This report covers some aspects of defining the requirements for definition development. The orbiter avionic black boxes are designed in accordance with slightly modified MIL-STD-461 electromagnetic emission and susceptibility requirements, and these requirements provide a baseline to develop the system requirements. This report deals with the signal and power grounding system and the attendant prediction of common mode voltages and ac and dc magnetic fields. Interference to the fixed service is at a minimum: (1) for a mobile system with low channel usage; (2) for a radiotelephony fixed system, when SSB modulation is used; and (3) under fading conditions when diversity reception is employed. To cope with the changes, systematic and logical procedures are needed to define common goals, to commu­ nicate within large orgainzational structures, and to ensure good planning. In this paper an attem pt is made to sort ou t some of the techniques by which m ore than one service can share com m on frequency assignm ents. The 5th N O I for WARC-79 indicates a determ ination oil the part of the FCC to move in the direction of greater spectrum sharing. Common frequency assignments can be made if due regard fo r time, mode, polarization, type of service, pow er levels, queuing and a num ber of other factors are considered. The question of “ prior­ ity ’ ’ users versus ‘ ‘ secondary’ ’ services is discussed along with some subsidiary items such as interference levels. A major area of spectrum use im provem ent appears to be A dm inistrative. These advances affect the ability to define the probable lightning attachment points, the probability of attachment, the characteristics of electrical transients on the aircraft structure and electrical circuits, and the spatial and physical mechanisms associated with the electrical transients. The advances have been in both the analysis and test­ ing areas of lightning effects research.
