The author focuses only on the sphere of the municipal self-government because of its explicit constitutional embedding and also because of a limited extent of this article. It is about examination, whether the imaginary scissors between the legal regulation and putting it into practice open or close and from a broader perspective it is also about examination whether the statist attitude towards the role of the state in ensuring public law activities, in spite of changes in legal regulations after 1989, still remains or is gradually eliminated.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-10-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47354609","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

But can the walls really stop irregular migration? The main aim of this article is to provide five examples of walls and assess their effectiveness in stopping irregular migration. Do walls matter and what are the key variables influencing their effectiveness? The analysis will focus on four factors such as the purpose and aims of the wall, the operative logic of the wall, type of the wall management and nature of the environment divided by the wall. The research was unable to find a single key variable which determines the effectiveness of the wall; however, it discusses various interrelated aspects.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47423075","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the dynamics of individual countries, the economic results achieved and, above all, the intra-regional development are very diverse. GDP per capita was chosen as a reference object for the analysis of their economic development, both at national and regional level. From a methodological point of view at the regional level, we analyse NUTS 2 regions where we can obtain relevant indicators within Eurostat. The aim is thus to capture and analyse GDP per capita economic development, to compare national differences over the past 14 years, to identify possible common development trends or differences. To better understand national economic developments, we will also analyse the level of individual regions as significant interregional differences in these countries have persisted over a long term. The aim is to identify whether the current development is leading to a greater deepening of interregional differences or, on the contrary, to levelling of them.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44564263","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the context of the Slovak political thinking, he is known as the founding personality of the liberal project of addressing the Slovak issue. This paper deals with three levels of this project. The first level concerns his liberal concept of the Slovak national politics. This concept was developed on the background of the liberal theory of the relationship between freedom and law as developed by the French philosopher Ch. Montesquieu. The basis of the second level of this project was in the differentiation in the ranks of the Catholic clergy, which manifested itself in the spring of 1848 in the Habsburg monarchy. Palárik developed the requirement that the Catholic priests could actively participate in public and political life in the interest of the Church, the faith, the believers and to develop the idea of religious ecumenism. The third level concerned the democratization of the Slavic ideology in Slovakia and Historic Hungary. His reform efforts aimed at removing from this idea a negative label of “Russian Panslavism” while at the same time gaining the dimension of realistic inter-Slavic cooperation.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43397349","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The basic question is how different are the competences of European Border and Coast Guard Agency (EBCG) from the previous FRONTEX and what was the role sovereignty played in it. The paper has a character of a qualitative study where the authors compare the proposal for EBCG, mainly its Article 18 establishing the “right to intervene” in the proposal, with the final version of the document and analyzes the position of the Member states based on their posititions within the Council to the parts of the proposal that were most connected to sovereignty. The analysis is based on data collection from officials from various member states that were part of the negotiations. Apart from this “hidden agenda” the authors also analyze public statements by high-ranking government officials that often commented on the proposal.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43774475","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors consider that the Moldovan authorities are trying to develop a coherent state policy on the Diaspora through an integrated approach. This is reflected in the legislative and institutional framework of the state policy in the field of Diaspora. As the results of sociological research, Moldovan migrants do not actively participate in the activity of Diaspora organizations. The authors note that in order to develop an effective management policy Diaspora in the Republic of Moldova, the creation of institutions is necessary to ensure the preservation and development of the Diaspora; development of a strategy of interaction with state institutions as the country of residence, and the “title” of the state; development of legal acts on the Diaspora, as well as laws and policies on management of the diaspora processes. These measures will provide creation and strengthening of a stable platform for cooperation between the state and the Moldovan diaspora, the active participation of the diaspora in the economic and political life of the Republic of Moldova.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43825111","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

For the purposes of the paper, the theory of hybrid warfare was chosen as an analytical category. Throughout the paper, the concept of hybrid warfare is examined and applied on case study of Crimean annexation. Hybrid warfare, especially in connection with Russian actions in Crimea has been an intensely debated concept. There is an ongoing debate among scholars concerning the meaning of the concept, its existence and employment by the Russian Federation. This paper showed that the article of Valeriy Gerasimov – the incumbent Chief of the General Staff of the Russian Federation-invoked a new warfare strategy for the Russian Federation which was consequently for the very first time in its full spectre and effectivity employed on case of Crimean annexation in March 2014. Observing the application of the hybrid warfare in practice serves the purposes of countering its further potential application in post-Soviet space and Russian ‘near abroad’.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":"17 1","pages":"343 - 380"},"PeriodicalIF":0.0,"publicationDate":"2017-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1515/sjps-2017-0014","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43497909","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The most recent two parliamentary election cycles (2015-2016), as well as the presidential race held a year earlier, were both more interesting and more unpredictable than the previous elections. The objective of this article is to analyse and identify their distinguishing features as well as their significance and implications for the further functioning of the Croatian political scene. Owing to the fact that in both electoral cycles an important voice in the shape of the ruling coalition went to the party that came third in the election and, also surprisingly, this was both a newly established formation and to a great extent with an anti-establishment appeal, particular attention is focused on the appearance on the party scene of new political groupings. The article attempts to place them within the framework of the existing new party typologies and point to the main reasons for their electoral success, as well as evaluating their chances for survival on the party scene.","PeriodicalId":36889,"journal":{"name":"Slovak Journal of Political Sciences","volume":"17 1","pages":"249 - 277"},"PeriodicalIF":0.0,"publicationDate":"2017-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42788772","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
