To address these inefficiencies, public procuring entities globally adopt web-based e-procurement systems developed based on requirement models, for enhanced efficiency. However, existing developed requirement models and hence, resulting web-based e-procurement systems in Nigeria are fragmented, and limited to only some components of the procurement lifecycle. This study aims to develop a requirement model capturing the entire procurement lifecycle with a view to providing a basis for the development of a holistic web-based e-procurement system for public procuring entities in Nigeria. A qualitative approach was adopted, where literature review was conducted to identify the existing manual public procurement process. This involves becoming paperless and rethinking traditional methods of service delivery (e-governments). To better understand what factors influence Palestinians' behavioural intention toward using the e-government services portal, this study adopts an updated version of the Unified Model of Electronic Government Adoption (UMEGA) incorporating a multidimensional perceived risk construct with a unified access point as a new variable. A total of 415 valid responses were selected from the study population and analysed with partial least squares structural equation modelling (PLS-SEM). Results showed that citizens' attitudes are largely determined by their perceptions of the performance expectancy of the system, opportunity cost risk, and unified access point.
