However, the new technology poses problems of equity and raises the bogey of digital divide. This paper was motivated by a UNESCO project at IGNOU on using Radio Vision for imparting education. Enthused by the success, a project on the development of multimodal delivery was undertaken using the same core inputs for Radio, Radio Vision, Multimedia, Online learning and Virtual Classroom. These modes are cost-effective and provide wider access. The outreach is vast and effective. The various modes provide high motivation and sufficient reinforcement. The increasing standardization of the processing, distribution, storage and reproduction of high volumes of information enables previously separated tasks (within the firm) to be reintegrated. Supporting information systems designed to reduce process time are introduced in all functional divisions. Insofar as these changes are accompanied by similar changes in work organization and human resource management they influence labor relations. New organizational concepts (NOC) have been developed to reduce the number of hierarchical layers and to introduce more numerical and qualitative flexibility for the labor force employed. New forms of work alter the conditions of work and employment, especially the wage bargaining process, working time, occupational profiles and skill levels. This study details the various facilities offered by Blackboard, some of the ways in which the tools were used to enhance learning and critical thinking and some reflections on the strengths and weaknesses of the tool. Both individuals are participants in the Creating Community Connections (C3) Project, an ongoing effort at a predominantly African-American, low- to moderate-income housing development in Roxbury, MA, since 1999. As part of this project, MIT researchers worked with residents to establish a technological infrastructure by offering every family a new computer, software, and high-speed Internet connection, along with comprehensive course and a web-based community building system. However, dominant ways of thinking about accessibility and information technology, and the resulting design and implementation practices, tend to create needless barriers to information and opportunities for a large and growing group of technology users. These assumptions and practices are also disabling the development and uses of information technology in general. We describe some technological and barriers to providing universal access to information technology resources for students with disabilities at North Carolina State University. We present research from social sciences and disability studies that suggests insights and alternative models for understanding how and why \"disability\" is being socially reconstructed on the Web. Although ICT often seems to nullify the powers of distance, this does not mean that spatial concentrations of ICT activities will soon disappear. On the contrary, ICT clusters are recognized as places with competitive advantages in the globalizing knowledge economy. Therefore, cities and nations are forced to initiate policies and projects to foster ICT clusters in their jurisdictions. Asian countries are latecomers in this race. However, within a relatively short time period, a considerable number of ICT clusters were newly created in Asia, and even more clusters are being built. Moreover, perspectives from their positions as latecomers contribute not only to their own plans and strategies, but also to the future development of ICT clusters in general. This paper focuses on the DMC (Digital Media City) project by Seoul Metropolitan Government, the most recent ICT cluster development initiative in Asia, and its position within the universe of \"electronic space policies\" to analyze its broader context and implications.
