When a large number of communication links share a satellite transponder, adaptive power control can significantly improve the communication capacity which is a function of the specified network availability. This paper analyzes a general mathematical model of power control in a nonlinear transponder. It is shown that a single inequality is a necessary and sufficient condition for being able to simultaneously satisfy all of the communication link requirements. Satellite communications may be extended to more nets and to larger user communities through the use of time division multiple access (TDMA) systems with demand assignment protocols. This paper describes a demand assignment multiple access (DAMA) system applicable to users not included in the Single Integrated Operations Plan (SIOP) who must share UHF SATCOM resources managed by the Department of Defense (DoD). The concept will serve Air Force non-SIOP user needs and applies to all DoD communities with similar requirements. The proposed DAMA concept calls for creation of a DoD tri-Service master controller and separate but functionally similar Service controllers to manage satellite resources assigned to each Service. The operating principle is that each Service is assigned a portion of satellite capacity that is autonomously managed. The applicability of this new procedure to obtaining numerical results is illustrated for frequency-hopping spread-spectrum systems with nonlinear processing to protect against partial band jamming strategies. In particular, power normalization and clipping algorithms which do not depend on AGC averaging in the receiver can be defined and evaluated without necessity for actual decoder simulations and despite difficulty of analytical approaches when such nonlinear processing schemes are employed. The design and configuration of such a transmitter are discussed with consideration given to the application of GaAs FET devices to frequency multiplication and to power amplification within transmitter modules. Scheme 1 requires sharing a small pool of bandwidth for adaptive forward error control coding, small pool of time-frame for rate reduction and a portion of low frequency TDMA back-up frame for downlink transmission to the rain affected stations. Scheme 2 utilizes variable rate modulation and forward error correction, shares a small pool of time frame for rate reduction and a portion of low frequency TDMA back-up frame. Effective usable capacities of the system using these schemes are calculated The results obtained are compared with other adaptive schemes. Preliminary analysis shows that the utilized capacity of scheme 1 exceeds 99% of the effective usable capacity possible if it never rains for an outage of 0.05% and fade margin of 2.5 dB. The prime mission of the DOCS is to monitor and control the world-wide DSCS X-band communication networks. The DOCS is being developed in an evolutionary way from the current manual system to a highly automated system that will include specific control elements developed by several contractors. The DSCS Operational Control System (DOSS) is the heart of the DOCS. The DOSS will receive measurement data from the other DOCS Control elements, correlate this data by network elements (e.g. links, terminals, satellite channels) and provide alarms and supporting displays to SATCOM Network Controllers at both local and remote locations. Early engineering concern centred on the determination of the energy per unit area required on the Earth's surface, and the feasibility of providing that energy from the space segment. Calculations were based on the assumption of using the existing video formats in place around the world. It was then suggested in Europe that, for various reasons, the existing formats might not be optimum, and an alternative format was suggested. One important factor, as we 1 1 as the poor match of composite signals to the triangular noise spectrum of a demodulated F.M. signal, was the implicit international nature of satellite broadcasting. International 'leakage' of TV signals is inevitable to a degree far exceeding that in terrestrial broadcasting. To take advantage of this overspill, a common format across Europe could be of benefit. This work led to the selection of MAC as the European video standard for DBS. While these deliberations were proceeding in Europe, American broadcasters were investigating the possibility of rationalising the means of payment fox TV programming. The multiplicity of channels available with Cable TV and, potentially, DBS can only dilute the advertising revenue pool, spreading the income more and more thinly between broadcasters. There comes a time when indirect payment for TV entertainment breaks down, and direct payment must be used.
