For haulers engaged in just-in-time deliveries such a combination offers to the dispatcher a near real-time display of the truck's progress, while also providing a means of rapidly exchanging messages between the driver and dispatcher whenever the need occurs. The range of Standard-C capabilities includes two-way store and forward data/messaging; a short burst transmission mode for position and data reporting; polling; and an enhanced group call facility. She discusses the need for the new support systems to be sensitive to the mental workload. Primary task, secondary task, physiological, and subjective measures of this are described. The contributions of task difficulty, effort, and arousal to the driver's subjective mental workload are discussed. The manner in which each of these factors might be measured on-line is described. The system was developed for use in conjunction with a positionally based emergency location code assigned to rural properties in the Region, and is being extended to other areas. Real-time dispatching and routeing of emergency service vehicles from a digital database have been demonstrated for over 10000 nodes and 13000 road segments. The database is being enhanced to incorporate a variety of attribute data which can be used by all emergency service agencies. A full set of network functions is included for dispatching, routeing network flow, simulation and training, etc. The road data can be structured to accommodate arbitrarily large networks by using an embedded hypergraph model. The economic effect of the system is estimated with respect to the route selection behavior and logic of drivers. Infrastructure cost is estimated, and a cost-benefit analysis presented. The functions and infrastructure of the Road/Automobile Communication System are outlined, the in-vehicle equipment is described and the results of field tests conducted in the Tokyo/Yokohama area are reported. The system provides the driver with such information as present location and traffic conditions, plots optimum and alternative routes to destination, and enables limited two-way communication to be made. Field testing indicates that the navigation and route-search functions are of great benefit to drivers in an unfamiliar area. Also considered are ways to obtain accurate and continuous car location by combining those methods with dead-reckoning. The merits, demerits and feasibility of each method are discussed. It is confirmed that accurate and continuous car location is achievable by a method combining dead-reckoning via the geomagnetic sensor, map-matching, and signpost navigation. This combination is highly feasible in a small country like Japan. Driver performance was evaluated in terms of the total time from starting point to destination and the number of navigational errors. Analysis showed that aging drivers modified their visual strategies under guidance. The duration and frequency of glances toward the navigational system were higher for the elderly in comparison with young adults, indicating a noticeable decrease in the time spent looking at the road. Conceptually, the system may include human minds as well as various vehicle navigation aids. It must be able to perform five fundamental functions: geographic database, location of vehicle and destination, route planning, instruction generation, and vehicle control. It also must provide links or communication methods whereby information and commands may flow among these components. These functions may be grouped and assigned to various people and devices involved in the system.
