This process follows a previous set of universities creations in the sixties years, answering the increase of students number. We examine here three countries of South-West of Europe (Spain, France and Portugal) and we link the history of universities creation in different regions and towns and the study of scientific publications. Questioning the limits of such a notion, either on the “materiality” of work or on the institutional aspects of the labour relation, enlightens the territorial new deal generated by the recent laws for decentralisation. The position of the practises of negotiation into those processes can be pointed out as a key-issue. In the exploitation of the three ecological zones of <em>puna</em>, <em>quechua</em> and <em>ceja de selva</em>, Q’eros had developed various strategies of production to prevent climatic risks and to assume the social and symbolic reproduction of the community.
