The purpose of this study was to describe the effectiveness of User Education activities on library use by students of the Faculty of Adab and Humanities UIN Imam Bonjol Padang. The research method is descriptive quantitative with a questionnaire as a primary data collection tool. The population of this research is all students of the Faculty of Adab and Humanities UIN Imam Bonjol Padang 2021-2022. Research questions were answer and analysis was performed using the mean scores. Research findings reveal that students of the Faculty of Adab and Humanities have various levels of understanding of the concept of User Education. The study also found that the User Education program positively influenced student use of the library and helped meet their academic information needs. The results of the study also found several problems that hindered User Activities effectively such as excess participants, lack of infrastructure, less innovative human resources, shortage of teaching materials, limited time allocated for activities, less conducive supporte and inadequate space. According to Law no. 25 of 2009 concerning Public Services states that every institution / agency engaged in public services including public libraries must have minimum service standards and pay attention to the rights and obligations of each party, both the agency itself and the community as parties who take advantage of these public services. activities and the people served can still take advantage of these services in the midst of a pandemic situation. This research uses a qualitative approach with a case study method. As for the data collection method using interviews with librarians at the Public Library of Tanah Datar Regency. In addition to interviews, data collection also uses observation and documentation methods to obtain valid data. This research was conducted in November-December 2021. Public Library of Tanah Datar Regency is located on Jl. Sultan Alam Bagagarsyah, Batusangkar. Public Library of Tanah Datar Regency is still operating as usual but by implementing strict health protocols such as maintaining distance, wearing masks and washing hands. The results showed that the information needs of the people of Tanah Datar Regency were quite high, indicated by the large number of people who still visited the library. There are several problems that need to be resolved in the border areas with neighboring countries. The welfare of the people living in border areas needs to be considered. The purpose of writing is to conduct a narrative review of the published content of the implementation of decentralization and autonomy policies in border areas. The research was conducted using a narrative review method with searches through the ISJD database, garudaristekbrin.go.id, doaj.org, google scholar, and academic.microsoft.com/homes. The data collected were 18 articles that were appropriate to be grouped into 3 major themes, namely: implementation of decentralization and regional autonomy; border area problems; border area development. The results show that according to historical records, regional autonomy has been implemented in Indonesia since the days of the kingdom, colonialism, and the development period of the Law on Regional Autonomy, namely Law Number 1 of 1945. Border areas face the problem of disparity or gaps in regional growth and regional autonomy. socio-economic status in border areas with the phenomenon of rampant illegal logging activities, illegal trade, illegal migration flows, and the many shifts in the boundaries between countries. The method used in this research is descriptive qualitative, namely conducting an in-depth study of symptoms that occur in a certain place and time using observation and documentation techniques on the object of research, that is the library repository on the website http://digilib.uinsby.ac.id. The research findings are as follows: 1) the media used as a means of disseminating information at the UIN Sunan Ampel Library are subscription e-books, subscription journals, UINSA books, and repositories. 2) There are 4 types of collections available in the repository, namely final and non-final assignments. The final project consists of a thesis, a thesis, and a dissertation. Meanwhile, non-final digital collections include scientific papers, journal articles, mass media articles, articles in books, books, textbooks, conferences, KKN/PKL reports, research reports, service reports, papers, scientific orations, guidelines, and proceedings. 3) The utilization rate of repository collections has increased during the pandemic compared to before. One of the important factors that can increase the interest in visiting and the comfort of the community is interior design. This study aims to determine the role of interior library design in increasing user interest in visiting and knowing the condition of the library based on the elements of interior library design. This study uses a qualitative method with purposive sampling technique as a way of searching for informants. The informants in this study consisted of 3 informants, namely 2 users who had visited the Trenggalek regional library before and before, and 1 librarian. Researchers used data collection techniques in the form of observation, interviews, and documentation. The presentation of the research is done in the form of a narrative text. The results of this study indicate that the interior design of the Trenggalek regional library has a good influence on efforts to increase public interest in visiting. There are several elements that have been implemented well, including layout, color, and lighting. However, there are still unsatisfactory elements, namely air circulation and sound system. This is due to the small number of fans, the absence of air conditioning, and a whispering sound is still heard. The interior design of the Trenggalek regional library is not optimal due to the limited cost of building a library. Surat kabar merupakan salah satu khazanah bangsa yang harus dipelihara oleh Perpustakaan Nasional. Meskipun demikian, Perpustakaan Nasional juga menyimpan khazanah milik bangsa lain yang terdiri berbagai macam bahasa. Surat kabar langka merupakan layanan yang tidak hanya menyimpan koleksi surat kabar berbahasa Indonesia-Melayu dan daerah, tetapi juga bahasa asing, seperti Belanda, Jerman, Prancis, Inggris dan lain-lain. Artikel ini bertujuan untuk membahas dan mendeskripsikan koleksi surat kabar berbahasa asing yang tersimpan di Layanan Surat Kabar Langka, Perpustakaan Nasional Republik Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan sejarah. Pendekatan sejarah sangat diperlukan dalam penelitian ini karena surat kabar asing tersebut merupakan warisan dari kekuatan asing yang melakukan kolonisasi, baik sosial maupun politik, terhadap Indonesia. Hasil dari penelitian ini adalah bahwa surat kabar berbahasa asing banyak menyimpan informasi mengenai masa lampau dengan perspektif global dan internasional, namun masing kurang diminati oleh para pengunjung Perpustakaan Nasional. Para pengunjung lebih berminat membaca surat kabar berbahasa Indonesia dan daerah, ketimbang membaca surat kabar berbahasa asing.
