Noise has been defined as \"any inter­ ference or unwanted currents or voltage in an electri­ cal system or device\".'This definition tends to be used by those who treat all received electrical energy as noise except for the desired signal. Most texts define noise as either thermal noise or impul­ sive noise. These texts 2,3,4 discuss the average power of thermal noise on a per unit bandwidth basis thereby assuming that the mean squared noise ampli­ tude is directly proportional to bandwidth. A few texts discuss the strength of impulsive noise assuming that the amplitude of impulsive noise is dir­ ectly proportional to bandwidth, (Reference 3). Military Standard 461, 462 and other government and industry standards utilize impulsive noise treatment of \"noise amplitude directly proportional to band­ width\" when measuring and reporting data in units of decibels relative to one microvolt per megahertz bandwidth. This noise amplitude relationship with bandwidth is simply expressed as, V 0 = kBx where v0 is the instantaneous voltage amplitude at the output of a circuit with 3 dB bandwidth B. The cavity length was made adjustable by a novel mechanical design which allowed an end plate to be accurately positioned at the desired length. The adjustable length provided the flexibility to selectively excite higher order cavity modes without building a new cavity for each mode. In addition, a mechanical design is set forth for a cavity whose cross sectional dimensions as well as length can be varied. space. This can present interference problems and radiation hazards. High strength electromagnetic fields above around 50 MHz can potentially couple very strongly to objects the size of humans;4,5 this could be hazardous to laboratory personnel. Considering the above, it is felt that a different approach to simulating complex electromagnetic fields is needed. The analysis presented in this paper indicates that a resonant cavity system is feasible. A resonant cavity system can provide (1) a very efficient conversion of source power to high intensity fields, and (2) in­ dependent electric and magnetic fields by the simultaneous excita­ tion o f two independent cavity modes. ' ' Free-space measurement facilities are economi­ cally unattractive, and the usual recourse is to conduct susceptibility tests within shielded rooms. Shielded room data are not, however, solely indicative of the test specimen characteristics; such data are influenced by room characteristics such as size, shape, and loss as well as location of the specimen and associated test equip­ ment within the room. It is easy, however, to convert any standard shielded room into a \"mode-stirred\" chamber wherein radiated susceptibility tests can be performed with results that are accurate, repeatable, and independent of test set-up. The problem of relating free-space and mode-stirred environ­ ments is approached in two ways, with the end result being a calibration graph that relates chamber input power to equivalent plane wave power density inside the chamber.
