The educated guess has been the only resort of the historian who would venture into this field, for vernacular documentation has gone unexploited. As a result, the usual treatments of the Thai role in the 1940 Franco-Thai border dispute have followed unreliable or hostile Western sources and the Thai policies of the time have been viewed in an unfavourable light. By the early 1870's the Burmese ruler had given up dreams of regaining territories captured by the British in the second war, and was busy preserving the independence of his truncated kingdom. However, a Burmese mission failed to secure either direct relations with the British Government or diplomatic support from other European powers. All this while British commercial interests clamoured for the implementation of the Anglo-Burmese treaties of 1862 and 1867, and for the investi gation of new trade routes via Burma to China. Lord Northbrook, the Viceroy of India (1872-6), tried to reconcile his pacifism with the pressure for firm action by professing the one and conceding to the other. Its swift recovery was due to the leadership of King Mindon who had ascended the throne during the crucial point in the Anglo Burmese conflict, after deposing the easy-going and inefficient King Pagan, his half-brother. The postwar period in British Burma saw the local administrators facing manifold problems, such as the pressing need for rehabilitation and improvement of commerce. In order to be able to carry out their development plans in the newly-acquired province in Lower Burma1, the administrators there needed a sense of security which they knew could only be derived from having friendly relations with the ruler of the adjacent kingdom of Burma. But strong local pressure for the extension of this system northwards into the Siamese part of the Peninsula was neutralized by the Foreign Office which sought alternative means of safeguarding British interests there.
