Torrens","doi":"10.18847/1.17.3","DOIUrl":"https://doi.org/10.18847/1.17.3","url":null,"abstract":"The blue ocean of the Common Security and Defence Policy (CSDP) of the European Union is the object of study of this research, from a basically policy-making approach, focused on policy design. As a starting point, it takes content from geopolitics and realism theories that analyse why the common European defence policy is so problematic. The study explains the blue ocean tool with the case study of the F-35 aircraft. Based on their understanding, the red ocean strategy is described against the blue ocean strategy, contrasting a Europe within NATO and dependent on the US against a Europe as A²E (strategic actor and strategic autonomy). Subsequently, the scheme of four actions in the construction of a common defence policy in Europe is elaborated. The blue ocean matrix is structured, where the construction of a common defence policy in Europe is analysed, presenting what should be eliminated from the defence policy, what should be reduced, what should be increased and, finally, what should be created to achieve a common security and defence policy of the European Union (EU). The Preventing Violent Extremism (PVE) is a strategy within the United Nations framework focused on strengthening respect for human rights. The PVE addresses violent extremism that leads to terrorism from the perspective of prevention and human rights. The most relevant aspect of this perspective is its innovation to guarantee security as a human right. Moreover, the PVE arises as a response to anti-terrorist security policies that are considered insufficient to eradicate this phenomenon. The PVE action measures, therefore, go beyond what is strictly known as security policy. Education and culture, in this sense, have an important role in the PVE, as highlighted by UNESCO. The analysis that is developed exposes a proposal for a dialogical space that applies the measure of education, culture, and awareness through literature. It analyzes the incorporation process of covid-19 pandemic in the Organization of American States´ security agenda, as an international health crisis, using the securitization theory and through the speech analysis. Likewise, it was used descriptive and analytic generalization methods to support the interpretation of the data obtained. As results, it was possible to confirm that, since the establishment of multidimensional security´s concept in 2003 by the OAS, the incorporation of issues related to health at the hemispheric security agenda is increasingly frequent, being HIV/aids the first precedent. The integral perception of the relations between “peace”, “security” and “development” justifies the new multidimensional, preventive and sustainable perspectives of all peace-building and peace consolidation activities, which continue to be the main purpose of this Organization. In Our Common Agenda (2021), the Secretary General contemplates concrete actions of a very diverse nature and diversity of subjects to eradicate the root causes that generate insecurity and that are an obstacle to the sustainable development to which the international community aspires in accordance with the 2030 Agenda. Armendáriz, Gary Alexander Panchi","doi":"10.18847/1.16.8","DOIUrl":"https://doi.org/10.18847/1.16.8","url":null,"abstract":"Research, technological development, innovation and production (R&D&i&P), constitute fundamental areas for the Defense sector of a country, since they allow: (i) to reduce both technological gap and exogenous dependence, (ii) to innovate military technology according to the operational requirements, and (iii) to guarantee technological superiority that lets maintaining dominance in conflicts and defending national sovereignty and integrity. Therefore, having a solid R&D&i&P system as part of the Armed Forces of Ecuador is definitely essential as it would likely allow guiding all efforts towards areas of knowledge and specific research lines in accordance with the institutional needs and requirements. Unfortunately, due to some reasons that are accurately explained throughout this study, the referred system is incipient and still very limited in the Armed Forces, hence, this study aims to partially contribute to the solution of the problem by proposing technology trends, in terms of areas of knowledge (13) and research lines (47), on which R&D&i&P performers and projects should be focused as a priority. Specifically, the proposed areas of knowledge and research lines were technically determined by conducting an extensive literature review as well as by deductive, quantitative and prospective analyses of tech trends corresponding to 16 representative Armed Forces at global, regional and local levels. For the development of this essay, the author decides to select three of them, provided by the existing literature, so as to identify whether if there are elements in the integration statements, exit or permanence, and governmental policies of a hierarchy and the presence of those explanations related to 1) intergovernmentality vs supranationality 2) national policies relationship vs foreign policy; and identity: bolivarianism versus national identity. Explanations regarding the US hegemonic weight and the progressive isolation of Brazil since the end of Lula da Silva's term have been left out of this essay.
