The minimal cost is achieved by finding an optimal load distribution from a sequence of possible combinations. The cost considered is a combination of downtime cost (loss of productivity) and repair cost. The former is affected by a penalty value. The element failure rate depends on its current load. The universal generating function is used to evaluate the performance distribution of the entire system. Then, the unavailability and the repair time are estimated in order to obtain the objective function. The objective function is minimized using genetic algorithm. An illustrative example is presented. Many scholars have developed variety of packet sampling techniques. However, the parameters researched were not about network availability, and the difference among applications was not considered. In this paper, the conception of network availability based on different applications was explained. The influence of using different traditional sampling techniques, including simple random sampling, periodic sampling and systematic sampling, were discussed by experiments based on three typical protocols in LAN. Characterizing the systems(components) failure behavior by possibility measures in place of probability measures, treating the systems (components) lifetime as fuzzy variables in the possibility space, and introducing possibilistic approaches into system reliability modeling and analysis, the possibilistic reliability theories are advanced based on possibilistic measurements. By expanding the universe of discourse, the derivation of system reliability models is simplified without loss of the nature of the problems to be solved, and proofs and calculations of possibilistic reliability of typical systems including series, parallel, series-parallel, parallel-series, and cold standby systems are much more straightforward than the traditional ones. Essentially, the TT&C system can be regarded as a phased-mission system (PMS). In this paper, Markov approach is used to construct a distinct model for each phase of the system and a separate evaluation for each of these models. This paper shows: (1) a method to compute state probability vector of Markov model, which can achieve a good efficiency and accuracy; (2) states mapping mechanism, the rule of states mapping between two task phases is given, and mapping mechanism in three different cases is proposed. We determine the optimal PM interval and the optimal number of spare parts for components in the rolling stock system to minimize the system life cycle cost during satisfying the system target availability. The system availability and system life cycle cost are estimated by simulation. A genetic algorithm and a simulated annealing are proposed to find the optimal PM intervals and the optimal spare parts number of all components. It is useful to determine the change points, e.g., designing an inspection scheme and predicting the time to a functional failure. It is an important issue how to specify the change points. This paper addresses this issue. A spline function with unknown knots is used to fit the observed degradation data and the estimated knots are the estimates of degradation change points. The information criterion is used to determine the optimal degree of spline function. Using this method to provide a scientific basis for enterprises decision-making is of great significance to improving enterprises economic performance.As the main two methods of multivariate statistical, principal component analysis and cluster analysis methods have been applied in the data statistical analysis involving 15 enterprises. The analysis results have been mutual comparison and validation by using these two methods.
