Selection of one or more contractors is actually complex and important financial and quality of service challenges depend on it. The present paper proposes a multiple-criteria decision-making tool whose objective is to predict contractors' performances and to select the one who can best respond to O%M demands. In order to build the heuristic between technical, commercial and quality criteria and the expected performances, a neuro-fuzzy system (NFS) associated with a hybrid and adaptive genetic algorithms (GA) method has been developed. Important problems are considered: data pre-processing, problem of data scarcity to provide a sufficient number of data to the NFS and optimisation of hybridisation or adaptation parameters for GA. A case study, concerning the clients' satisfaction levels for O%M contractors as a final indicator for decision-making will prove the relevance of this approach.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-04-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/IJMCDM.2016.075630","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696310","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Consequently, the supply of SRI mutual funds expanded and a discussion on the performance of SRI funds developed. The traditional approach to measuring mutual fund performance does not take into account possible heterogeneity with respect to social responsibility and focuses on a dichotomous SRI versus non-SRI typology. We consider multi-criteria decision analysis (MCDA) to build an indicator to capture the multi-faceted nature of SRI. Considering extensive robustness analysis and additional criteria, we find the PROMETHEE methodology to be most recommended for both academic and professional applications. The obtained scores and rankings prove to be highly robust and are in line with generally accepted intuition in the industry. The proposed PROMETHEE-based indicator is also easy to understand and implement, which makes it highly suited for implementation in mutual fund performance research.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-04-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"68166521","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Multi-criteria decision analysis allows to simultaneously analyse many, possibly conflicting, modal choice criteria. First, a geographic information system-based model calculates the size or the score of the considered criteria, for each alternative route. Next, the multi-criteria decision analysis makes trade-offs among the relevant criteria and selects the most suitable transport option for a given transport. The model is tested for transport problems within Belgium, but can be applied to other cases. The comprehensive model can be used to make more consistent modal choice decisions to meet the specific preferences of users.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/ijmcdm.2015.074087","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696162","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

On January 22, 2014, his former collaborators (Cathy Macharis, Yves De Smet and Bertrand Mareschal) organised a workshop on the 'PROMETHEE' multicriteria decision aid (MCDA) procedure, the author having been the initiator of this methodology in the 1980s. Over 60 participants attended this workshop and 25 research papers were presented. As it has been an important research field in his scientific carrier, the author has been invited by the organisers of the workshop to give a survey paper on this subject. He felt particularly honoured by this initiative and accepted with pleasure the invitation. This paper includes a brief overview of OR from 1937 till now, the role of the outranking procedures in the field of MCDA and the PROMETHEE methodology including its extensions being of course stressed. Some proposals for further research and developments are suggested. A 'Jean-Pierre Brans-PROMETHEE prize' has been awarded to the best contribution presented at the workshop, and a foundation to support such an activity each year will be established in a near future.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/IJMCDM.2015.074090","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696248","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Visualisation methods make the impact of each single criterion and its weight on every single alternative visible. The most common method for visualising the results of PROMETHEE models is the GAIA method. To evaluate if GAIA itself or visualisation methods themselves are difficult to handle for the decision maker a new visualisation method for PROMETHEE results is developed and compared with the GAIA method. The method we introduce in this paper is based on the classical multidimensional scaling (MDS) (Chatfield and Collins, 1980). MDS is extended by property fitting to integrate each single criterion into the visualisation (Homburg and Krohmer, 2009). We compare the results by applying the procrustes analysis (Gower and Dijksterhuis, 2004). Finally, we give an outlook of future research aspects on the comparison and the new visualisation method in particular.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/ijmcdm.2015.074089","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696234","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Many innovative city distribution concepts have failed because not all stakeholders were taken into account in the decision-making process. Evaluating urban freight solutions summons the need for a new approach, taking into consideration different conflicting objectives from different stakeholders. Within STRAIGHTSOL (strategies and measures for smarter urban freight solutions, EC FP7), a systematic impact assessment framework dedicated to freight transportation has been developed. The so-called city distribution - multi-actor multi-criteria analysis (CD-MAMCA) incorporates the city distribution actors and their objectives as the primary focus complemented with a MCDA performed with the PROMETHEE-GDSS method. In this paper, the specific framework dedicated to city distribution is fully explained through a case study in the UK charity sector with Oxfam which tested remote monitoring of the banks leading to dynamic collection scheduling.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/ijmcdm.2015.074088","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696176","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, in order to represent actual preferences of the decision maker, consideration of behavioural effects appears to be necessary. In this paper, a new approach that integrates findings from prospect theory into PROMETHEE is illustrated. In particular, the elements of reference dependency and loss aversion are incorporated. For this purpose, it is necessary to define an adequate reference alternative. Moreover, the existing preference functions and the way of aggregating pairwise comparisons have been adjusted. In order to test the newly developed approach, it is applied using an existing decision matrix from a joint research project concerned with the identification of a sustainable bioenergy concept. Finally, the results as well as potential advantages and challenges of the new approach are discussed.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/ijmcdm.2015.074085","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696096","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Generally, the first step to solve such problems is to identify the set of alternatives and the criteria they will be evaluated on, leading to the construction of an evaluation table. Of course, there are numerous ways to build such a table and to represent it. For a problem of n alternatives and m criteria, there are n! • m! possibilities of representation. However, from a multicriteria point of view some of them can be more interesting than the others. In this article, we will make use of the PROMETHEE and GAIA methods from which the extracted information will serve to restructure such tables. In order to evaluate the properties of these PROMETHEE-based representations, an indicator will be defined that uses only ordinal information of the values contained in a given table. This measure will also serve as a fitness function for a genetic algorithm that will find good - if not the best - tables. These will allow to draw comparisons with PROMETHEE-based representations.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/IJMCDM.2015.074086","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696111","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This in turn depends upon how well the decision maker (DM) identifies the trade-off between the objectives. Here, a three-step framework is proposed to address this challenge. Part of the WDN in Iran, has been optimised by NSGA-II based on cost and resilience index (RI) objectives. The obtained non-dominated solutions located on the Pareto front were then processed through the entropy method to quantify the weights for the objectives while considering the preferences of the DM. Finally, the TOPSIS method was used to determine the best choice. The results, compared to those proposed by the original design consultants and cost-benefit analysis (CBA), show that the current proposed framework can be used as a more reliable tool to verify WDNs cost-benefit analysis while creating a better balance between the objectives.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696406","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the future a similar approach could be developed to prioritise hydropower projects across a broad capacity range. This paper, based on a multi-criteria approach, has the main objective to develop a decision support tool to evaluate, compare and rank alternative proposals of hydropower schemes. The proposed framework organised wide range of criteria under five goals referring to economic, social, environmental, political objectives and additionally, their inherent uncertainties. Six Nepalese pilot sites with comparable capacity were identified for testing the decision framework and Visual PROMETHEE (VP) application proved to be effective for decision making. Thus Visual PROMETHEE could be used for developing decision aid and effective in decision making or prioritising hydropower options exhibiting quite different features.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2016-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696451","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
