Today, people are supposed to be information literate and in this context they are expected to be able to define their information needs, access and evaluate the information resources, construct the new information onto their present knowledge, use the information accordingly and ethically and transmit/present the information. There is a significant contribution of educational activities organized by libraries to equip students with these skills. In this study, it is aimed to determine information literacy skills of undergraduate students at Ankara University in the process of searching, accessing, assessing, using, transmitting/presenting information. The descriptive method has been used and the research has been performed on a sample consisting of 245 undergraduate students selected through stratified random sampling from the universe of 39.136 students. The results have been analyzed through PASW (Predictive Analytics SoftWare). Calisma sonunda, bir yandan, Fikir ve Sanat Eserleri Kanunu’nda dijital haklar yonetimine iliskin hukumler bulundugu sonucuna varilmaktadir. The authors recommended the adoption of new strategies. The paper adopted four dimensional approaches in the discussion of issues. In the first part, the paper introduces the concept of 21 st century library. The second approach focused on the role of information and communication technology in cataloguing and recent cataloguing practices. In the third approach, the paper compared cataloguing practices in developed countries with Nigeria. The fourth and final approach discussed implications, challenges and strategies for Nigerian libraries to adopt. The paper listed some challenges and strategies that Nigerian libraries and other developing countries should adopt, such as funding, training of staff, provision and maintenance of infrastructure, eradication of corruption, and so on. While there is numerous literatures on the challenges of application of ICT to library operations in Nigeria, very few recommend practical and workable strategies to solving the problems. Additionally, public institutions could share their electronic records in legally effective by publishment of legal status of electronic signature. All processes of electronic records with electronic signature in-institution could be managed by ERMS (Electronic Record Management System) institutionally. Out-institution processes can be done via REM (Registered e-Mail) in the same way. However, due to legislation and the system recently, the process including administrative and technical steps is needed to be established in order to use REM within ERMS. This study has emphasized on definitions of records and electronic records, examined ERMS concept and its content, informed about legal and administrative regulations related to electronic records and ERMS at public institutions in Turkey. In addition to that agricultural information structure and emerging trends are visuliazed with the social network analysis. When we compare policies with the faculty of agriculture publicaitons, such as animal resources, plant breeding and genetics, organic agriculture, genotypes are researched constantly. Within this framework, international literature on the concept of social capital in the field of the Sociology and the Information Science was used to get information. The concept of social capital was discussed with regard to its definition, types, components, functions, importance and methods of measurement. It was found out that social capital which is a inclusive phenomenon of social sciences is a concept that includes the library institutions. Evaluation of the library institution within the scope of social capital leads to a new theoretic approach about information science area. Social capital is included in features such as networks, trust and norms which enable social life to act together in accordance with a common goal. Moreover, it is compatible with being a part of a social group trustfully along with some rules and networks. The connection between the concept of social capital and library institution revolves around fulfilling information needs of individuals, strengthening the position of that individuals in the society, sharing reliable information, creating a collective memory, affecting the individual’s social and moral behaviors positively. It also enables social and voluntary activities. Libraries are important elements in determining social reputation, identification, culture, social relation and interaction zone belonging to the members of the public. Thereby turning into formal and widespread communication centers, libraries make the communication between childrenparents and among the family stronger. Furthermore, the libraries having the function of cultural incorporation may open a road to become integrated with broader communities by building networks at the social level, or by providing involvement into the available networks.
