This algorithm uses spatial transforms and recursive optimization functions combined with a highly adaptive segmentation scheme, similar to the one proposed by the MMP algorithm (Multi-dimensional Multiscale Parser), that uses pattern matching. We replaced the pattern matching by spatial multiscale transforms, which include symmetric and asymmetric blocks, and we investigated and implemented some of the required tools for encoding these new blocks. The proposed method uses a much more dynamic adaptive-size transforms than the H.264/AVC standard and compares favorably with this encoder. It also consistently outperforms the pattern matching scheme of the MMP algorithm. Various IEC 61850 substation automation system (SAS) architectures are compared in terms of price, reliability, and their impacts in the power grid quality and cost of ownership of the project. The method used in this paper is the life cycle cost analysis (LCCA). It enables an objective decision of the topology options considering the high reliability requirements of SAS networks. The proposed method is based on a single metric of the ITU-T standard PEAQ (originally developed for audio signals) that, along with an appropriate mapping function, is shown to be able to reliably predict the overall quality of speech signals concurrently degraded by acoustic echo and background noise. In order to train and validate the proposed method, three speech signal databases were developed and subjectively assessed. One database is used only for training and testing purposes whereas the other two are employed in validation. An analytical development of the project from each one of the proposed architecture is performed. As contribution we present the performance of the modified SIC in terms of bit error rate (BER) which is close to the performance of the ML receiver with less computational complexity. Another contribution is the determination of the minimum distance among non-orthogonal signals according to spectral overlapping considering N = 5. Downstream and bidirectional reaches up to 80 and 60 km, respectively, with maximum 2 dB power penalty (for a BER of 10-12) on 1.25 Gb/s are achieved for our combined scheme. The complete database comprises a total 6 multi-object, 56 single-object and 4 no-object (for reference purposes) footages, acquired with two different cameras and two different light conditions, yielding an approximate total of 8.2 hours of video. Database annotation was performed with a specialized tool, developed in the context of this particular work, that provides a bounding box for each object (or its several parts in case of partial occlusion) in every video frame. In this work a probabilistic analysis, in which the elevation angle of the FS receiving antenna is modeled as a random variable, evaluates the aggregate interference produced by the satellites of multiple HEO systems into FS receivers. The proposed approach relies on the assumption that the input signals are band-limited. As the nonlinearity of the mixing process tends to widen the spectra of the mixture signals, and taking into account the fact that there are more mixtures than sources in the overdetermined version of the problem, we propose a method that uses the additional mixtures to eliminate the nonlinearities of the observed signals. This gives rise to a linear problem that can be solved with standard methods previously analyzed in the literature.
