The analysis included the legal basis for the functioning of both systems, planning levels and documents developed at each level. The planning status of both countries is presented based on the statistical data obtained. This is shown on the cartodiagrams prepared with the use of ArcGIS and QGIS software as well as tabular lists containing statistical data. Detailed research was also done as a case study for two cities: Olsztyn in Poland and Bari in Italy. The data collected and the analyses carried out made it possible to compare the planning systems in both countries tested. The results show similarities and differences, as well as the positive and negative features of both analyzed systems. {"title":"Spatial variations in the socioeconomic development of rural municipalities in the podkarpackie voivodeship","authors":"K. The implemented actions address a broad range of economic, social, spatial and environmental issues. Therefore, socioeconomic development is a complex and multi-dimensional concept that is difficult to evaluate in an unambiguous and objective manner. Statistical methods in object-based multidimensional modeling support such evaluations by considering numerous attributes/variables, which increases the efficiency of the analytical process. In this article, Hellwig’s development pattern method was applied to classify rural municipalities in Podkarpackie Voivodeship based on their socioeconomic development. Twenty-seven indicators were designed for the needs of the analysis with the use of Statistics Poland data for 2018. Based on the results, the municipalities were grouped into four classes with different levels of socioeconomic development. Class III was the largest group, and it was composed of 39 municipalities with a medium-low level of socioeconomic development. Class II was composed of a similar number of municipalities (38) with a medium-high level of socioeconomic development. Policies are usually result of the knowledge co-production but the efficacy of the process of translating knowledge into policy is still not well defined in the Kenyan context. One example of this is the city of Kisumu in Kenya, which has been the focus of knowledge co-production by researchers from Kisumu and Gothenburg in which there is active involvement of academicians, policy makers and the private sector. The creation of networks and platforms has been instrumental in knowledge production and has allowed for multi-level coproduction facilitating governance of the city at different spatial and administrative levels. The present research makes the assumption that average housing prices and market activity (number of transactions) are regionally shaped by economic, social, infrastructural and environmental conditions which can be described as a set of diagnostic features ascribed to a given area, constituting a statistical unit. Furthermore, it is assumed that individual effects may appear, being tied to the idiosyncrasies and significance of the given area. The time horizon of the research is 2008-2018. Based on data sourced from the Central Statistical Office a panel data was prepared for each of 380 Polish districts (poviats). Next, parameters were estimated for a single-factor panel model, as well as a two-factor model in which the constant term is different for different time periods and different units. This resulted in a model encompassing both average price determinants, and individual effects which reflect certain regularities of their spatial distribution. In this research, is presented a freeware GIS tool for the techno-economic evaluation of rural electrification alternatives, based on a plugin for the QGIS (Quantum GIS) called LECGIS. The tool carries out an implementation of the IntiGIS model to perform the calculations, a flexible model capable of adapting to the realities of different scenarios. In addition, it allows the clustering of isolated houses, for a better modelling of the cost of the centralized systems. It is described the application of this tool in the Guamá (Cuba) case study and the comparisons of the results with the obtained in Intigis 1.0. The evolution of approaches to understanding the private property right from Antiquity to Modern age as long as the specific character of property right to land including possibilities of its legal limitation for meeting socially prominent aims are explored. Special attention is paid to the Eastern European countries’ legislation as their statutory regulation of private property out of the command economy is relatively young. Having analyzed the constitutions, land legislation and law enforcement practice of several foreign states a conclusion is made about a similar legal structure of land withdrawal where expropriation is allowed in favor of both public and private subjects if their activity meets socially significant needs of a wide range of people and achieving this goal by any other way is impossible. The American practice of “economic analysis of law” allowing to appreciate the public benefit by the economic tools is positively assessed. It is also stated that it is impossible to envisage a list of specific situations that fall under the concept “public needs” and it is necessary to assess the correlation of public and private interests in each specific case. The proposed solution can allow delivering filtered information to the user. It can be presented in conjunction with the location. The user can be able, while standing in or near the property. The proposed solution consists of: positioning based on the phone GNSS (Global Navigation Satellite Systems) receiver and radius specification. For this purpose, databases with various types of real estate from local markets were created. Then the estimation of parameters of functional models describing dependencies prevailing on the examined markets was carried out. Subsequently, statistical tools called Baarda method and model residue analysis were used to detect outliers in the collected datasets. The last stage was a comparison of the obtained results of the parameters' estimation of the analyzed models and the measures of their quality, before and after the removal of outliers. \u0000The obtained results indicate that algorithms of chosen statistical methods, detecting outliers, allow to eliminate a smaller number of them, at the same time obtaining an improvement of the parameters of the functional model and its adjustment to the analyzed dataset. Before 1989, perpetual usufruct was practically the only possibility for natural persons to acquire public lands in cities. The changes of the political system triggered discussions on the legitimacy of this law, especially with regard to residential areas. Currently, there are two acts in force that regulate the transformation of the right of perpetual usufruct into full ownership title – The 2005 Act on transformation of the right of perpetual usufruct into ownership of real properties and The 2018 Act on transformation of the right of perpetual usufruct of land developed for housing purposes into ownership of this land.The aim of this research paper is a comparative analysis of the principles of transformation under the current procedure and pursuant to the Act of 2018, as well as the assessment of the scope of the implementation of the transformation process and the financial consequences for local government units and the State Treasury.
