People’s behaviour in Bangladesh has got different dimensions in myriad ways in terms of adoption and responses during this pandemic. The article aims at identifying the areas and dimension of behavioural transformation of Bangladeshi people and analyzing how COVID-19 and its effects influence them. The study analysed following a qualitative approach based on both primary and secondary data. Primary data were collected from ten informants based on checklist, while secondary data were collected from journal articles, various reports, books, and newspapers. The study found that this behavioural change took place at different levels such as personal, organizational, societal, and state level because of fear, unknown effects of coronavirus, mental insecurity, uncertainty of proximity, chances of infections, family frailty etc. People acted to respond to the needs of people and reacted to the rapid changes as well. They extended hands to the vulnerable community and initiated steps to aware them about the effects of coronavirus. On the contrary, they emphasized their own safety, avoided people’s gathering, imposed restriction on community movement and denied attending social programmes including funeral, which contradicts the traditional culture practiced in Bangladesh. © 2021. At the level of vulnerable groups (including people in poverty, ethnic minorities, young people, the elderly or women) discrimination and inequality are more pronounced. Access to justice for these disadvantaged groups should contribute toincreasing inclusion, increasing socio-economic integration, but barriers (lack of education, information, lack of identity documents, lack of material resources, etc.) in the way of access to justice are sometimes too extended for these people. Thus, theinability of disadvantaged people to access legal services is both a result and a cause of the low degree of inclusion and development, as well as the high degree of vulnerability. This article highlights the trust and perceptions of Roma minority in Romania in the justice system in the context in which justice is still far from meeting the expectations of citizens, access to justice being unequal especially due to geographical, economic, cultural, social, psychological / temporal barriers. It also promotes that social spending helps reducing income inequality and eventually reduce poverty. This study aims at analyzing the distributional effects of social spending on education and health by examining the pre and post income distribution in Thailand following the quantitative dataset of 2011. It follows calculation of benefit incidences, which is a method of computing distributional effects of public spending, based on different five income groups (poorest, poor, moderate, rich & riches). The study divulges that Thai education system seems to be pro-poor particularly for primary and secondary education whereas healthcare seems pro-rich. It is revealed that benefit of the poorest income group increased from 8.16 per cent to 9.51 per cent while it decreased from 41.48 per cent to 39.86 per cent for the richest group after government expenditure. The increase for poor and decrease for rich in income benefit after public expenditure is treated as positive for the society. The total public expenditure on these two sectors in Thailand denotes the decrease in inequality as the Gini coefficient went down to 0.2818 from 0.3056. The study suggests increasing expenditure for the rural and poor people to minimize the gap. A special stipend is suggested for the rural student to at tertiary level where richest has highest share and there is big gap in at this level. The study also recommends establishing more higher education institutes at the provincial level to benefit the poor and rural people living away from the capital. Study suggests government to impose tax on private healthcare, which is usually availed by affluent people. Likewise, government can spend more money for lower income group. The main purpose of the policy analysis report is to find out policy option of health care spending for ensuring universal health coverage in Bangladesh by 2030. The underlying objectives of the study are to examine the effectiveness of existing national health policy to ensure universal health coverage for the people of Bangladesh, to evaluate the current health care spending and to develop alternative policy for ensuring universal health coverage 2030. The policy analysis report has been prepared based on identifying the policy problems from the existing content, document research and organizational records and in doing so the multi-goal policy analysis approach and the criteria of measurement set against the goals and objectives of the policy. Data and information of this policy analysis have been accumulated and presented from various secondary sources. The major findings of the policy analysis can be noted that the policy alternative as policy intervention as such introducing multiple health protection schemes and create health protection fund especially for the people living below poverty line for ensuring universal health coverage in Bangladesh and thereby the household out of pocket expenditure will decrease significantly. Therefore, it is suggested and can be implemented in the whole countryfor the sake of ensuring universal health coverage and make accessible of quality health services to the people of Bangladesh. Ciobanu","doi":"10.35782/JCPP.2021.2.01","DOIUrl":"https://doi.org/10.35782/JCPP.2021.2.01","url":null,"abstract":"Human and social vulnerability in the face of the pandemic once again raises the question of knowledge and of the two key dimensions of the individual (rationality and responsibility) framed in the various relationships they establish (with nature, with other individuals, with state institutions etc.). These become relationships of knowledge and awareness concerning the facts and laws of social-state organization. Being aware that the pandemic crisis left its mark on all areas of life, changing the nature of human relations, affecting the benchmarks of values, and requiring a review of the foundations of social organization, we believe it necessary to assess the current situation through a systemic approach aimed at identifying the benchmarks of the balance between individuality and sociality. Thanks to the assessment of the interdependencies between the individual and the social, the following objectives were addressed: to define the changes caused by the pandemic and analyze the social processes; to validate the decisions taken by the authorities from a logical, praxeological and axiological point of view; to emphasize the importance of norms and principles in the social organization; to determine the role of social actors in overcoming the crisis, and to assess how social relations have evolved under pandemic conditions.
