Macková","doi":"10.34135/sjps.200103","DOIUrl":"https://doi.org/10.34135/sjps.200103","url":null,"abstract":"This paper attempts to explore the issue of skilled migration and the approach of the Czech Republic when it comes to attracting and retaining foreign skilled workers. The global competition for talent has been a prominent issue in migration studies, mainly because it has been shown that qualified migration can have a positive impact both on the countries of origin and of destination. The Czech Republic, with its low levels of unemployment, might benefit from the human capital offered by the skilled migration, and yet, there is surprisingly little debate about the type of migration the Czech Republic wants to attract. At best, this debate is driven by short-term employer demands. Surprisingly, there is little research about skilled migration to the Czech Republic and other CEE states despite its clear benefits. This paper will explore the Czech policies and programmes dealing with skilled migration and the possible caveats of these programmes. The main aim of this contribution, done by qualitative and quantitative content analysis, is to analyze past and ongoing programmes of migration and integration policy of the Czech Republic regarding skilled migration. {"title":"Participatory Budgeting and Traditional Participation in Czech Municipalities","authors":"Pavol Minarik","doi":"10.34135/sjps.200102","DOIUrl":"https://doi.org/10.34135/sjps.200102","url":null,"abstract":"As an instrument of smart governance, participatory budgeting has been implemented by several dozen of municipalities in the Czech Republic. This is in line with the trend in many European cities. The paper examines the implementation of participatory budgeting in Czech municipalities. It is observed that participatory budgeting is being implemented in the Czech Republic typically on a very limited scale. The particular aim of this paper is to analyze the relation of participatory budgeting to the traditional political participation in local elections. Following an examination of the extent in which the instrument is implemented in the Czech municipalities, statistical tools are used to relate implementation of participatory budgeting to several measures of traditional political participation, such as voter turnout and intensity of the political competition in municipal elections. {"title":"Transformation of the Europe’s Concept in WWII Speeches by Russian Presidents (2004-2019)","authors":"N. Nowadays, the concept’s understanding can’t be described without WWII topic – obviously a crucial point in the modern Russian ideology. To explore the image of Europe in this discourse, the speeches of the Russian presidents given on the 9th of May from 2000 to 2019 were content analyzed. The transformations of Europe in the Russian state discourse about WWII as were as Europe’s roles in the WWII were defined. Up to 2009 the differentiation between the post-Soviet countries and “far abroad” Europe was constantly used. After the RussoGeorgian war, and mostly after the annexation of Crimea and the war in Donbas, the construction of a bipolar world started. Russian isolation can be observed in 20102019. Europe’s roles have been changing. In early Putin’s speeches (2000-2003) this topic seems not to be significant. Before 2008 Europe was described as both active and passive in the war. Afterwards “passiveness” prevailed. In the paper, the conspiracy theory The European Union organizes migration to Islamize Europe is analyzed. In the paper the internal logic of this conspiracy theory is revealed. The main objective of the paper is to analyze the argumentation strategies of this conspiracy theory and find out what kind of binarities analyzed conspiracy theory uses to legitimize its construction of reality. For the text analysis, a discourse analysis is chosen. This method allows me to analyze key discursive patterns characteristic for the set of collected news. The empirical part composed by the analysis of the research material follows the theoretical part of the paper, where the concept of conspiracy theory as the type of the discursive construction of reality and as a part of the political propaganda is presented. {"title":"Party Responsiveness and Governmental Responsibility: The Conflicting Roles of Spanish Socialist Workers’ Party Between 2008 and 2011","authors":"Petra Měšťánková","doi":"10.34135/sjps.190201","DOIUrl":"https://doi.org/10.34135/sjps.190201","url":null,"abstract":"The aim of the article is to analyse the dramatic decline of voters’ support for Spanish Socialist Workers‘Party (PSOE), a long-term established political party, between 2008 and 2011 parliamentary elections. It focuses on the government policy of PSOE during the outbreak of economic and financial crisis and attributes the drop of support to the conflicting roles of PSOE as a representative of voters‘interests on the one hand and as the governing party with corresponding responsibility to the state and also to the international community on the other hand. Moreover, it links the decision-making on the national level to the supranational level. The austerity policy, pursued by PSOE in given period, was heavily influenced by the EU institutions, and made impossible to comply with the electoral promises, concentrated on the improvements in employment and social policy. The drop of support pursued the PSOE in 2011, 2015 and 2016 parliamentary elections. In general, Christian democracy is considered by many experts to be the most successful political movement in the modern history of the political life of the people of the European continent. This idea is followed by the author Radoslav Štefančík in his latest publication entitled Christlich-demokratische Parteien in der Slowakei with the subtitle Eine neue Perspektive. In the introduction the author explains his focus on the scientific investigation of this issue. It is clear from his words that he has been dealing with this topic since 2005, when his study stay in the Federal Republic of Germany aroused his interest in it. No wonder, the political parties CDU/CSU still fundamentally define the economic, social and political character of the present Federal Republic of Germany. In the context of the success of Christian democratic parties in several European countries, the author focuses on the successes and falls of Christian democratic political forces in Slovakia. In the case of Slovakia, this topic is even more interesting, because until 2006, the political parties with the Christian democratic orientation (KDH and SDKÚ-DS) belonged to those who formed the policy, but after the parliamentary elections in 2016 there is no political party which can be objectively described as a successor of traditional Christian democracy. The above-mentioned political parties are therefore at the center of the author’s attention. He seeks to answer the question why, in a post-communist country, in which the Church (Catholic) and Christian faith played a particularly important role, there was not only one political party representing this thought and value stream, but several parties, unable to form one large political party or electoral block in order to achieve a better election result (Štefančík, 2019, p. 12). The organization was created after the WWI in an attempt to establish a stable peace system among its members. Estonia, a country formed after the end of the war, was in a need of international recognition and protection. Hence, the membership was welcome as an anchor to liberty and freedom. This research analyses how the organization influenced Estonia and what were the major contributions of the country in the development of the League of Nations. The aim of the paper is to analyse the concrete impact of the membership on the position and recognition of Estonia as well as the influence of Estonia on the development of key activities of the League of Nations, in particular the questions of refugee protection and return of prisoners of war; protection of minorities (including the support to protection of rights of native American tribes) and attempts to establish the uniform global legal order. If we maintain this way of development the survival of humanity on the Earth will be impossible in future. In this context, the environmental awareness, disseminative global responsibility as well as environmental dimension of citizenship, are discussed today with the raising importance. In this paper we are going to examine and analyse the concept of environmental awareness. These empirically based facts will be reflected, analysed and put into the context with the environmental citizenship concepts. At the end we are going to present the results of the Eurobarometer surveys focused on the relationship of the EU citizens to environment and their environmental awareness and evaluate the current state in this area. The main findings have shown that environmental awareness of European citizens is raising, but it still does not have the appropriate level. This can have highly negative impact on the environment in this era of environmental crises and deepening environmental problems.
