Innovation investment is an important source of funding for corporate innovation. Does digital transformation affect the tilt of corporate economic resources toward innovation investment projects? To answer the above question, this paper empirically examines the impact and mechanism of digital transformation on corporate innovation investment using a panel regression model with A-share listed companies in Shanghai and Shenzhen, China, from 2012 to 2022 as the initial research object. The study shows that the digital transformation of enterprises will increase the level of innovation investment, and this effect is realized by increasing the level of human capital, reducing surplus management, and lowering the level of cash holdings. The study finds that listed companies are more likely to sign performance commitments in M&As and sign higher performance commitments when the proportion of corporate external guarantees is higher. It has been found that corporate external guarantees have a hollowing-out effect compared to the governance effect of corporate guarantees. The higher the proportion of external guarantees, the more insider self-interest behavior exacerbates the financing constraint problem of the enterprise. To alleviate financing constraints, controlling shareholders have a stronger incentive for market value management by signing performance commitments. The analysis of heterogeneity reveals that when management shareholding is low and the two rights of the company are highly separated, the proportion of corporate external guarantees has a more significant effect on M&A performance commitments. {"title":"Impact of Green Credit Policy on Debt Financing of Heavily Polluted Enterprise","authors":"Weidi Zhao","doi":"10.56028/aemr.10.1.220.2024","DOIUrl":"https://doi.org/10.56028/aemr.10.1.220.2024","url":null,"abstract":"The China Banking Regulatory Commission (CBRC) released in 2012 the Guidelines for Green Credit (Guidelines), which symbolizes the rapid development of green credit in China. The CBRC emphasizes the balance between environmental protection and economic development using credit in order to improve the ecology of China and control the pollution of heavily polluted enterprises. The realization of carbon peaking and carbon neutrality goals in China is inseparable from the green development of heavily polluting enterprises. Meanwhile, the low-carbon transformation of heavily polluting enterprises needs the promotion of green credit policies. Therefore, it is of great importance to explore and make full use of the effect of green credit policies on heavily polluting enterprises. Based on the data of all A-share no-ST enterprises in China from 2010 to 2022, this paper classifies the enterprises according to different environmental quality indicators. The control group and the control group are seriously polluted and non-polluted enterprises, respectively. Simultaneously analyzes enterprises with different equity natures and regions to explore the impact of green credit on debt financing of heavily polluting enterprises. The results indicate that the implementation of green credit policies has a significant restraining effect on the debt financing behavior of heavily polluting enterprises, leading to a significant increase in their financing costs. The article also conducted heterogeneity analysis and placebo testing. The results of heterogeneity analysis show that non-state-owned enterprises are more affected than state-owned enterprises. Because state-owned enterprises can obtain more support and information in debt financing, they are relatively easier to obtain funds. In addition, the debt financing costs of heavily polluting enterprises in the eastern region have increased less than those in the central and western regions. Perhaps it is because the operating policies of heavily polluting enterprises in the eastern region are more green and low-carbon. Moreover, the proportion of heavily polluting enterprises is higher in the central and western regions. All of these have motivated the local government to implement green credit policies to cope with the high pressure of environmental governance. Finally, this article proposes policy recommendations from five aspects. This article employs data reflecting the ecological and environmental benefits and high-quality economic development of Henan Province, and establishes an evaluation model for assessing the synergy between ecological and environmental benefits and high-quality economic development in Henan Province. The indicator weights are determined using the coefficient of variation method and the entropy method, and empirical analysis on the synergy between the ecological and environmental benefits and high-quality economic development in Henan Province is conducted. The research findings indicate that the synergy between ecological and environmental benefits and high-quality economic development in Henan Province demonstrates a pattern of alternating growth and decline, and is generally at a low level of synergy. From the static analysis perspective, the overall efficiency of Chinese listed biomedical companies during the calculation period is relatively low, with pure technical efficiency being the main limiting factor, and there is significant variation in the overall operational levels of these companies. From the dynamic analysis perspective, 56.76% of companies have a total factor productivity exceeding 1, with technological progress being the main contributing factor, while scale efficiency index needs improvement. This paper focuses on the impact of enterprise digital transformation on ESG performance. Based on the panel data of China's A-share listed companies from 2013 to 2022, this paper empirically examines the impact of digital transformation on ESG performance by using A two-way fixed-effect model and adding time-fixed effects and individual-fixed effects. The study found that digital transformation can help improve ESG performance. Heterogeneity analysis show that the development of digital finance can significantly promote the development of enterprises in the eastern and central regions, while the impact on enterprises in the western region is not obvious. From the perspective of enterprise ownership, digital finance has a more significant improvement in the ESG performance of non-state-owned enterprises. This paper has the policy and practical significance for Chinese enterprises to carry out green transformation and realize the goal of \"dual carbon\" under the background of the digital economy. Based on this, this paper selects China's A-share listed companies from 2006 to 2019 as the research sample, and empirically tests the impact of intelligent manufacturing level on enterprise business risk. It is found that the level of intelligent manufacturing will significantly reduce the business risk of enterprises. Mechanism analysis shows that the level of enterprise intelligent manufacturing will affect enterprise operating risk through two paths: improving enterprise innovation level and alleviating enterprise agency conflict. The extended research finds that the inhibitory effect of manufacturing level on enterprise operating risk is more obvious in enterprises with greater external competition, stronger profitability and larger scale. As some assume that it leads to a negative impact while some stands in the opposition. This paper reveals evidences of the effects of urban investment bonds on green financial innovation by literature review, case study, statistical analysis, and comparative study methods. The study result shows that the introduction of China’s urban investment bond with significant financing scale have filled the large funding gap in climate investment and provides efficient support for dealing with climate change issues. Saudi Arabia’s case have demonstrated its success in using urban investment bonds on the construction of NEOM New City which aims to build a smart city powered entirely by clean energy. It effectively improves sustainability and copes with environmental issues.
