Traditional flag states, such as Greece, has been facing serious problems with regard to its national shipping policy, that is to say, the flagging out from the Greek flag towards open registries and the depletion of the Greek maritime workforce during the last decades. Its response, in terms of state policies, has so far met with little success. This is largely due to the complex dynamic nature of state intervention and protectionist policies, which makes it extremely difficult to achieve the desired effects. Decision makers may not be able to accurately express their view for the problem as they may not possess a precise or sufficient knowledge of the problem or the decision makers are unable to discriminate explicitly the degree to which one alternative are better than others in such cases, the decision maker may provide their preferences for alternatives to certain degree, but it is possible that they are not so sure about it. Thus, it is very suitable to express the decision maker preference values with the use of fuzzy/intuitionistic fuzzy values rather than exact numerical values or linguistic variables (Szmidt and Kacprzyk, 2001, 1997, 2000). The degree matrix and the Laplacian energy of an intuitionistic fuzzy directed graph are defined. The upper and lower bound are derived for the Laplacian energy of an intuitionistic fuzzy directed graph. Existing work has been conjectured that the inequality E(G) ≤ LE(G) holds for all graphs. But we are conjectured that the inequality E(G) ≤ LE(G) does not hold for an intuitionistic fuzzy directed graph. Finally, numerical examples are illustrated for the defined work. Structural reference model is introduced as a constraint to guide ERT data inversion in ERT survey. In this paper, we propose a novel method, which integrate soil physical and chemical information into structural reference model construction for ERT data inversion to improve the accuracy of inversion results. The reference model consists of two parts: contaminated area and uncontaminated area. The scope of contaminated areas is recognised using soil physical and chemical properties and the apparent resistivity data extracted from the ERT profile at the borehole location, and then the resistivity distribution of reference model is set according to the average resistivity of soil samples. The accuracy of the proposed method is evaluated with two numerical experiments. This paper compares two useful robust attitude control algorithms (sliding mode control method and high order sliding mode control method). These control methods have improved the system's robustness and accuracy. The pseudo-inverse steering logic based on mixed two-norm and least-squares minimisation is chosen in this paper which can deal with both the internal singularity problem and momentum saturation singularities. This attitude control system is verified through numerical simulation. School leadership is a systemic concept that cannot be analysed out of its context and thus we develop a simulation model to investigate the effect of various school leadership and management intervention programs on the principals themselves, and on the schools which they lead. The model is initiated with a mix of narrative and qualitative data. Interventions on the basis of what-if scenarios are modelled to illustrate the systemic nature of the education environment. The model can also assist school leaders to visualise the nonlinearity, time dependence and interdependence of the impact of their decisions. This dynamic environment necessitates continuous vigilance over the forces that impact the organisation's performance, and continual refinement of the sociotechnical infrastructure that supports its purpose. Relevant and timely decision-making is essential to managing change. However, absent resilient structural arrangements in place to effectively cope with change, the outcomes of decisions taken will be speculative, at best. In this article, we explore the (core) functions that form the traditional paradigm of management and consider the cybernetic structure of the viable system model as an alternate means of maintaining organisational cohesion during times of relative normality and during times of change. Moreover, we describe a pragmatic conceptual framework, which bridges the gap between the traditional and the cybernetic approach that can be used to manage change. The audio encryption scheme uses Henon map and chaotic economic map for creating sequences. The system uses an efficient algorithm which makes the sequences to interdependent with each other. This inter-dependency will add more sensitivity and complexity to the proposed algorithm. A repeated application of confusion and diffusion techniques on plain audio data bytes produces the cipher audio data bytes which can be stored or sent through the public channel. The detailed study of chaotic maps with respect to Lyapunov exponent and bifurcate nature, supports the proposed cryptosystem to behave chaotically, thereby produce highly secured cipher audio. In this perspective, human interactions obey basic principle that can be applied to biological life in its simplest expression, although said interactions draw on sophisticated devices used to trigger and maintain relationships and communication variations. We thus wish to combine the systemic, the pragmatic and the connectionist paradigms to represent both nuances and subtleties of human rapports. A systemic model of human interactions, namely the interactional system, would then draw on the flexibility and adaptability of its fundamental parameters.
