In Central Asia, these programs have increased rapidly both in terms of their frequency and scope. This paper documents 59 in-China training programs for Central Asian officials from 2007 to 2020, the majority of which concerned security management and involved Chinese technology and equipment transfers. It is evident that Central Asian governments are adopting surveillance practices that are based on Chinese security ideology. This engagement reflects the hope that these countries will gradually align themselves with the values, principles and norms of the organization. The region, however, presents the following challenges. First, Central Asian states strictly adhere to state sovereignty and want to constrain the osce’s involvement in domestic affairs. Second, these states prioritize the organization’s economic and ecological dimension, and want to reduce the importance of its human rights dimension. The main research questions are: How has security perception changed in the Black Sea region for the last three decades? Whether the osce is a security actor in the Black Sea region? It analyses the inclusivity of minority politics against three key parameters – institutional framework, dialogue mechanisms, and non-discriminatory policies. The research is conducted through an in-depth comparison analysis of minority politics of two post-revolutionary presidents – Petro Poroshenko (full term) and Volodymyr Zelenskyi (first two years). The conclusion is made that the political elites failed to drive an inclusive course towards ethno-linguistic minorities. The inclusivity along the three criteria has been provided impetus either on ad-hoc basis or not at all. On the level of policies, a regression can be observed. The underlying cause for the state not succeeding in achieving an inclusive minority course is that the two administrations had predominantly divergent motives for addressing this topic. Exploring an exemplary lifestory interview with a directly affected individual, the article makes use of empirical data to inform the current theoretical debates on the subject. The article shows how the inefficient state and peace building efforts unintendedly lead to a rise in religious violent extremism. Pisarenko, Andreas Umland","doi":"10.1163/18750230-BJA10002","DOIUrl":"https://doi.org/10.1163/18750230-BJA10002","url":null,"abstract":"\u0000The paper provides an analysis of the Organization of Security and Cooperation in Europe’s (OSCE) Special Monitoring Mission (SMM) to Ukraine within the multilateral attempt to manage or resolve the conflict in the Donets’ Basin (Donbas). It aims to tentatively assess the SMM’s influence on the de-escalation of the conflict during the Presidency of Petro Poroshenko, as a relatively closed political period. We explore the Mission’s mandate, various evaluations of its operations and effectiveness, as well as the conflict participants’ interaction with the Mission. The nature and dimension of the conflict have posed an, in its dimension, novel, yet, in its nature, not untypical challenge to the consensus-based OSCE. Despite the challenges of the Mission’s specific scope and the limits placed on it by both Russian sabotage and a lack of resources, the SMM nevertheless managed, in 2014-2019, to contribute to de-escalation in the Donbas. In this essay, I review arguments about the causes of their decline and survival in existing research. While the majority of research has focused on structural pressures such as geopolitical crises, I argue that io s can also be threatened by member-states reasserting their sovereignty, for example through budget cuts, non-compliance with core norms, obstruction of staff appointments and membership withdrawal. After discussing challenges around transparency, the performance of human rights and export control havens, this article will then turn to looking at policy solutions, including audits, transparency and targeted international governance mechanisms. Justification for imposing export controls has been furnished by the need for safeguarding regional and international security, especially the non-proliferation of weapons of mass destruction. The rationale for applying export controls has been subject to challenges, however. This Security and Human Rights special issue addresses the underlying justification for imposing export controls by focusing on their technological fronts. Scott A. Jones’ piece sheds light on the regulatory challenges that have arisen for the US’ control over so-called “emerging” technologies. Cindy Whang moves on to compare the US’ approach with that of the EU’s dual-use export control.
