NATO focuses on strategic communications considering its security component. Strategic communications are one of the top priorities in the world security, thus it is highly important to consider NATO cooperation aspects for coordinated cooperation in strategic communications. One of the most important components of the NATO strategic communications is internal communications, especially work with personnel and internal interrelations.The paper is aimed at considering particular effective mechanisms of public administration in internal communications of the Armed Forces of Ukraine (AFU) and providing proposals to the Ministry of Defence of Ukraine and AFU considering personal experience gained in the east of Ukraine. This experience could be implemented in security and defence sector of Ukraine to neutralize threats in hybrid warfare. Recent research and publications analysis. Popova, O. Salnikova, V. Semenenko, A. Ivaschenko, Ye. Nevalnyi etc. The Ukrainian scientists pay more attention to problems of strategic communications implementation.In November 2020, the Minister of Defence of Ukraine declared the transfer of administrative processes and principles of the AFU to new standards till the end of 2022. Moreover, he underscored that a new style of military leadership, new philosophy of relations within the AFU.Highlighting previously unsettled parts of the general problem. Despite the permanent focus on the internal communications issue, it should be improved in view of current information environment and hybrid threats affecting the Ukrainian society conscience.Paper main body. Internal communications mean the process of information exchange among staffs and units; commanders and staffs (vertically) and among units (horizontally) based on effective relations among subordinates and commanders. According to the NATO standards, the internal communications are aimed at aligning the large-scale tasks, plans, and strategies defined by the commanders and personnel. The internal communications contribute to the organization (ministry) image. The example of the effective internal communications system is the project implemented in the anti-terror operation (ATO) region in the east of Ukraine in March 2015. It consisted of formation of high mobile groups of internal communications which worked in ATO region and resolved service related problems. This project was aimed at hearing people, supporting them, teaching them to act in difficult situations, providing appropriate answers to their questions.Groups dealt with moral and psychological, social and legal support issues. The unbalanced economic space is the reason that some regions directly dominate the other, thus affecting the development of the national economy. Territorial development is the key to effective transformational change in Ukrainian society and is a complex and dynamic process. In particular, it is ensured by the coordinated interaction of business entities operating at the micro-level and producing goods and services in a specific territory. It is therefore of utmost importance that the results of their management are high and how significant the social impact and social utility of their activities are. In this regard, the justification of strategic vectors for the development of territories at the micro-level is of national importance, since the micro-level gives impetus and stimulus for the development of meso and macro levels and provides socio-economic progress in society. However, the issue of micro-level territorial functioning and territorial development strategies requires a comprehensive scientific approach and deeper scientific research. The states of the world, regulating the principles of language policy, consider it as a tool for the systematic integration of society segments (the titular ethnic group, national minorities and migrants) in the formation of a single humanitarian space. The need for state influence on the linguistic relations regulation is actualized by the multifunctionality of the state language, which ensures the proper functioning of the national organism, performs the function of an official communication in the country. The complexity of the current linguistic situation in Ukraine is a logical consequence of the long-running struggle that has been waged with Ukrainian identity, statehood and language. Therefore, the improvement of linguistic relations requires compensation of linguistic losses, active promotion of the Ukrainian language by the state structures, its spread in the educational sphere etc. It should also be noted that traditional instruments of language policy operate rather slowly. Consequently, the question arises of justifying new approaches to the formulation and implementation of this policy, as well as their functioning alongside traditional ones. Recent research and publications analysis. Various aspects of language relations are the subject of consideration of such scholars as G. Yankovskaya, V. Zabolotsky, N. Popovich, E. Tkachenko, O. Sergeeva, Y. Kuts, I. Lopushinsky, T. Kovaleva, P. Redin and others. This also applies to the scientific work of young scientists such as L. Beley, D. Vlasenko, G. Panchenko, G. Evseyev and others. Highlighting previously unsettled parts of the general problem. Paper objective is to clarify the main definitions and prove modern approaches to the formation of mechanisms of state language policy implementation in Ukraine. Paper main body. Required criteria – the characteristics of a language that applies for a state legal regime determine the naturalness, development and prevalence of the language. Additional include the language of the titular nation and the language of the indigenous people. The features of the concept of “state language” are revealed because of the peculiarities of the legal regime: – legislative consolidation of the legal regime; – compulsory use; – rights and obligations; – the existence of an organizational structure to ensure the legal regime of the state language. So the legal mode turns the state language into a universal resource of official communication in the state, as well as the exercise of citizens’ rights and freedoms. In the general sense, the main components of state language policy can be considered as: the policy of development, protection and maintenance of the the state language functioning; national policy for the protection of linguistic rights. Федець","doi":"10.33990/2070-4011.60.2019.186770","DOIUrl":"https://doi.org/10.33990/2070-4011.60.2019.186770","url":null,"abstract":"Розглянуто основні напрями та засади організації і проведення професійного підбору, навчання, підготовки та підвищення кваліфікації працівників підрозділів інкасації та перевезення валютних цінностей в Україні (далі – система професійної підготовки та навчання інкасаторів) та запропоновано шляхи її ефективного вдосконалення. \u0000Доведено, що питання удосконалення системи професійної підготовки та навчання інкасаторів надзвичайно важливе, оскільки якісна фахова підготовка сприяє формуванню і розвитку профільних професійних компетентностей працівників підрозділів інкасації коштів та перевезення цінностей в Україні (далі – працівники підрозділів інкасації) та в рази зменшує наявність професійних ризиків. \u0000З'ясовано, що чинна система професійної підготовки та навчання інкасаторів в Україні має низку системних проблем і недоліків, які з урахуванням сьогоднішніх глобальних викликів, пов'язаних з війною, потребують невідкладного вирішення. \u0000Виокремлено реальні проблеми, які заважають якісно проводити професійну підготовку та навчання працівників підрозділів інкасації в Україні, визначено основні напрями професійної підготовки та навчання, які потребують змін і вдосконалення. \u0000Для порівняння досліджено порядок та вимоги проведення професійної підготовки та навчання працівників підрозділів інкасації (СIT-Сash-in-Tranzit) у країнах Європейського Союзу. \u0000Зазначено, що недостатній рівень професійної підготовки та навчання працівників підрозділів інкасації, особливо рівень підготовки керівного складу підрозділів інкасації, може обернутись не тільки репутаційними та матеріальними втратами для власників інкасаторського бізнесу, але й створити реальні загрози втрати життя та здоров'я інкасаторів. \u0000Практичний досвід проведення операцій з інкасації коштів за умов повномасштабної війни в Україні засвідчив істотне зростання ризиків нападів на підрозділи інкасації на маршрутах, що потребує вжиття термінових заходів щодо їх мінімізації.
