This drive culminated in the passage of the federal Civil Rights Act of 1968. By that time, 57 percent of the U.S. population and 41 percent of the African-American population already resided in states with a fair-housing law. Despite laying the political and administrative groundwork for the federal Fair Housing Act of 1968, the origins and diffusion of these state laws have not received much attention from scholars, let alone been subject to statistical efforts to disentangle multiple influences. This paper uses hazard models to analyze the diffusion of fair-housing legislation to shed new light on the combination of economic and political forces that facilitated the laws' adoption. Ceteris paribus, outside the South, states with larger union memberships, more Jewish residents, and more NAACP members passed fair-housing laws sooner than others. We find that the regional disparity has decreased in the first half of the 1990s. Thereafter it has remained stable. Almost all of the reduced disparity seems to be attributable to income convergence between countries. At the country level, on the other hand, we find no evidence for sigma-convergence. Our econometric analysis finds evidence for conditional beta convergence. The estimates indicate that structural variables like the labour participation rate and the economy's sectoral structure matter for regional growth. Additionally, they point to the role of national specific differences in the growth performance. The sources of regional disparities do not seem to differ much between the accession countries and the current EU members. We identify the correlation and reversion parameters for which prices will overshoot equilibrium (\"cycles\") andsor diverge permanently from equilibrium. We then estimate the serial correlation and mean reversion coefficients from a large panel data set of 62 metro areas from 1979 to 1995 conditional on a set of economic variables that proxy for information costs, supply costs and expectations. Serial correlation is higher in metro areas with higher real incomes, population growth and real construction costs. Mean reversion is greater in large metro areas and faster growing cities with lower construction costs. The average fitted values for mean reversion and serial correlation lie in the convergent oscillatory region, but specific observations fall in both the damped and oscillatory regions and in both the convergent and divergent regions. Thus, the dynamic properties of housing markets are specific to the given time and location being considered. After correcting for selectivity bias we find no independent effect of homeownership, but we noted positive, significant effects of home environment and neighborhood quality on child outcomes. First, typical convergence studies use data that is only available for some of the regions in the EU. This introduces a selection bias, as the lack of data is likely to be systematically linked to the regional income level. Secondly, the estimation takes the EU regional policy explicitly into account. The empirical evidence points to conditional convergence, with a relatively fast pace of convergence compared to other studies. The estimations indicate that regional differences in R&D account for some income variation between EU regions. The primary issue is whether housing assistance perversely undermines the upward mobility of families. I find the following: Housing assistance is not persuasively associated with any effect on employment. Evidence on human capital accumulation remains conflicting and fragmentary. However, a strong association with single-adult household formation exists.
