It also looks at the case in India where rural protesters at Singur targeted the regional state government and investigates the success of their resistance that depended not on land ownership claims but on the intervention of political parties. The chapter discusses rural collective land ownership that lent a strong territorial logic to the residents' mobilization in Wukan. It discusses how China currently adopts a rather broad definition of urban localities that is based entirely on administrative status. The chapter also explains why India has been using a rather strict urban definition based on administrative status, population size, density, and non-agricultural employment. It talks about the benefits of gaining urban status in China that are substantial for both residents and localities. It also assesses the benefits of urban classification in India that are uncertain and residents that either demand or resist being classified as urban depending on what they will gain or lose. It examines Beijing's clean air campaign that is led by the municipal government and applies a territorial strategy of holding local officials responsible for reducing pollution within their jurisdictions. It also discusses New Delhi's clean air campaign that has been spearheaded by environmental non-government organizations (NGOs), which strategically mobilize the Indian Supreme Court to prod the Delhi government into action. The chapter examines how both Beijing and New Delhi's approach will not be effective in tackling the problem of air pollution. It analyzes why China's and India's approach have not been able to deliver a just and equitable urban growth. It looks into the territorial forms of governance in China that have created not only a deep cleavage between urban and rural areas, but also unprecedented levels of disparity across cities and towns throughout the country. The chapter also looks into the associational politics of India that has produced inequalities and caused the exclusion of citizens from particular alliances and partnerships.
