Dyslexia is a mental disability \u0000and individuals that are dyslexic find it difficult to read, comprehend, lack ability to synchronize \u0000letters amongst others. The paper tried to establish what dyslexia is, the cause and symptoms. \u0000It also identified what stands as a barrier to efficient library use for the dyslexic. It also looked \u0000into the information resources that could be used by a dyslexic to get maximum satisfaction of \u0000having used the library. These resources include media resources such as audio books, music and \u0000pictograms. The role of stakeholders in ensuring that school libraries are established and well \u0000equipped was also discussed. The observations and perception by an architect, a planner, or a designer of a particular space will  likely differ from those by a geographer, an anthropologist, an ecologist or a social science expert. Furthermore, thoughts and feelings of the individual(s) who use the space can add new aspects to this perception. If the common goal for all disciplines is to construct and/or develop optimized spaces, one of the most important / determining factors of quality of life, it is ideal to carefully evaluate all perspectives. In this study, it is aimed to discuss library space in the context of city sociologist Ray Oldenburg’s paradigm, conceptualized as \"third space\". Descriptive method with a comprehensive literature search is used in this study. In social settings, situation shapes the human behaviour. Accordingly, editorial decisions for news production and broadcast are bounded with the situation. The objective of the research is to illuminate the use of intuition and analytical process for news decisions. Qualitative methodology was used for the fieldwork. Interviews were conducted with seventeen journalists. Cultural Historical Activity Theory is used as a theoretical framework and methodological tool. Findings reveal that editors use both intuition and analytical methods for decisions. The paper discusses the intricate dimensions of predatory publishing and its effects on research and scholarship among librarians. It notes that predatory publishing has devastating effects on the future of research and scholarship. Within the scope of the study, the diversity of the needs and expectations of the individuals constituting the population and target group has been influential in the election of the metropolitan municipalities. What kinds of e-municipal services are offered by the metropolitan municipalities, which headings are used, what different services are provided and descriptive information of services are analyzed through content analysis. Nine metropolitan municipalities were not included in the study, whose web pages could not be accessed for various reasons or there was no “e-municipality” link on the page. The universe consists of 21 metropolitan municipalities. The scope of work, it is intended to provide answers to these questions: What are e-municipality applications of the metropolitan municipalities? How does the information management take place on the websites of metropolitan municipalities? Is it be use civic literacy within the scope of municipal services? There are differences in perception and approach in terms of e-municipal information services and accordingly, qualitative data showing similarities and differences in e-municipal information services are put forward.
