The main components of the structural-logical model, which relies on social and legal mechanisms in assessing the functioning of educational organizations in the process of ensuring the quality of general education, are shown. Within the framework of the structural-logical model, all levels of regulation: federal, regional, municipal, as well as local levels of regulatory impact on the process of assessing the quality of general education are analyzed. The authors identify the most relevant legal issues of the existing system of assessing the quality of general education in educational organizations at various levels of the state authority of the Russian Federation. From the point of view of the research results, some problems and consequences of the implementation of the system for assessing the quality of general education when evaluating the effectiveness of the functioning of educational organizations in modern Russia are considered. It should be particularly noted that the whole spectrum of the analyzed problems is viewed through the prism of some conceptual approaches to the formation of the law enforcement process and the regulation of the activities of education authorities in the field of general education quality assessment. As a result, considering the features of law enforcement and regulation of education authorities in the field of general education quality assessment as an objective necessity, the authors focus mainly on its preventive role in solving the problems of innovative education formation in modern Russia.","PeriodicalId":384294,"journal":{"name":"Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130468614","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Formation and development of the need to lead a healthy lifestyle is laid in the family and at school, of course. In general education organizations, such work is carried out traditionally. However, at present, an urgent need has arisen in the modernization of school nutrition in the context of a system for the formation of a healthy lifestyle, the development of a food culture and the application of health-saving technologies. The prerequisites for such modernization, from the point of view of medico-social, epidemiological and sociological approaches, are considered in the article.","PeriodicalId":384294,"journal":{"name":"Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115646401","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

An overview of the changes in federal regulatory practice in assessing the quality of general education over the past two years is presented. There is a lack of a unified approach to the regulation of the quality assessment of general education at the regional level. This dictates the need for a more detailed study of the best regional regulatory practices in assessing the quality of general education and developing model acts in the field of assessing the quality of general education, aimed at eliminating existing gaps and contradictions.","PeriodicalId":384294,"journal":{"name":"Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114783311","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is shown that children with joint attention deficit may have difficulty acquiring a wide range of developmental skills, and the ability to use the direction of sight is part of the overall mechanism. This mechanism will allow to further interpret and understand the meaning of social information, the child’s ability to accumulate normal social experience. It was found that the typically developing children, children with a lower developmental limit and a delayed age development, the differences between them may be related to the fact that children participating in joint attention have more conditions for expanding opportunities for social learning. Changes in the accuracy indicators of identifying the direction of sight demonstrate the dynamics of the cognitive development of the child. In comparison, this makes it possible to assess the characteristic differences not only with pathology, but also with a decrease in the overall level of age development. 1. Research Highlights • The dynamics of the child’s cognitive development demonstrates the rate of development of the accuracy of identifying and detecting the direction of gaze. Age contrast in terms of identifying intentions in the direction of sight is an important source of information about the normative development of a child. • Recognizing the direction of gaze can be viewed as the main mechanism by which the child’s attention is socially coordinated in a targeted action. The data confirms that such an orientation can give the observer indications of another person’s intentions, his/her attention to the goal. 2. Introduction Joint attention is a key skill that children can use to get information from others. This skill is associated with subsequent development in various areas for typically developing people. The ability to “joint attention” is to use eye contact, gaze direction, and pointing gestures to interact with other people. With a deficiency of joint attention, the child cannot initially reflect the social understanding of other people’s intentions [3, 5]. A child with limited joint attention may have difficulty acquiring a wide range of developmental skills, including learning to interact with other people and make friends, how to speak, understand words, and how to process and use the incoming information. Regulatory development of the child involves the formation and expansion of more complex behavior, such as adjusting the direction of the gaze, when the initial gaze of the succession was not successful, the ability to gaze following the direction of the gaze of adults. Paying more attention to the direction of gaze, responding to changes in the direction of gaze and directing your own attention (based on someone else's gaze), the child becomes involved in interaction with the carrier of competence (adult or more developed peer","PeriodicalId":384294,"journal":{"name":"Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)","volume":"26 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130400100","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The empirical base of the research is based on a survey of employees of educational organizations in several Russian regions. The study revealed such characteristics of the project management system as the lack of flexibility in the choice of project management and project team management practices, the dominant practice of hierarchical management and control. In fact, this system has fake features, as it misleads both employees of educational organizations and stakeholders, which damages the reputation of the educational organization. The weakness of the existing project management system in educational organizations leads to a high workload of human resources in the routine, a drop in their motivation to work and professional burnout. This determines the deterioration of the reputation of the educational organization as an employer.","PeriodicalId":384294,"journal":{"name":"Proceedings of the International Conference on the Development of Education in Eurasia (ICDEE 2019)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129553136","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
