In order to maintain their star ratings, hotels must conform to certain regulatory regulations. The HRACC (Hotel and Restaurant Approval and Classification Committee) has established specific governance parameters, and efforts have been made to assess whether private sector hotels were complying with all of the committee's governance requirements. The study sought to gain an insight into what impact their political representation and leadership styles had on the affiliated self-governing institutions and grassroot governance in last 75 years of Independence. This study thus presents an exhaustive review of the studies of how the urban grassroots were empowered with imbibing gender equality at grassroots through increasing political representation and leadership of women, the challenges further and suggest a direction for future developments. Based on the analysis, now is the present to focus on women's leadership in decision making institutions from mere representation or allegiance to women's empowerment for a logical concatenation. Having more women leaders with transformational leadership style in urban self-governing institutions will have a ripple effect on not only improving grassroot democracies but also bridging the gender gap to meet the sustainable developmental goal gender equality target by 2030, by imbibing inclusivity and shifting focus towards issues of priority and social development. Further, a theoretical and practical implications of the results are discussed. For the study, response of 120 women WDCS members (40 members from each district) was taken and analysed. Data was collected with the help of structured questionnaire comprising of different type of questions regarding their participation and level of involvement in the societies. The result of the study reveals that women societies constitute only 19.67% of total societies in the three district and 21.57% at state federation level. Only 0.83% members had ever attended any training programme whereas 11.67% are unaware about it. The result shows that only 22.5% members attended the meetings held at the society level. It has been reported in the current study that members of Hoshiarpur district have no medicine and veterinary services provided by the union. In case of women socio-economic empowerment through decision making or control of finances at household level, the scenario is challenging. Only 33.3% have their personal bank accounts and 37.5% have freedom in expenditure. The great thoughts and ideas of the intellectual leaders about development, society and governance have been not only inspiring for all time to come but also of abiding interest since time immemorial for those who have special interest in ancient Indian civilizations. Of them two names, namely Kautilya and Tiruvalluvar , residing in two furthest corners of the country, stand out prominently. Kautilaya’s Arthashastra and Tiruvalluvar’ s Thirukkural are known for their wise canvas and outstanding ideas. The former served as a top counsel to king Chandragupta Maurya in Pataliputra,( modernday Patna), while the latter was a common weaver in today’s Chennai. Apart from the numerous other recurring themes in their works, their views on polity, economy and governance are widely acclaimed and appreciated. In this paper an attempt will be made to bring together in one place and their valuable contributions and to analyse their contemporary relevance. With the changing global scenario there is a rediscovery of “social” in it. Indubitably, there is a gender perspective on social policy globally. The world Economic Forum states that there are only six countries in the world (Belgium, Denmark, France, Latvia, Luxembourg and Sweden) where women have equal work rights to men. It is noted that the situation in different countries vary when it comes to the working benefits of different genders whether for native or expatriate workers in those places. Though there are rooms to enjoy attractive income and favorable working conditions such as job security, generous retirement plan, and other welfare benefits, there are still various factors that might lead to gender-based differences or gender discrimination in the unique labor market context of the GCC countries. The scenario is distinct in many Scandinavian nations like Sweden. Those countries are often considered as the role model for gender equal work allowances. When it comes to India there is still disparity and difference in many areas despite of the social security system the country offers in its policies. This paper aims at a descriptive and qualitative study on the causes, consequences and conclusion of the gender disparity in employee allowances of these nations. The study would imply simple random method of interrogations to examine gender differences empirically within the labor market of the mentioned nations.
