For the precision measurement of radiation pressure of optical laser, a voltage balance which uses electrostatic force between electrodes has been developed at the National Metrology Institute of Japan (NMIJ). The voltage balance enables mass and force measurements traceable to the new definition of the kilogram. To confirm the reliability of the balance, the mass of a 2 mg wire weight was determined. The relative standard uncertainty of the mass measurement was estimated to be $8.4times 10^{-4}$. The mass of the weight was also measured by a commercially available electronic balance. The masses determined by the two different methods were in agreement within their uncertainties. The cryostat is featured by a vacuum sealed sample chamber that is attached to the 0.3 K-plate inside the inner vacuum can. The nominal base temperature of the sample chamber was 0.4 K. However, the electron temperature estimated with a single-electron transistor was approximately 0.6 K. Precision evaluation of a GaAs QHR device shows that the quantized Hall resistance is equivalent to the nominal value of $h/2e^{2}$ within one part in 108. This stabilized near infrared laser can be applied in the optical fiber communication as a wavelength reference standard. It takes the <tex>$3 f$</tex> detection technique with one-way pump and probe configuration. In order to more precisely evaluate the performance of this system, we directly compared the cryocooler PJVS system and NIST's portable PJVS system. The comparison result shows excellent agreement between these two systems.
