{"title":"Strengthening added value and sustainability orientation in the EU budget","authors":"Margit Schratzenstaller","doi":"10.4337/9781789902600.00017","DOIUrl":"https://doi.org/10.4337/9781789902600.00017","url":null,"abstract":"In May 2018, the European Commission published a first proposal for the next Multiannual Financial Framework (MFF) of the European Union (EU) for the period from 2021 to 2027. Most Member States are assessing this proposal – as has been the case for the proposals for the EU budget negotiated in the past – based on their own individual net positions: that is, the balance of payments made into the EU budget and transfers received out of it. Indirect benefits from membership in the Single Market and from EU expenditures, which considerably exceed Member States’ contributions to the EU budget, are almost completely neglected. This juste retour thinking predominant among Member States bears the danger that the negotiations on the upcoming MFF 2021-2027 will be as tedious and lengthy as those on preceding EU budgets, and that they will end, once more, with an agreement on an EU budget that is unsatisfactory with regard to its volume and structure. The current deadlock situation can only be overcome by strengthening the added value of the EU budget when it comes to expenditures as well as revenues. {"title":"Deindustrialization, job polarization and ageing in emerging Europe","authors":"R. D. In emerging Europe, the share of industry in production and employment is currently peaking at substantially lower levels compared to the experience of earlier industrializers. At the same time, medium-skilled occupations (such as clerks, craft workers, and plant and machine operators) have been declining as a share of total employment. Moreover, as emerging European populations are ageing rapidly, the ratio of the labour force to the overall population is shrinking. First, 100 years ago, several successor states of the Habsburg empire were established in the Central, Eastern and Southeastern European (CESEE) region, including the First Republic of Austria. Too few people believed then that the new small state would be able to survive. Consequently, it took another reboot to learn that small open economies can provide a high quality of life and social security for their citizens. Unlike the interwar period, the development of the Second Republic of Austria was embedded in a process of international cooperation and European economic integration, which culminated in European Union (EU) membership. Democratic integration into something bigger turned out to be the more sustainable and more promising political and economic concept. Second, ten years ago, Lehman Brothers collapsed, and the global financial system was on the brink of falling apart. Today, we can truly say that all the efforts undertaken to prevent the worst from happening have succeeded in the end. Initially, coordinated monetary and fiscal expansion on a global scale was instrumental in avoiding an economic meltdown of the kind experienced during the Great Depression in the 1930s. Later, reforming the microand macroprudential regulatory frameworks helped to fix the financial system. Having established much larger capital and liquidity buffers as a result, banks have now significantly reduced the risks on their balance sheets. In Europe, new emergency funds, centralized banking supervision and resolution as well as more stringent procedures to deal with fiscal and macroeconomic imbalances addressed critical weaknesses of Economic and Monetary Union (EMU). Yet, there is no reason for complacency. High global debt, large global imbalances, a weaker postcrisis growth path, pending monetary policy normalization and remaining EMU imperfections pose challenges that will have to be tackled. To say nothing of the political risks exemplified by Brexit, recent trade tensions and populism that jeopardize the European project and multilateral cooperation in urgent global matters.
