The linguistic picture of the world is not linguistic; it reflects cognitive reality due to history, culture, geography, and other factors within the objective world. This article, based on such general scientific research methods as induction, deduction, observation, analysis, and synthesis of empirical material, attempts to reveal the national identity of the emotional experiences of the Tatar people. The study's subject is the emotive lexicatic language, which makes it possible to formulate and evaluate the presented picture and conceptualization of the surrounding Tatars. As the results of this study confirm, a person in the Tatar language picture of the world and eastern linguistic culture is less dualistic than a European; his emotions and speech tend to be in harmony, mutually complementing each other. In life, in everyday life, and the feelings of the Tatars, there is a severe imprint of the traditions and canons of Islam. The importance of the study of emotive vocabulary lies in the fact that it allows you to identify the priorities of the Tatar language consciousness, as well as the features of the vision of the Tatars world, the representation of the image of a person and his world from the position of the universal in the phraseology of the Tatar language, and the position of national specific features. This material singles out and describes three levels in the development of the anthroponymys value world in the national cultural policy (ancient, middle-aged, and new Turkic). The authors used comparative methods (investigation of archives) and empirical methods, namely, the generalization of the great human experience, which is formed at the levels of cultural policy forming (ancient, middle-aged, and new Turkic). According to the level of religiousness of the ancient Turks, the system of ideas, which is reflected in the needs and desires due to naive mental activity, the authors singled out the ancient model of constructing their cultural policy or the first ancient level of values in the cultural policy of the Siberian Tatars. The anthroponyms system of the Siberian Tatars is an axiological worldview observing objective and subjective evaluative attitudes. The subject in the cultural policy becomes familiar with the value world of name-giving, the system of ideas or ideology appears, which is transformed into a certain stage of development. Cultural policy in the ancient period was created but it is changed in the modern world. The novelty of the study is in the fact that the object category was studied in the cultural policy of Siberian Tatars indefinitely. Our investigation showed interrelation between human being and his experience (object and subject). Our motivation to study the value world of the cultural policy of the Siberian Tatars is supported by the idea that harmony and peace between cultures is possible only in the way of value world and its priorities understanding. New research results complement theoretical generalizations, open up new conceptual opportunities in solving national problems, and make it possible to formulate new strategic goals in our multinational state. Therefore, there is a necessity for high-quality and relevant scientific research on personnel management in the area of criminal law. The purpose of the present work is to monitor and objectively assess the features of scientific research on personnel policy that contribute to the development of criminal law as a subject area in Russia. The authors apply the content analysis to study 343 research bulletins of the “Main Results of Scientific Research” from 2006 to 2018 focusing on the structure, design, scientific results, thematic area, relevance and methodology, which reveal the problems of transformation and development of the personnel policy concepts in criminal law. According to the interpretation method, it is substantiated that the scientific priority of research corresponds to the modern trends in the development of the personnel management system in the Russian jurisprudence. In addition, it is characterized by structural and methodological defectiveness, which leads to a decrease in the scientific character of the research’s results obtained. Consequently, their implementation in penitentiary institutions is impossible. It is proved that the implementation of common requirements for the methodology of scientific research on personnel policy based on creativity, validity, science and unambiguity improves the efficiency of scientific research and forms the basis for new scientific developments. This study used the Theory of Planned Behaviour (TPB) represented by three variables (attitudes, subjective norms and perceived behaviour control) and family background as the determinant that could influence students' intention to become an entrepreneur. A total sample of 489 university students from Universiti Malaysia Kelantan, Jeli Campus and Universiti Utara Malaysia, Sintok Campus was used in the analysis. Results from the study indicated that perceived behaviour control had a significant relationship towards students' intention to become an entrepreneur. At the same time, attitudes and subjective norms were not significantly related to students' intention towards entrepreneurship. This study also examined the impact of entrepreneurial family background as a mediating factor in the relationships between attitudes, subjective norms and perceived behaviour control towards students' entrepreneurial intentions. The assumption under negative interest rates is that this should make monetary institutions more likely to issue credit, thus fighting loan contraction and creating a solid ground for proper money circulation and economic expansion. Simultaneously, this policy entails, for financial institutions, an extra payment due to their liquidity holdings at the ECB, in the form of deposits or current accounts. Nonetheless, it should be kept in mind, that the primary objective of the ECB is to seek price stability, and for this reason, in comparison, the lucrative purpose of the banking sector is a problem to put on the back burner. Under these circumstances, the amount of total payments carried out by the banking system of each 19 countries of the Monetary Union has been the object of the study to understand which countries are more or less sensitive to the policy. Furthermore, those figures are compared to the due forecasted payments to be done by each country's banking system on aggregate level after the recent implementation of a two-tier system for the liquidity held in the current accounts. The conclusion is formulated that the plans were not fully supported by financial, human, and technological resources. The reasons for the failure to fulfill the plans were strategic miscalculations, ignoring the recommendations of leading scientists and the repression against a significant number of brilliant oil specialists who restored industry in the 1920s, reconstructing it and ensuring the flow of currency through the expansion of oil exports. The measures taken on the eve of the war to reorganize the management of the oil industry, its technical re-equipment, and intensification of oil production yielded specific results. But the growth rate of production was also hindered by insufficient exploration of areas and their unpreparedness for exploitation. Before the war, Azerbaijan remained the main oil base of the USSR. The Fine Arts museums in five regional centers of Russia and European Union, namely, in France, Germany, Poland, Croatia, and Lithuania were chosen for the assessment of their websites by four criteria: design, content, usability, and dynamism. A rating of the target Russian museum websites was compiled based on a comparative analysis of their compliance with these criteria. The findings allow concluding that some of the web resources of Russian regional museums meet the European standards, which let them powerfully join the modern virtual space and win both Russian and foreign audiences. The scienсe-based approach to a single virtual cultural space, which is currently on the focus of the museum institutions, supports the assumption of the museum websites to be a potent tool for the art communication with society. The authors proceeded from the position that this social group is heterogeneous, and different characteristics of representatives of this social group affect the attitude to the formalization of their economic activity. The negative attitude to formalization of representatives of this social group was revealed on the surface. However, this negative attitude among different subgroups of informally employed people turned out to be different. The results of the study show that different age groups of informally self-employed people react differently to government initiatives regarding registration of such activities. The presence or absence of social status in the sphere of formal employment, which many self-employed people combine with informal economic activity, proved to be a significant social characteristic in forming the attitude of the informally self-employed to formalization. Thus, the great value has stability of the institutional framework of formal self-employment generated by the state, and the state’s determination to follow its promises given to informally self-employed, so that this social group formalized its economic activity. It was found that a fairly large proportion of the informally self-employed took up a waiting attitude towards the state’s initiatives to formalize the economic activities of this social group. The identification of such constitutional provisions is associated with the formalization of the protection of the human rights and freedoms, as well as its legal statuses and conditions. The research was based on a dialectical approach to the disclosure of legal phenomena and processes using general scientific (systematic and logical methods, analysis and synthesis) and specific scientific methods. The unity of the constitutional approach of the European federal states to formalize the judicial protection of the rights and freedoms of the individual (Austria, Belgium, Bosnia and Herzegovina, Germany, Switzerland) has been determined. The identification of such constitutional provisions are associated with the formalization of the protection of the human rights and freedoms, as well as its legal statuses and conditions.
