Building upon the literature about stereotypes and geopolitical representations and that about humour and popular geopolitics, the paper aims at shedding light on the specificities of the case of the geopolitical imagination of the European Union. The paper examines the production and reproduction of national stereotypes and the creation of supranational ones in three cultural artefacts commissioned by EU institutions. The first is Entropa, an art installation commissioned by the Czech presidency of the Council at the occasion of the first Czech presidency in 2009, and the other two are videos commissioned by the European Commission for EUtube, its channel on YouTube. They all attempted to use stereotypes tongue-in-cheek to promote European identification, but with variegated effects. Through the analysis of the deployment of stereotypes of Member States, Candidate Member States, the EU and external partners such as China, I hope to contribute to a better understanding of the ambiguous and dynamic character of stereotypes in geopolitical representations regarding both self-identification and others’ identities. The humorous use of stereotypes proves to be a difficult art – especially for authorities – and generates uncertain returns. Only unambiguously positive stereotypes can be used for this type of communication without generating strong opposition. Watts","doi":"10.4000/ESPACEPOLITIQUE.4336","DOIUrl":"https://doi.org/10.4000/ESPACEPOLITIQUE.4336","url":null,"abstract":"Two home-grown insurgencies arose in Nigeria after the return to civilian rule in 1999: Boko Haram in the Muslim northeast, the Movement for the Emancipation of the Niger Delta (MEND) in the oil producing and Christian southeast. The two insurgencies arose, I argue, from frontier spaces in which the limits of state authority and legitimacy intersected with a profound crisis of authority and rule on the one hand, and the political economy of radical precarity on the other. Boko Haram and MEND share family resemblances—they are products of the same orderings of power—despite the obvious fact that one is draped in the language of religion and restoration (but as we shall see modernity) and the insistence that Nigeria should become transformed into a true Islamic state, while the other is secular and civic (and also modern) wishing to expand the boundaries of citizenship through a new sort of federalism. There are striking commonalities in the social composition of the armed groups and their internal dynamics; each is deposited at the nexus of the failure of local government, customary institutions, and the security forces (the police and the military task forces in particular). Each, nevertheless, is site specific; a cultural articulation of dispossession politics rooted in regional traditions of warfare, in particular systems of religiosity, and very different sorts of social structure and identity, and very different ecologies (the semi arid savannas of the north, and the creeks and forest of the Niger delta). Le territoire etatique a joue un role unificateur, representant une autre maniere de domination et construisant la souverainete de l’Etat. Le projet d’occupation capitaliste de l’espace par l’Etat moderne, legitime par l’identite nationale et materialise sur le territoire, structure les frontieres lineaires. En utilisant la bibliographie sur l’africanisme, l’orientalisme, l’occidentalisme et, particulierement, sur la pensee decoloniale, nous explorons la connaissance des regions frontalieres du sud du Bresil, a partir du travail de terrain, pour examiner les relations d’echelle et decrire les strategies politiques et les territorialites qui s’y manifestent. Ainsi, nous esperons contribuer a la construction d’un agenda de recherche pour les geographes dans lequel la « colonialite du pouvoir » et la « pensee de frontiere », expressions cheres aux etudes postcoloniales, ne sont pas uniquement des metaphores culturelles. En soulignant les differentes cultures et leurs geographies et pour explorer les significations et les usages locaux de la frontiere australe bresilienne, nous proposons une grille d’usages decoloniaux de zones de frontieres, qui inclut des strategies pour les services publics aux frontieres marginales : instrumentalisation d’imaginaires nationalistes, usages tactiques de limites et, finalement, la gestion citoyenne de la frontiere. L’arc dessine depuis les propositions universelles de la theorie de frontiere jusqu’a l’ascension des etudes locales doit aller un peu plus loin : comprendre les pratiques et les dynamiques de frontiere comme etant suffisamment legitimes, fonctionnelles dans leur contexte et non illegales ni detournees. Participes centrais da condicao institucional de aplicabilidade de zoneamentos na escala local, os municipios tem a possibilidade de se articularem regionalmente frente aos desafios de gestao que surgem em relacao aos recursos ambientais, sociais e economicos, assim como os torna mais produtivos e eficientes na gestao publica dos seus territorios. Neste contexto, este artigo mostra o caminho metodologico trilhado por um grupo de pesquisadores no desenvolvimento de dois zoneamentos em duas unidades municipais de diferentes regioes do Brasil. Nelas, empresas de capitais diversos e acoes politicas de gestao vem buscando modernizar (infraestruturalmente, tecnologicamente...) as praticas culturais, o perfil ambiental e as atividades economicas tradicionais. Nos espacos regionais em que se inserem, entrecruzam-se interesses distintos, que podem transformar a qualidade de vida local.
