Columbine is a widespread misanthropic concept based on subjective experiences of one’s own greatness (most often of a compensatory nature) and extreme solipsism combined with ideas about surrounding people as «biowaste». Understanding of the systemic nature and bio-psychosocial conditionality of the phenomenon led to the creation of an interde-partmental working group, and the low efficiency of traditional management methods – the use of the search conference method. The problem of the influence of digital technologies on the formation of civic activism is raised. Emphasis is placed on the context of the presence in the media space of news that can popularize civic activism. The content analysis study covered 22 Internet resources in 8 federal districts of Russia (12,590 posts for July 2023), as well as all publications in the online publication e1.ru for the period 2019–2023 (82,130 posts). The results of the analysis allowed us to perform a thematic typology of publications about civic activ-ism; to fix the share of these posts in the structure of the news agenda; to identify the presence of appeals to participate in civic projects and determine the situation in the media environment as ineffective for solving the problem of involving the population in civic activism. {"title":"Analysis of the Modern Climate Policy of the European Union","authors":"Petr V. In order to address this issue, the Paris Climate Agreement was adopted in 2015. As part of the implementation of the Paris Agreement, on December 11, 2019, the European Union (EU) adopted the European Green Deal (EGD), providing for achieving net zero greenhouse gas emissions by 2050. On July 14, 2021, the EU adopted the climate program Fit for 55 aimed at implementing the EGD. On March 8, 2022, the EU adopted an ambitious strategy to stop importing fossil fuels from Russia and transition to renewable energy sources (REPowerEU). Based on the analysis, the article concludes that the modern climate policy of the EU is a logical continuation of the implementation of the Marshall Plan to establish dominance over European countries with the aim of dein-dustrializing them and turning them into US colonies. The European Union, largely as a result of the implemen-tation of this counterproductive climate policy that is contrary to the national interests of the member states, is experiencing stagflation and is gradually losing its competitive position in the global economy. Petrosyan","doi":"10.24158/tipor.2023.10.18","DOIUrl":"https://doi.org/10.24158/tipor.2023.10.18","url":null,"abstract":"The article represents one of the first attempts in the domestic literature on the problems of electronic docu-ment management to link this issue with such a social factor as increasing trust in society and such a problem of modern management as the role of electronic document management in managing the human capital of the organization. On the issue of trust, the article substantiates the fact that the problem initially posed by the Decree of the President of the Russian Federation of May 9, 2017, to create conditions for increasing trust in electronic documents has not yet been solved. It is emphasized that the rejection of paper media has rather reduced trust in society both at the level of the state-population and at the level of corporate employer-employee relations. In order to confirm this circumstance, the authors stress the social inertia of the transition from paternalistic social and labor relations to liberal-market commodity-money relations in modern society. On the issue of the connection of transition to electronic document flow in the management of a modern organiza-tion, the article substantiates that such a transition from the standpoint of human resource management should be assessed from the standpoint of changing the paradigm of managing the labor potential of an employee, adopted in the Soviet economy, to the paradigm of human capital management in the modern economy. The given conclusion is argued both by references to socio-economic literature and the results of socio-economic research. Based on theo-retical and legal ideas about the essence and structuring of legal culture, the definition of legal culture of the child is proposed, and the allocation of its three structural components is justified: cognitive, motivational-value, activity. The concept and essence of formation of the child’s legal culture are disclosed, as well as factors that influence this process. Classification of factors of its formation with the distinction of universal and specific fac-tors is proposed based on the understanding of the structure of the child’s legal culture (according to the struc-tural criterion). Among the universal factors are those ways of influence that affect all components of the child’s legal culture. Their importance is emphasized not only as a management tool, but also as a strate-gic resource that allows organizations to adapt and successfully develop in the digital economy. The authors ascertain the monitoring indicators as interrelated components, arguing that each strategic decision made on the basis of the EBS can have an impact on all indicators of the system. The article also raises the issue of the necessity of processing the results of group opinion of managers and their involvement in the formation of or-ganizational strategy. DEMATEL method, designed to analyze cause-and-effect relationships in the decision-making process, is the basis of the article. The authors argue that the use of the DEMATEL method in Russian scientific and business practice is not at the proper level, which reduces the efficiency of decision-making. Dialectical, systemic, comparative-legal, statistical, predictive methods, as well as modeling methods were used in the work. At the same time, the ele-ment-by-element analysis of the corresponding criminal encroachment, traditional for criminal law science, is extrapolated to the international legal matter, which makes it possible to consider the composition of the of-fense not only through the prism of national, but also international law. In addition to the theoretical aspect, the work also presents the practice of the first international tribunal that considered the crime of aggression – the Nuremberg One, whose verdict is also important for understanding and qualifying the crime of aggression. According to it, it became possible to distinguish this concept and other terms, sometimes very similar in content, denoting various theatrical phenomena. Based on the consideration of existing sociological approaches the author’s model of studying social theater as a so-cial institution, as well as the process of its institutionalization, is proposed for the study of social institutions and the process of institutionalization. Step-by-step filling of the specified model with empirical data will be able to give a holistic view of the degree and nature of the institutionalization of social theater in Russia. The proposed article addresses the first of the tasks on this path – to identify and analyze the needs satisfied by the institution of social theater in modern Russian society. An analysis of the study of problems and reasons for updating the quality of life of the population of small towns is presented, and the possibilities for their development are considered. It is emphasized that population growth in agglomera-tions does not always lead to better living conditions. The emphasis is laid on the human-centered system of assessment of this indicator, which is conditioned by cultural characteristics and value system. It is stressed that in modern Russia regional management uses a model of active social policy based on the inclusion of human capital in the process of overcoming the inequalities of territories.
