This paper argues that an important source of the values is the societal institution in which the communication technology is developed. This paper analyzes how four different societal institutions, universities, firms, consortia, and the open source movement incorporate societal concerns during the production of communication technologies. This paper examines college students' cell phone usage from a behavioral and psychological perspective. Utilizing both qualitative (focus groups) and quantitative (survey) approaches, the study suggests these individuals use the devices for a variety of purposes: to help them feel safe, for financial benefits, to manage time efficiently, to keep in touch with friends and family members, et al. The degree to which the individuals are dependent on the cell phones and what they view as the negatives of their utilization are also examined. The findings suggest that people have various feelings and attitudes toward cell phone usages. {"title":"Interactive television in distance education: benefits and compromises","authors":"Liang Zhao","doi":"10.1109/ISTAS.2002.1013823","DOIUrl":"https://doi.org/10.1109/ISTAS.2002.1013823","url":null,"abstract":"This ethnographic study examined the leaching and learning process in interactive television and analyzed the gains and losses of the three parties involved in the process: the instructor, the remote students, and the local students. In terms of teaching and learning, instructors lost their connectedness with remote students, and the technology involved restricted the instructors' pedagogical options. The remote students were not as deeply engaged in the educational process as the local students, and they had difficulty seeing and hearing what was presented at the teaching site. The local students had difficulty speaking in class and could not enjoy the flow of continuous discussion. With all three parties concerned, teaching and learning via interactive television (ITV) was not as successful as that of the face-to-face format. When universities utilize ITV to increase enrollments and reduce instructional costs, the compromises made in the quality of teaching and learning must also be considered. The study combined quantitative and qualitative methods with the aim to gain a detailed and in-depth knowledge of the experience of adopting e-commerce over time and to accompany the SMEs developments in the use and implementation of ICT. According to the participant SMEs, e-commerce is \"a reality that is here to stay\" and while the main drive behind its adoption was stated as being economic, it was pointed out that the social implications, mainly internal, were quicker to arise and be felt. The study also highlights the finding that the adoption of e-commerce at this early stage does not imply abandoning more traditional communications technologies such as the phone and the fax in favor of more modern ones such as the email. A community-centered design was considered, and implemented in the fall of 1999. The current study was implemented to assess why the site failed and what could be done to revive it. The findings of the current study indicated that the community did not develop as expected despite the team's effort to follow a community-centered approach. In this paper we consider the reasons for the site's failure, and what could be done to revitalize the community. Through surveys, and interviews it was determined that the community needed more active participation from the moderator and faculty. Past efforts have not produced results of global or national consequence. In contrast, the experience provided by recent studies, simulations, and projects we have implemented under various development and IFI programs have allowed us to assess related strategies and to formulate future programs. Using these experiences, we examine the causes of past shortcomings - from technical, to institutional, to strategic - and review the relevant issues. This paper proposes to address a still more fundamental question. Arguing that a better understanding of \"privacy\" hinges on the better understanding of the related terms, \"personal,\" \"private,\" \"secret,\" and \"public,\" this paper first suggests an analysis of the meaning of these terms. Building on this analysis to advance discussion of the topic of privacy and technology, the paper then provides a consistent ethical position, and discusses the consequences of its analysis on the understanding of privacy within the democratic state.
