The project represents an important opportunity for the economic survival of the area, contributing to valorise local resources and to promote cultural values. With the aim of addressing the design of the reuse plan, a multi-criteria evaluation based on the PROMETHEE method has been developed for the selection of the best functions to be considered for the various station buildings along the line. The assessment was supported by an experts' panel that contributed to define the decision scenarios and to identify the importance of the evaluation criteria.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2019-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48121556","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The model considers the objectives of minimising total cost and delivery time as well as maximising the revenue generated from the waste treatment. To handle the uncertainties waste generation rates are considered as normal random variables. Weighted fuzzy programming is used to generate the compromise solutions. To illustrate and justify the applicability and efficiency of proposed model, a numerical illustration is also provided. Finally, different set of solutions are also obtained based on varying weights or preferences assigned to different objective functions. The proposed network involves all of the links included in a waste management system from the waste generators to the disposals and therefore is highly useful for decision makers to increase the efficiency of the existing waste management systems. On the practical concern, the proposed model also provides an avenue to explore the decision making when different priorities are taken into consideration for different objectives. The model could be advanced further by considering stochastic or fuzzy uncertainties and incorporating multi-level, multi-waste concepts.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696826","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

These methods are used to build totally or partially ordered groups of alternatives based on preference relations. In the context of totally ordered clustering, two hierarchical approaches (top-down and bottom-up) based on PROMETHEE II have been developed in this paper. These methods rely on the optimisation of the clustering structure (by maximising the intra-cluster homogeneity and the inter-clusters heterogeneity). A third approach is developed as a hybrid model that merges the information obtained by both previous models. A specific quality index has been introduced to be able to evaluate the method's outputs and to choose appropriately the desired number of clusters. The three procedures have been tested on several dataset (Shanghai Ranking of World Universities, Environmental Performance Index and CPU evaluations) and the results have been compared with P2Clust.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696843","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The proposed methodology is based on the combination of geographic information systems (GIS) and multi-criteria decision making (MCDM) methods. The Algerian central north region is selected as a case study. Six constraints and eight evaluation criteria divided into radar coverage, infrastructures and environmental and social clusters are considered in the decision model. The weights coefficients of the criteria are generated using an analytical network process combined with decision making trial and evaluation laboratory (DEMATEL-ANP) techniques. The produced site locations are then ranked by multi-attribute border approximation area comparison (MABAC) and the results are compared to those obtained using VIKOR, TOPSIS and COPRAS. The tool can be used by decision makers in the selection of future weather radar sites or the evaluation of existing ones for different geographical regions.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696861","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Decision makers such as governments and regulatory authorities therefore have to choose, among a pool of alternatives, a technology capable of delivering the required throughput on a large scale, based on a trade-off between the infrastructure costs and the subscribers' perceived utility for each alternative. Such a trade-off is not simple, since there is no straightforward manner to rank the subscribers' perceived utility against the network infrastructure cost. In this article, we propose a methodology based on real options, which outputs the value of each technology using multi-attribute value theory as an input, alongside the project's risk and its costs.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/IJMCDM.2019.106917","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"66696919","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the present study, the supply chain concept and the multi-objective facility location problem were studied. We integrated also multi-criteria decision analysis (MCDA) and linear programming model (LPM) methods to support selection of best sites according many objectives. In addition, facility location decision involves both qualitative and quantitative criteria. In order to select the best location, it is often necessary to compromise possibly conflicting tangible and intangible factors. The major weaknesses of the different multi-objective programming models used to solve the problem are that they are basically mathematical and they ignore qualitative objectives, such as the environmental and socio-economic factors which are important in facility location selection. In this paper, we reported the obtained results when applying an integrated MCDA/LPM approach to solve the facility location problem (FLP) for an aluminium company in Tunisia. We combined three methods, preference-ranking organisation method for enrichment evaluation (PROMETHEE) and a linear programming model (LPM), using the stretching and shrinking graphs method (SSG method).","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2018-09-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48596096","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The evaluation has been based on the combination of spatial multicriteria analysis and PROMETHEE method with the aim of defining the most suitable mountain huts to be renovated and valorised. The spatial multicriteria analysis model has allowed to evaluate the huts' system at a territorial macro-scale, putting in evidence the areas with the highest potentialities and those suffering from major risks, while the PROMETHEE application has been targeted to the examination of the huts at a micro-scale, selecting the huts in need of requalification with reference to a set of environmental and functional criteria. The results of the two aforementioned approaches have been merged with the aim of providing an aggregated evaluation of the overall system.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2018-09-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1504/IJMCDM.2018.094384","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44663783","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the proposed methods, equality constraints with random variables are formulated on the basis of the two-stage programming method, in which two kinds of random variables, i.e., continuous ones and discrete ones, are considered, respectively. Under the assumption that the decision maker has fuzzy goals not only for the original objective functions but also for the expectations of shortages and excesses for the violation of the equality constraints, the M-α-Pareto optimality concept is introduced, and two interactive fuzzy decision-making methods are proposed to obtain a satisfactory solution from among an M-α-Pareto optimal solution set. The proposed method is applied to a farm planning problem in the Philippines, in which it is assumed that an amount supplied of water resource in dry season is represented as a continuous or discrete random variable.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2018-09-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43232198","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, it is threatened by a variety of pollution sources contributing to a degradation of the water quality. In this paper, a study involving 20 stations and 23 physico-chemical and biogeochemical parameters is proposed. Due to the multicriteria nature of the problem, De Smet et al.'s method is used to assess the pollution level in this coastal area. The application of this approach leads to three groups of stations with different pollution levels. The results show that PO3–4, BOD5, COD, MN2+, Cl– and SO2–4 are the main factors of the pollution. In addition, they indicate that the SIAPE discharges and the phosphogypsum wastes are the main source of PO3–4, Cl– and SO2–4 which explain the high COD. Thus, an urgent action leading to control the loading of these industrial wastes into the sea is a necessity in order to reduce the pollution and to avoid its propagation.","PeriodicalId":38183,"journal":{"name":"International Journal of Multicriteria Decision Making","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2018-09-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47478764","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
