Hal ini memicu timbulnya konflik sosial masyarakat yang perlu untuk dikaji terutama terkait penyebab konflik atau resistensi sosial masyarakat. Penelitian ini adalah penelitian kualitatif dengan menggunakan studi kasus pada konflik sosial masyarakat pesisir terhadap adanya penambangan pasir laut di Pantai Labu, Kabupaten Deli Serdang. Data primer diperoleh dari hasil wawancara mendalam dengan para pemangku kepentingan serta observasi lapangan. Sedangkan, data sekunder didapatkan dari dokumen instansi terkait sebagai penunjang data primer. Penyebab terjadinya konflik sosial masyarakat yaitu perbedaan antar individu dalam hal pemahaman dan reaksi terhadap masalah, perbedaan kepentingan dimana pelaku usaha mengutamakan keuntungan sedangkan masyarakat mengutamakan kerusakan lingkungan yang berdampak pada penurunan pendapatan masyarakat. Selain itu juga perubahan sosial dalam hal musyarawah desa. Kedisiplinan yang digambarkan berkaitan dengan kedisiplinan waktu, disiplin mengikuti aturan, disiplin dengan tanggungjawab. Penelitian ini mengunakan metode penelitian kualitatif pendekatan deskriptif untuk mengambarkan kedisiplinan pegawai. Fokus penelitian ini pada disiplin pegawai dalam meningkatkan kinerja organisasi. Informan Penelitian diambil mengunakan teknik purposive sampling karena peneliti sudah mengetahui lokasi dan informan penelitian dengan data-data yang bersifat komunitas dari subjektif. Informan penelitian terdiri dari Bendaharawan, Administrator atau operator dari Finger Print Bagian Sistem Informasi, Bagian Program Perencanaan Kinerja Pegawai dan Pegawai Balai Latihan Masyarakat Kota Pekanbaru. Jenis dan sumber data dalam penelitian ini mengunakan data primer terdiri dari  data yang diperoleh secara langsung dari lapangan sedangkan data sekunder diperoleh data yang diperoleh dari literature review dan dokumen administrasi yang dipublikasi atau tidak dipublikaan. Teknik pengumpulan data yang digunakan. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Analisis data yang digunakan dengan dengan model Interaktif dan dalam menguji validitas data dengan triagulasi data. {"title":"Training, Working Motivation and Performance of Non-Permanent Workers-Auxiliary Staff of Agricultural Extension Workers (THL-TBPP)","authors":"Rinofi, Asmawi, Zul Irfan","doi":"10.31849/niara.v12i2.3731","DOIUrl":"https://doi.org/10.31849/niara.v12i2.3731","url":null,"abstract":"This study aimed to analyze the effect of training and working motivation on performance of the non-permanent workers-auxiliary staff of agricultural extension workers (THL-TBPP) in West Sumatra.  The research method used was a survey approach with quantitative methods and the techniques of data analysis used were descriptive and inductive analysis. The research results indicate that the extension management training of THL-TBPP on training material, facilitators, and training organizing aspects have been conducted very well. The extension workers’ motivation of THL-TBPP regarding the needs of achievement and affiliation was very high, whilst the motivation over the authority was medium-worth. The performance of THL-BPP extension workers from the counselling preparation, implementation, counselling to the evaluation and reporting was very high in which the extension workers of THL-BPP carried out all the duty very well. The training had a significant level of 0.000 < 0.05 so that it fulfilled the condition to be the supporting variable of extension workers performance. It means that if the performance of THL-TBPP extension workers in West Sumatera increases, then it is caused by one of the training done. The agricultural extension management training has given a positive impact on the improvement of THL-TBPP extension workers performance in West Sumatera. The motivation had a significance level of 0.004 < 0.05 so that it has fulfilled the condition to be the supporting variable of extension workers performance as well. The data were collected by documentation, interview, and observation. The data were analysed by using descriptive qualitative technique which focus on the particular object intensively. The finding of the research shows that policy communication implementation in Academic Service Unit was poor. It caused by the unbalance ratio of lecturer and students, lack of facilities maintenance, and there is no Standard Operational Procedure (SOP) in administration implementation, and the lack of monitoring and evaluation quality applied by the Faculty management. This study focuses on the performance of the Sungai Bawang village government in the Village Information System Program in order to realize the vision and mission of Kuantan Singingi Regency. But the realization in the field that the performance of the Sungai Bawang village government in the Village Information System program did not have a significant impact. In terms of productivity indicators, after the implementation of the Village Information System program the performance of the Sungai Bawang Village Government did not change significantly. Indicators of service quality, the quality of services received by the community before and after the implementation of the Village Information System program have no real impact, because the services provided are still the same, still not based on online information technology. Indicator of responsiveness can be seen that third parties are not committed to the agreed work contract agreement. Responsibility Indicator, the standard used as a reference in implementing the Village Information System program is Kuantan Singingi District Regulations No. 57 of 2017 concerning Village Information Systems and their derivatives namely Standard Operating Procedure (SOP) for Village Information Systems. Accountability indicators, there is an element of political interest in the Village Information System program. The purpose of this study was to determine the performance of the Sungai Bawang village government in the implementation of the Village Information System program and its inhibiting factors. The research method uses qualitative by emphasizing the concept of performance measurement. The techniques used in collecting data are observation, interviews, documentation, and literature. The results showed that the performance of the Sungai Bawang village government was still not optimal.
