Having good diplomatic and political relations with similar emerging economies, like Peru and Chile, should drive closer economic relations among them. A qualitative study was conducted using literature reviews, archival analysis, and in-depth interviews. Political will and lack of knowledge pertaining to the business character of each country hamper external relations. Thus, a functional multi-track diplomacy that incorporates state and non-state actors from various fields is crucial for enhancing economic relations among these countries. Trade relations can be particularly strengthened by maximizing cooperation among actors at various levels.Spanish abstract:\u0000Este artículo analiza las débiles relaciones comerciales entre Indonesia y América Latina, argumentando que la dinámica de la economía política abre oportunidades para mejorar estas relaciones. Las buenas relaciones diplomáticas y políticas entre Perú y Chile, debería estrechar sus relaciones económicas. Pero la escasa voluntad política y falta de conocimiento del carácter empresarial de cada país, obstaculizan sus relaciones externas. La investigación incluyó revisión de literatura, análisis de archivos y entrevistas en profundidad. Los resultados subrayan la necesidad de una diplomacia funcional de múltiples rutas que incorpore instituciones estatales y no estatales de diversos campos para mejorar las relaciones económicas. Las relaciones comerciales particularmente pueden fortalecerse entre países maximizando su recíproca cooperación en cada nivel (diplomacia multinivel).French abstract:\u0000Cet article analyse les causes de la faiblesse des relations commerciales entre l’Indonésie et les pays d’Amérique latine en faisant valoir que la dynamique de l’économie politique internationale a ouvert des opportunités pour stimuler les relations commerciales entre ces pays. Cette étude qualitative a été menée sur la base d’une étude de la littérature existante, d’analyses archivistiques et d’entretiens approfondis. Le manque de volonté politique et surtout de connaissances réciproques des atouts commerciaux de ces pays entravent leurs relations extérieures. Ainsi, une diplomatie fonctionnelle à plusieurs voies qui intègre des diplomaties étatiques et non-étatiques dans divers domaines est-elle cruciale pour améliorer leurs relations économiques. What are the differences in household expenditure in basic needs if a household receives internal or international remittances, or if it receives none? Using the National Income and Expenditure Survey of 2016, we employed a logistic regression to examine the factors associated with the reception of remittances, and we analyzed different areas of expenditure by type of household. We present some reflection on a sending community in Morelos (Axochiapan) where we conducted 23 semi-structured interviews with people who receive remittances, who explained the main uses of these resources. We observed household characteristics that favor the reception of remittances, mainly used to satisfy basic needs.Spanish abstract:\u0000Este artículo buscó responder: ¿qué características socio-demográficas en hogares influyen en la recepción de remesas en Morelos? y ¿cuáles son las diferencias en el gasto de los hogares respecto a sus necesidades básicas recibiendo o no remesas internas o internacionales? Utilizando la Encuesta Nacional de Ingresos y Gastos de los Hogares 2016, estimamos una regresión logística para examinar los factores asociados a la recepción de remesas y analizamos los rubros del gasto por tipo de hogar. Presentamos opiniones de una comunidad de origen en Morelos (Axochiapan), donde realizamos 23 entrevistas semiestructuradas a personas receptoras de remesas, quienes explicaron los principales usos de estos recursos. However, based on a case study of European policy networks in Vietnam, this article shows that despite the EU’s commitment to norms and transformative development, norms are not a priority in the implementation of development policies. Rather, norm promotion is delegated to political and diplomatic representatives, whereas development and trade representatives are responsible for technical work. Consequently, policy networks created around these four sectors tend to operate separately from each other, undermining the spillover of norms from diplomatic and political networks to development and trade networks. As a result, this article shows that the structural–institutional separation of sectoral policy networks is one of the EU’s systemic characteristics that restrict normative policy coherence for development.Spanish abstract: La Unión Europea (UE) es considerada un poder normativo, comprometida con las normas y el desarrollo transformativo. En cambio, usando un caso de estudio de redes europeas políticas en Vietnam, este artículo demuestra que las normas no son prioridad en la implementación de políticas de desarrollo. Al contrario, la promoción de normas se delega a representantes políticos y diplomáticos, mientras que los representantes del desarrollo y comercio se hacen cargo del trabajo técnico. Consecuentemente las redes políticas de estos cuatro sectores tienden a aislarse, dificultando la transferencia de las normas de redes políticas y diplomáticas a redes de desarrollo y comercio. El resultado demuestra que la separación estructuro–institucional de las redes políticas sectoriales es una de las características sistémicas de la UE que restringen la coherencia normativa de políticas para el desarrollo.French abstract: L’Union européenne est souvent considérée comme une puissance normative. Cependant, sur la base d’une étude de cas de réseaux de politiques publiques au Vietnam, cet article montre que, malgré son engagement normatif et de développement réformateur, les normes ne sont pas une priorité dans la mise en oeuvre des politiques de développement. Au contraire, leur promotion est déléguée aux représentants politiques et diplomatiques, tandis que les représentants du développement et du commerce sont responsables des travaux techniques. Par conséquent, les réseaux politiques créés autour de ces quatre secteurs ont tendance à fonctionner séparément les uns des autres, ce qui compromet le transfert des normes des réseaux diplomatiques et politiques aux réseaux de développement et du commerce. The case of the Coffee Cultural Landscape of Colombia, a bottom-up regional cooperation process that resulted in a regional trademark, illustrates what roles are played by a diversity of local actors and how local socio-economic conditions influence cooperation agreements. The case highlights the inadequacy of inflexible jurisdictional boundaries and the limitations of preexisting categories (such as inter-municipal cooperation or metropolitan areas). The empirical evidence includes the analysis of 19 semi-structured interviews.Spanish abstract:\u0000La cooperación regional es un proceso que depende del contexto local y regional; y una perspectiva geográfica apoya a considerar la región donde ocurre como parte de la explicación, y no como un contenedor dentro del cual operan los acuerdos. Este artículo aborda el caso del Paisaje Cultural Cafetero Colombiano, un proceso de cooperación regional de abajo hacia arriba que resultó en una marca registrada regional. El caso ilustra participantes y roles en el proceso y cómo las condiciones socioeconómicas locales influyen en los acuerdos de cooperación. Los resultados destacan la inflexibilidad de las divisiones jurisdiccionales y las limitaciones de las categorías preexistentes (como la cooperación intermunicipal o las áreas metropolitanas). The first of these themes remains timely in 2019. Human flows are a constant in the globalized world. According to Article 13 of the Universal Declaration on Human Rights, “everyone has the right to freedom of movement and residence within the borders of each State.” Moreover, “everyone has the right to leave any country, including his own, and to return to his country.” However, migration policies today seem to follow a diff erent path from the human rights perspective. A new methodology of combined analysis of the Social Epidemiology of the Conflict and the Transcend method is proposed from conflict research. The objective of this study is to verify the suitability and viability of this approach and to evaluate the evolution of the perception toward immigration in Spain in recent years. As a result, more effective therapeutic measures have been proposed to face their discrimination and social rejection.Spanish abstract:\u0000Este artículo analiza las percepciones hacia la inmigración en España a través de las dos últimas rondas de la Encuesta Social Europea. Partiendo de la investigación en conflictos, se propone una nueva metodología de análisis combinado entre Epidemiología Social del Conflicto y el método Transcend. El objetivo de este estudio será tanto comprobar la adecuación y viabilidad de esta propuesta como evaluar la evolución de la percepción hacia la inmigración en España en los últimos años. Gracias a ello se han planteado una serie de propuestas terapéuticas más eficaces para afrontar su discriminación y rechazo.French abstract:\u0000Cet article analyse les perceptions de l’immigration en Espagne à partir des deux dernières versions de l’Enquête sociale européenne. Il propose une nouvelle méthodologie d’analyse qui combine l’épidémiologie sociale du conflit et la méthode Transcend. Son objectif est de confirmer l’adéquation et la viabilité de cette proposition de recherche pour évaluer l’évolution de la perception de l’immigration en Espagne au cours des dernières années. In order to do so, we review the concept of sustainable development in relation with the legal mechanisms employed to its promotion and defense. We present the developments of the extractive sector in Colombia and discuss the nine popular consultations promoted by the municipal authorities. We conclude that despite the suitability of popular consultation, it has proved to be ineffective to stop the extractive projects that generate harmful effects on the communities where they are developed.Spanish abstract:\u0000Este artículo analiza cómo, durante el periodo 2013–2017, la consulta popular fue utilizada por nueve municipios colombianos para frenar la explotación minera y de hidrocarburos dado su dañino impacto socioambiental. Para ello, revisamos el concepto de desarrollo sostenible en relación con los mecanismos legales empleados para su promoción y defensa. Presentamos los desarrollos del sector extractivo en Colombia y discutimos las nueve consultas populares adelantadas por los entes municipales. Concluimos que, a pesar de su idoneidad, la consulta popular ha resultado poco efectiva para detener los proyectos extractivos que generan efectos nocivos sobre las comunidades donde se desarrollan.French abstract:\u0000Cet article analyse comment, au cours de la période 2013-2017, une consultation populaire a été menée dans neuf municipalités colombiennes sur l’exploitation minière et des hydrocarbures, en lien avec leur impact socio-environnemental. Pour ce faire, nous procédons d’abord à une révision du concept de développement durable par rapport aux mécanismes juridiques utilisés pour sa promotion et sa défense. Nous présentons ensuite les développements du secteur extractif en Colombie et analysons les neuf consultations menées par les autorités municipales. Since the 2010s, the state has expanded the territorial reach of its immigration enforcement through trilateral border patrol initiatives and multilateral defense establishments. Malaysia’s extraterritorial policy is mostly implemented through the Association of Southeast Asian Nations (ASEAN) frameworks. Common geopolitical security concerns, particularly the transnational crime and terrorism confronted by Malaysia and its bordering countries, have led to extraterritorial control measures to secure its external borders. Key elements include the growing involvement of the army, the institutionalization of border externalization, and the strengthening of the ASEAN’s regional immigration cooperation. By analyzing the ASEAN’s intergovernmental collaboration, this article demonstrates that Malaysia’s extraterritorial migration practices are militarized, externalized, and regionalized.Spanish abstract: \u0000Este artículo examina la transformación del control migratorio en Malasia en respuesta a las amenazas de seguridad no tradicionales. Desde 2010, el estado aumentó el alcance territorial de su control migratorio a través de patrullas fronterizas trilaterales y establecimiento de defensa multilateral. La política extraterritorial de Malasia tiene como marco principal la Asociación de Naciones del Sureste Asiático (ASEAN en inglés). Las preocupaciones de seguridad geopolítica comunes, particularmente los delitos y el terrorismo transnacional, provocaron medidas de control extraterritorial para asegurar sus fronteras externas. Depuis 2010, l’État a étendu son champ d’action et mis en place des initiatives de patrouilles frontalières trilatérales, de défense multilatérale et une police extraterritoriale déployée sous l’impulsion de l’Association des nations de l’Asie du Sud-Est (ANASE). Les problèmes de sécurité géopolitique, comme la criminalité transnationale et le terrorisme qui sévissent en Malaisie et dans les pays voisins, ont donné lieu à des mesures extraterritoriales pour sécuriser les frontières extérieures. Parmi elles, figurent l’implication de l’armée, l’externalisation institutionnalisée du contrôle aux frontières et le renforcement de la coopération de l’ANASE en matière d’immigration. The authors reach the conclusion that the “special status” of the newly formed territorial entities remains undefined, while the representation norm is highly uneven, since the competences of governing bodies in the merged entities lie predominantly in the ethnic and cultural sphere. The reform was not a single and coherent policy measure but rather a number of incoherent initiatives. This can be seen from the presence of different (re)integration models in respective amalgamation cases, different models of a “special status” and a variety of reactions to the reform emanating from the population.Spanish abstract:\u0000Este artículo evalúa las reformas del 2000 en las divisiones administrativas rusas y las implicaciones de dichas reformas en la estructura institucional y el discurso relacionado, a través del análisis institucional y del discurso. Los autores llegan a la conclusión de que el “estatus especial” de las entidades territoriales recién formadas permanece indefinido, mientras que las normas de representación son desiguales, ya que las competencias de los órganos rectores en las entidades fusionadas residen predominantemente en la esfera étnica y cultural. La reforma no fue una medida política única y coherente, sino una serie de iniciativas incoherentes. Les auteurs concluent que le « statut spécial » des entités territoriales nouvellement formées reste indéfini, tandis que la norme de représentation demeure très inégale, les compétences des organes directeurs des entités fusionnées étant principalement concentrées dans les domaines ethnique et culturel. La réforme ne constitue pas une mesure politique cohérente, mais un certain nombre d’initiatives incohérentes.
