukrainian economy is analyzed – the control and regulation of the balance of payments and the methods of its solution through targeted artificial policy of the state, which threatens the financial security of the country and its stability. It is justified that an additional way of regulating the balance of payments today is the expansion of the stock market of Ukraine and the issuance of high-yield T-bills. It is emphasized that the inflows of speculative funds raised by increasing debt using a financial instrument such as T-bills are not capital investments and can be drastically withdrawn from the country at any time, thus destroying the hryvnia. The dynamics of the movement of investment resources is analyzed and the disparity of financial and real investments is revealed. A GAP analysis was conducted between the volume of the real and financial sectors of the economy and it was proved that there was under-financing of the real sector of the Ukrainian economy. As a result, the authors emphasize the approach of continuous monitoring of the GAP breaks in order to obtain a conclusion on the state of financial security and prevent the uncontrolled growth of the financial sector. According to the results of the investigation, 2 key indicators for the control of the financial security of the state were identified.
